6/12/2000MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA JUNE 12, 2000 CALL TO ORDER A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pernell at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Councilmembers Present: Heinsheimer, Hill, Mayor Pro Tem Murdock and Mayor Pernell. Councilmembers Absent: Lay (excused). Others Present: Craig R. Nealis, City Manager. Nan Huang, Finance Director. Lola Ungar, Planning Director. Captain Ed Hitchcock, Los Angeles County Sheriff's Department, Lomita Station. Marilyn L. Kern, Deputy City Clerk. CONSENT CALENDAR Matters which may be acted upon by the City Council in a single motion. Any Councilmember may request removal of any item from the Consent Calendar causing it to be considered under Council Actions. a. Minutes - Regular Meeting of May 22, 2000. RECOMMENDATION: Approve as presented. b. Payment of Bills. RECOMMENDATION: Approve as presented. C. BFI Recycling Tonnage Report for April, 2000. RECOMMENDATION: Receive and file. Councilmember Heinsheimer moved that the City Council approve the recommendations in the Consent Calendar. Councilmember Murdock seconded the motion which carried unanimously by those Councilmembers in attendance. PLANNING COMMISSION ITEMS None. TRAFFIC COMMISSION ITEMS None. PUBLIC HEARINGS CITY OF ROLLING HILLS DRAFT BUDGET INCLUDING THE ANNUAL REPORT ON: GENERAL FUND, COMMUNITY FACILITIES FUND, MUNICIPAL SELF INSURANCE FUND, REFUSE COLLECTION FUND, SOLID WASTE CHARGES, COPS FUND, TRAFFIC SAFETY FUND, TRANSIT FUND -PROP. A. TRANSIT FUND -PROP. C, FOR FISCAL YEAR 2000-01. City Manager Nealis presented an overview of the budget message including FY 1999-00 anticipated revenues and expenditures and proposed FY 2000-01 revenues and expenditures. Mayor Pernell opened the public hearing. Budget Subcommittee Member Councilmember Heinsheimer thanked staff for their efforts in preparing the draft budget. In response to Councilmember Hill, City Manager Nealis explained that budget contingencies are adequate to offset any unforeseen expenses relative to the National Pollutant Discharge Elimination System requirements. Minutes City Council Meeting 06/12/00 -1- Discussion ensued regarding the plan to expand the City's web site. City Manager Nealis explained that adjustments for this project can be made to the budget if needed. Hearing no further discussion or objection, Mayor Pernell continued the public hearing to the next regular meeting of the City Council scheduled to be held on Monday, June 26, 2000 for consideration of adoption of the FY 2000-01 Budget. OLD BUSINESS None. NEW BUSINESS None. OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME ■ Mr. Bertram Balch, 6 Hackamore Road, commented on the undergrounding of utilities in the City and the City's recycling program requesting to address a member of the Utility Ad Hoc Subcommittee at a later time and clarification of the recycling of cardboard. MATTERS FROM MEMBERS OF THE CITY COUNCIL Mayor Pernell commented on a recent event he attended hosted by the Los Angeles County Sheriff's Department and the attendance of Vice President Al Gore at the event. He also indicated that he is unable to attend the graduation ceremonies at Rancho Del Mar High School on June 22, 2000 and encouraged Councilmembers to attend if their schedules permit. MATTERS FROM STAFF STATUS OF CITY TREASURER RECRUITMENT. City Manager Nealis reported that no letters of interest were submitted by the extended deadline of June 2, 2000 in response to the volunteer City Treasurer recruitment efforts. MATTERS FROM THE CITY ATTORNEY None. ADIOURNMENT Hearing no further business before the City Council, Mayor Pernell adjourned the meeting at 7:50 p.m., to the next regular meeting of the City Council scheduled to be held on Monday, June 26, 2000, beginning at 7:30 p.m., in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
