10/24/1960��� MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILL�, CALIFORNIA 24 OCTOBER 1960 The regular meeting of the City Council of theoCity - of Rolling Hills was called to order by' Ma:yor Nielsen at 7: 30 P.M. , Monday, 24 October 1960. Myers City Attorney William Kinley Deputy City Clerk Mary Louise Powers John Heater., president, Los Caballeros del Rancho Palos Verdes APPROVAL OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman 0'Flaherty and unanimously carried, the minutes ' , of the meeting held October 10, 1960 were approved as written. CORRESPONDENCE . The City Clerk read the following: a) advertisement of The Sacramento Newsletter, a weekly publication reviewing statewide legislative, � governmental and political scenes . _ A�ter discussion, it was the decision of the City Council that the City Clerk order a one-year subscription to be mailed di.rectly to the office of the City Attorney of the City of Rolling Hills . b) letter dated 7 October 1960 from City of Torrance Councilman J._ A. Beasley re Dinner for Governor Brown to be held on Thursday, October 27 , 1960 at the Plush Horse Restaurant. Ten tickets for the dinner were enclosed. RUSSELL LAWSUIT � � Mr. Kinley reportecl�,on the present status of the action entitled "Russell v City of Rolling Hills" and directed the deputy city clerk to remove the item �rom the Agenda until the City Council meeting of 28 November 1960 . FENCE REGULATIONS A€ter discussion of a draft of a proposed ordinance to cover the regulations and specifications for the construction of fences for enclosing stallions and other dangerous animals , Mr. John Heater, president of Los. Caballeros del Rancho Palos Verdes , stated that he would submit suggestions to be included in the ordinance. � � �'� PAYMENT OF CITY BILLS ` � The City Clerk presented the register of bills to be allowed for payment,. On motion of Councilman Horn, seconded by Councilman Roach �and on roll call vote by the City Clerk unanimously carried. Demands 734 through 742 were approved for payment from the General Fund as follows: Demand No. 734 Regional Planning Commission $ 125.17 Demand No. 735 Harbor Office Supply 1.30 Demand No. 736 The City Copier Service 40.80 Demand No: 737 Southern California Edison Co. 36.72 Demand No. 738 General Telephone Co. 73.67 Demand No. 739 International Business Machines 444. 61 Demand No. 740 William Kinley 250.00 Demand No. 741 Gilbert B. Myers 553.40 Demand No. 742 Mary Louise Powers 312 .70 � $1,838.37 CITY TREASURER'S REPORT ' °"'{ The r.eport of the City Treasurer was submitted for � the month of September 1960 which stated that as of �. September 30, 1960 the balance in the General Fund was ,T $13,693 .91, including $10,000.00 in Treasury Bills; in the `" In Lieu Fund the balance was $16,428.30, including $12,000.00 in Treasury Bills . On motion made by Councilman Roach, seconded by Councilman Horn and unanimously carried, the report was accepted and ordered f iled. SISTER CITIES � The matter of Sister Cities was tabled until the next meeting. SECOND READING OF ORDINANCE N0. 34 Councilman Tourtelot read in full the title of proposed Ordinance No. 34 "An Ordinance of _the City of Rolling Hills Amending Ordinance No. 16 of the City of Rolling HiIls" and- moved that the reading in full of the proposed ordinance be waived. The motion was seconded by Councilman Horn and unanimously carried. Thereupon, on motion of Councilman Tourtelot and seconded by Council- man Horn, said Ordinance No. 34 was on roll call vote by the City Clerk unanimously adopted. Ordinance No. 34 is set forth in full in the Book of Ordinances . SECOND READING OF ORDINANCE N0. 35_ � � _ , . - r The City Attorney recommended that the second , reading of this ordinance be tabled until the` next meeting, and the Mayor so ordered. RESOLUTION N0. 108 RE WEST BASIN METROPOLITAN WATER DISTRICT Councilm�.n Tourtelot moved the adoption of Resolution No. 108 entitled A Resolution of the City Council of the Gity of Rolling Hills Affirming the, Decision of the Metropolitan Water District of Southern California That It Must Have an , Acceptable and Fully Effective Water Service Contract with the State of Cal'ifornia Prior to a Declaration of Its Position with Respect to Proposition No. 1 to be Voted Upon at the ,. November 8, 1960, General Election" . The motion was � . �� �� �. seconded by Councilman Roach. R. Peppard,, Jr. , president of the Rolling. Hills ,Co�imiunity Association had appointed Mr. Bernard Young to serve with him on the committee to meet for the purpose of studying the organization and procedures now employed by Association and City and to make recommendations to improve .the operation of the business office of' the Association and �the City. Councilman Horn and Councilman Tourtelot were appointed by Ma.;yor �Nielsen at the City Council meeting held l0 October 1960 to serve on said � committee ; Mr. Kinley was appointed ex officio member at � same meeting. � � - � RESOLUTTON N0. 109 � On mot ion made 'by Councilman Horn, seconded� by Councilman Tourtelot and on roll call vote by the City Clerk unanimously ad�optec� the following Resolution No. 109 entitled "Resolution of Appreciation to Owen F . Goodman�' � , was read by the �City Attorney. � � " I�3HEREl�S, Owen F . Goodman was the first Ma.yor of the City of Rol'ling Hills and a �member of the first `City Council of said Cit,y serving from January 24, 1957 , to April 19, 1960, and - WHERE.�S, during that �time he conducted the affairs of his office' with �loyalt'y, astuteness, honor and dignity which brought credit and distinction not only to the City� of Rolling Hills but to the members of the City Council �who served with him, and WHEREAS, during that time' he unsparingly gave of his time and efforts above� and beyond the usual. and customary duties of h�is office to promote, safeguard. and protect the gracious and secluded way of life which makes this community a pleasant and desirable one in which to live and WHEREAS, he has been an active and valuable part- ' icipant in the civic affairs not only of this City but of . the County of Los Angeles which has 'resulted in acclamation . and respected recognition to himself and to the City of Rolling Hil�ls, - � • NOTn�, �THERE�ORE, BE �IT RESOLVED that the City Council of the City� of Rdlling Hills does express to Owen F: Goodman its heartfelt thanks arid appreciation for his progress�ive and faithful 5erv�ce and continuing effort for and on behalf of the residents of the City of`Rolling Hills, and sincerely wishes for him �all happiness. and success in the future . . � �'.�� BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of this meeting of the City Council of the City of Rolling Hills, and that a suitable copy thereof be delivered to Owen F. RESOLUTION N0. 110 On motion made by Councilman Horn, seconded by Councilman Tourtelot and on roll call vote by the City Clerk unanimously adopted, the following Resolution No. 110 �ntitled "Resolution of Appreciation to Pliyllis S . Stockdale" was read by the City Attorney. "SIHEREAS, Phyllis Stockdale has served`-the City of Rolling Hills as its first �Deputy City Clerk, Deputy City Treasurer, Purchasing Officer and Secretary of the Planning Commission for the past three years ; and � WHEREAS, it is seldom that a municipality has the extreme��:�good fortune to have as one of its employees � a public servant who was at all times willing to give without reservation of her time, effort an d devotion above and beyond the ordinary and usual duties of her various offices to further the interests and the affairs � of the City of Rolling Hills and its citizens ; and WHEREAS, Phyllis Stockdale has at all times conducted the affairs of her various offices with astuteness and integrity which has brought credit and distinction to the City of Rolling Hills in its numerous relationships with other cities of the South Bay area. NOW, THEREFORE, BE IT RESOLVED that the City of Rolling Hills does express to Phyllis Stockdale its sincere thanks and appreciation for her faithful service and untiring efforts, and for and on behalf of the citizenry of the City of Rolling Hills and wishes for her all happiness and good fortune that she so justly merits in her newly elected office as the City Clerk of the City of . RESOLUTION N0. 111 v Couneilman Tourtelot moved that Resolution No. 111 � entitled "A Resolution of the .City Council of the City of Rolling Hills, California, Fixing the Fees to be Paid Under Ordinance No. 33 Entitled 'An Ordinance of the City of Rolling Hills, California, Providing for Zoning in Said City"' be adopted. The motion was seconded by Councilman 0'Flaherty, and on roll call vote by the City Clerk was unanimously adopted. Resolution No. 111 is set forth in full in the Book of Resolutions . � ���. LEAGUE OF CAI.IFORNIA CITIES CONVENTION Mr. Kinley reported that he will attend the City Attorneys ' meeting �on 25 October 1960 at the League; of California Cities Convent.ion held at the Biltmore Hotel in Los l�ngeles . � .
