JULY 10, 2000
CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Pernell at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills, California.
ROLL CALL
Councilmembers Present: Heinsheimer, Hill, Mayor Pro Tem Murdock and Mayor
Pernell.
Councilmembers Absent: Lay (excused)..
Others Present: Craig R. Nealis, City Manager.
Lola Ungar, Planning Director.
Marilyn L. Kern, Deputy City Clerk.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes - Regular Meeting of June 26, 2000.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Southern California Gas Company Notice to Customers of Proposed Rate
Increase filed with the California Public Utilities Commission (No. 00-06-023).
RECOMMENDATION: Receive and file.
Councilmember Hill moved that the City Council approve the recommendations in the
Consent Calendar. Mayor Pro Tem Murdock seconded the motion which carried
unanimously by those Councilmembers in attendance.

PUBLIC HEARINGS - Continued
CONSIDERATION OF PROPOSED ORDINANCE NO. 280: AN ORDINANCE OF THE
CITY OF ROLLING HILLS TO REQUIRE THAT UTILITIES BE PLACED
UNDERGROUND AND AMENDING TITLE 15 (BUILDINGS & CONSTRUCTION)
AND TITLE 17 (ZONING) OF THE ROLLING HILLS MUNICIPAL CODE.
(FIRST READING AND INTRODUCTION)
City Manager Nealis presented the staff report providing background regarding the proposed
ordinance and the amendments requested by the City Council at the last meeting. Mayor
Pernell opened the continued public hearing.
Councilmember Heinsheimer commented on the possibility of future underground utility
districts being formed in the City and sugkested that language be added to the draft ordinance
to prohibit lines and poles on properties that are included in any future utility undergrounding
districts.
Hearing no objection, Mayor Pernell continued the public hearing to the next regular meeting
of the City Council to be held on Monday, July 24, 2000 for further consideration of the
ordinance which will be represented with the proposed amendments.

CONSIDERATION OF PROPOSED ORDINANCE NO. 281: AN ORDINANCE OF THE
CITY OF ROLLING HILLS TO CLARIFY AND MODIFY RECREATIONAL GAME
COURT DEVELOPMENT STANDARDS FOR PROPERTY IN THE RESIDENTIAL
ZONES AND TO AMEND TITLE 17 (ZONING) OF THE ROLLING HILLS MUNICIPAL
CODE.
(SECOND READING AND ADOPTION)
City Manager Nealis presented the staff report providing background regarding the proposed
ordinance and its introduction by the City Council at the last meeting. Mayor Pernell opened
the continued public hearing.
Mr. Dave Breiholz, President of Caballeros, expressed Caballeros' support for the ordinance
related to underground utilities. Mr. Breiholz also requested that City share information with
Caballeros regarding applications for recreational game courts.
Hearing no further discussion, Mayor Pernell closed the public hearing and called for a
motion. Councilmember Heinsheimer moved that the City Council waive further reading
and adopt Ordinance No. 281. Mayor Pro Tem Murdock seconded the motion which carried
unanimously.
OLD BUSINESS
CONSIDERATION OF CITY COUNCIL COMMITTEE ASSIGNMENTS.
Mayor Pernell presented his proposed 2000-2001 City Council Committee Assignments.
Hearing no objection, the 2000-2001 City Council Committee Assignments were approved as
presented, including participation in the Ad Hoc Committee.

Mayor Pernell reported that he has asked Councilmember Lay to contact the City Treasurer
candidate to discuss matters relating to the position and the candidate's qualifications.

ADIOURNMENT
Hearing no further business before the City Council, Mayor Pernell adjourned the meeting at
7:45 p.m., to the next regular meeting of the City Council scheduled to be held on Monday,
July 24, 2000, beginning at 7:30 p.m., in the City Council Chambers at City Hall, 2 Portuguese
Bend Road, Rolling Hills, California.
