MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL OF THE
,CITY OF ROLLING HILLS, CALIFORNIA
14 NOVEMBER 1960
The regular meeting of .the City Council of the City
of Rolling Hills was called to order by Mayor Nielsen at
7:30 P.M., Monday, 14 November 1960.
ROLL CALL
Present: Councilmen O'Flaherty, Roach,
Tourtelot and Mayor Nielsen
Absent: Councilman Horn
City Clerk Gilbert B. Myers
Also Present: City Attorney William Kinley
Deputy City Clerk Mary Louise Powers
APPROVAL OF MINUTES
On motion of Councilman Roach, seconded by Council-
man Tourtelot and unanimously carried, the minutes of the

meeting held'October 24, 1960 were approved as written.
CORRESPONDENCE
The Deputy City Clerk read the following:
a) letter from California Contract Cities Association
regarding membership in the Association and annual
dues for'1960 in the amount of $25.00.
After discussion, it was the decision of the
City Council that the City of Rolling Hills
would not become a member at this time.
b) letter dated November 10, 1960 from the Office
of the Sheriff of Los Angeles County informing
the City Council of a dinner to be given at
the Thunderbird Hotel on Wednesday, November 30,
1960 in honor of Captain Sewell F. Griggers,
Commander of the Aero Detail of Los Angeles
County Sheriff's Department, who is retiring
after 27 years of service.
Councilman Tourtelot stated that he planned to
attend the meeting.
FENCE REGULATIONS
The City Attorney read a letter from John Heater,
president of Los Caballeros del Rancho Palos Verdes, submitting
suggestions to be included in the proposed ordinance to cover
the regulations and specifications for the construction of
fences for enclosing stallions and other dangerous animals.

PAYMENT OF CITY BILLS
The Deputy City Clerk presented the register of bills
to be allowed for payment. On motion of Councilman Roach,
seconded by Councilman Tourtelot and on roll call vote by the
Deputy City Clerk unanimously carried. Demands 743 through 754
were approved for payment from the General Fund as follows:

CITY TREASURER'S REPORT
The report of the City Treasurer was submitted for
the month of October, 1960 which stated that as of October 311,
1960 the balance in the General Fund was $8,317.20; in the
In Lieu Fund the balance was $16,428.30, including $12,000.00
in Treasury Bills. On motion made by Councilman O'Flaherty,
seconded by Councilman Tourtelot and unanimously carried, the
report was accepted and ordered filed.
SISTER CITIES
The matter of Sister Cities was discussed and ordered
tabled until the next meeting.
SECOND READING OF�ORDINANCE NO. 35
Councilman Tourtelot read in full the title of
proposed Ordinance No. 35 "An Ordinance of the City of
Rolling Hills Amending Ordinance No. 33 of the City of
Rolling Hills" and moved that the reading in full of the
proposed ordinance be waived. The motion.was seconded by
Councilman Roach and unanimously carried. Thereupon, on
motion of Councilman Tourtelot and.seconded by Councilman
Roach, said Ordinance No. 35 was on roll call vote by the
Deputy City Clerk unanimously adopted. Ordinance No. 35
is set forth in full in the Book of Ordinances.
OFFICE REORGANIZATION STUDY
Mr. Kinley reported that the Committee appointed to
study Office Reorganization had not met as yet.
LEAGUE OF CALIFORNIA CITIES CONVENTION
Mr. Kinley reported that he had attended the City
Attorneys' meetings on October 25 and 26, 1960 at the League
of California Cities Convention held at the Biltmore Hotel
in Los Angeles.
He gave a general report on the matters discussed
at the meetings which were of interest to the City of
Rolling Hills.
ADJOURNMENT
There being no further business to come before the
meeting, it was moved by Councilman Roach, seconded by
Councilman Tourtelot and unanimously carried that the
meeting be adjourned at 8:30 P.M.
