6/11/2001MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA JUNE 11, 2001 CALL TO ORDER A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Murdock at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Councilmembers Present: Heinsheimer, Hill, Pernell, Mayor Pro Tem Lay and Mayor Murdock. Councilmembers Absent: None. Others Present: Craig Nealis, City Manager. Mike Jenkins, City Attorney. Yolanta Schwartz, Principal Planner. Nan Huang, Finance Director. Marilyn Kern, Deputy City Clerk. CONSENT CALENDAR Matters which may be acted upon by the City Council in a single motion. Any Councilmember may request removal of any item from the Consent Calendar causing it to be considered under Council Actions. a. Minutes - Adjourned Regular Meeting of May 29, 2001. RECOMMENDATION: Approve as presented. b. Payment of Bills. RECOMMENDATION: Approve as presented. C. Consideration of Resolution No. 901: A Resolution of the City Council of the City of Rolling Hills establishing an investment policy. RECOMMENDATION: Approve revised policy as presented. Councilmember Heinsheimer moved that the City Council approve the recommendations in the Consent Calendar. Mayor Pro Tem Lay seconded the motion which carried unanimously. PLANNING COMMISSION ITEMS None. TRAFFIC COMMISSION ITEMS None. PUBLIC HEARINGS CITY OF ROLLING HILLS DRAFT BUDGET INCLUDING THE ANNUAL REPORT ON: GENERAL FUND, COMMUNITY FACILITIES FUND, MUNICIPAL SELF INSURANCE FUND, REFUSE COLLECTION FUND, SOLID WASTE CHARGES, COPS FUND, TRAFFIC SAFETY FUND, TRANSIT FUND -PROP. A, TRANSIT FUND -PROP. C, FOR FISCAL YEAR 2001-02. City Manager Nealis presented an overview of the budget message including FY 2000-01 anticipated revenues and expenditures and proposed FY 2001-02 revenues and expenditures. Mayor Murdock opened the public hearing and called for testimony. In response to Councilmember Hill, City Manager Nealis explained how funds are proposed for computer equipment for City Hall. In response to Mayor Pro Tem Lay, Finance Director Nan Huang explained the funds allocated for Caballeros in the FY 2001-02 Budget. Councilmembers thanked staff for their efforts in preparing the draft budget. Councilmember Pernell reported that the City once again received a Distinguished Budget Award from the Government Finance Officers Association for FY 2000-01. Minutes City Council Meeting 06/11/01 -1- Hearing no further discussion, Mayor Murdock continued the public hearing to the next regular meeting of the City Council scheduled to be held on Monday, June 25, 2001. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF A REQUEST FROM TORRANCE FIRST BAPTIST CHURCH WOMEN'S MINISTRIES TO CONDUCT A GARDEN TOUR AT 7 JOHNS CANYON ROAD ON JUNE 30, 2001. City Manager Nealis presented the staff report providing information regarding the request from the Torrance First Baptist Church to conduct a garden tour. He indicated that the group has agreed to the conditions outlined in the staff report and stated that the City has already received the appropriate insurance document from the group. Mayor Pro Tem Lay moved that the City Council approve the request from Torrance First Baptist Church to conduct a Garden Tour on June 30, 2001 at 7 Johns Canyon Road with the conditions outlined in the staff report. Councilmember Hill seconded the motion which carried unanimously. OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME Eric Jesse, Brendan Richart and Adam Cohn, representing the Peninsula High All-weather Track Committee, addressed the City Council requesting financial support for equipment to support the proposed upgrades to the High School track facility. Following brief discussion, this matter was referred to the Budget/Finance Subcommittee for consideration. Mr. Bertram Balch, Jr., 6 Hackamore Road, representing the Peninsula Symphony, provided a report supporting a financial contribution to the Symphony by the City in FY 2001/02. He provided comments regarding the 2000-2001 concert season and reported on the music education programs and concerts for youth that have been initiated by the Symphony. MATTERS FROM MEMBERS OF THE CITY COUNCIL Mayor Murdock commented on the upcoming graduation ceremony at Rancho Del Mar High School. MATTERS FROM STAFF None. MATTERS FROM THE CITY ATTORNEY None. ADIOURNMENT Hearing no further business before the City Council, Mayor Murdock adjourned the meeting at 8:00 p.m. to the next regularly scheduled meeting of the City Council to be held on Monday, June 25, 2001 in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
