CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Pernell at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills, California. t
ROLL CALL
Councilmembers Present: Heinsheimer, Hill, Lay, Mayor Pro Tem Murdock and
Mayor Pernell.
Councilmembers Absent: None.
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.
Nan Huang, Finance Director.
Yolanta Schwartz, Principal Planner.
Marilyn Kern, Deputy City Clerk.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes -Regular Meeting of April 9, 2001.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
c. Financial Statement for the month of March, 2001.
RECOMMENDATION: Approve as presented.
d. Consideration of the City of Rolling Hills' further participation and support of a
local household hazardous waste grant (HHW) application along with the other
Peninsula Cities for Fiscal Year 2001-2002.
RECOMMENDATION: Approve as presented.
e. BFI Recycling Tonnage Report for March, 2001.
RECOMMENDATION: Receive and file.
f. Request from Wildlife Preservation Committee for support of funding for a
Butterfly Seminar.
RECOMMENDATION: Approve as presented.
Councilmember Hill moved that the City Council approve the recommendations in the
Consent Calendar. Councilmember Heinsheimer seconded the motion which carried
unanimously.
CITY COUNCIL REORGANIZATION
Mayor Pernell opened nominations for Mayor and nominated Mayor Pro Tem Jody Murdock
to serve as Mayor for 2001-2002. Councilmember Heinsheimer seconded the motion which
carried unanimously. Councilmembers and those in attendance congratulated Mayor
Murdock on her selection to serve as Mayor for 2001-2002.
PRESENTATION TO MAYOR GODFREY PERNELL RECOGNIZING OUTSTANDING
SERVICE DURING 2000-2001 TERM AS MAYOR
Mayor Murdock presented a plaque and a watercolor painting of the Gazebo Area of the
Tennis Courts to Godfrey Pernell in recognition of his outstanding service as Mayor for 2000-
2001. Councilmembers and those in attendance congratulated Councilmember Pernell for his
service as Mayor of Rolling Hills for 2000-2001.
COMMENTS FROM 2000-2001 MAYOR GODFREY PERNELL
Councilmember Pernell indicated that he feels that the greatest accomplishment during his
term as Mayor and throughout his experience on the City of Rolling Hills Council is the

cooperative, supportive and open manner in which the City Councilmembers approach their
responsibilities to the community.
COMMENTS FROM 2001-2002 MAYOR/NOMINATION FOR MAYOR PRO TEM
Mayor Murdock indicated that she is looking forward to serving as Mayor and opened
nominations for Mayor Pro Tem.
Mayor Murdock nominated Councilmember Lay as Mayor Pro Tem. Councilmember
Heinsheimer seconded the motion which carried unanimously. Councilmembers and those in
attendance congratulated Mayor Pro Tem Lay on his selection to serve as Mayor Pro Tem for
2001-2002.
Mayor Murdock recessed the meeting at 7:45 p.m. for a reception honoring Godfrey Pernell
for his Service as 2000-2001 Mayor. The meeting was reconvened at 7:55 p.m.

NEW BUSINESS
CONSIDERATION OF CITY COUNCIL COMMITTEE ASSIGNMENTS.
Mayor Murdock indicated that a worksheet was provided with their agenda materials and
requested that the City Councilmembers indicate their committee assignment preferences and
return them to staff.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
None.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Councilmember Pernell commented on the upcoming reception hosted by Assemblymember
Alan Lowenthal in recognition of the Woman of the Year. He indicated that the City's
nominee, Wildlife Preservation Committee Member Loren DeRoy will be recognized as a
nominee for Woman of the Year at the event. Mayor Murdock indicated that she will attend.
Councilmember Pernell indicated that Wildlife Preservation Committee Member Don Gales
will be recognized as an outstanding older American at the Los Angeles County Older
Americans Recognition Day Luncheon on May 9, 2001 and that he will be attending.
Mayor Murdock commented on the Peninsula Emergency Response Team Graduation to be
held on Thursday, April 26, 2001, from 7-8:30 p.m., at Hesse Park, in Rancho Palos Verdes. She
encouraged Councilmembers to attend and requested staff to inform Councilmembers of any
Rolling Hills residents participating in this graduation.

No action was taken in closed session.
ADJOURNMENT
Hearing no further business before the City Council, Mayor Murdock adjourned the meeting
at 8:15 p.m. in memory of former Rolling Hills Mayor Ted Bear. The meeting was adjourned
to the next regularly scheduled meeting of the City Council to be held on Monday, May 14,
2001 in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills,
California.
