CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Murdock at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills,California.
ROLL CALL
Councilmembers Present: Heinsheimer, Hill, Pernell, 1Vlayor Pro Tem Lay and Mayor
Murdock.
Councilmembers Absent: None.
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Caleridar causing
it to be considered under Council Actions.

RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
c. Financial Statement for the month of September, 2001.
RECOMMENDATION: Approve as presented.
d. BFI Recycling Tonnage Report for September, 2001.

Councilmember Hill moved that the City Council approve the recommendations in the
Consent Calendar. Mayor Pro Tem Lay seconded the motion which carried unanimously.
SPECIAL PRESENTATION
PRESENTATION OF A PLAQUE TO FORMER MAYOR AND MEMBER OF 'TI� CITY
COUNCIL GINNY LEEUWENBURGH FOR HER MANY YEARS OF SERVICE AS TI�
CITY'S REPRESENTATIV� TO THE LOS ANGELES COUNTY WEST VECTOR
CONTROL DISTRICT.
Mayor Murdock reported that Mrs. Ginny Leeuwenburgh is unable to attend this evening's
meeting and that she would contact Mrs. Leeuwenburgh about attending a future meeting.
PLANNING COMMISSION ITEMS
ZONING CASE NO. 638
RESOLUTION NO. 2001-18. A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS GRANTING A SITE PLAN REVIEW APPROVAL FOR
GRADING AND CONSTRUCTION OF A DETACHED RECREATION ROOM AND
RECREATIONAL GAME COURT AND GRANTING A CONDTTIONAL USE PERMIT
TO CONSTRUCT A RECREATION ROOM AND A GAME COURT AT A SINGLE
FAMILY RESIDENCE AT 11 CHUCKWAGON ROAD IN ZONING CASE NO. 638.
Dr. &Mrs. Allan Delman, 11 Chuckwagon Road (Lot 4-CRB)
Principal Planner Schwartz presented the staff report outlining the applicants' request and
provided background regarding the property as well as Planning Commission action relative
to Zoning Case No. 638. In response to Mayor Pro Tem Lay, Principal Planner Schwartz
reported that the resolution contains a condition that requires that the proposed sports court

be screened. She also provided photographs showing the location of the proposed sports
court.
Councilmember Heinsheimer moved that the City Council receive and file Resolution No.
2001-18. Councilmember Hill seconded the motion which carried unanimously.
ZONING CASE NO. 596B (MOD.#2)
RESOLUTTON NO. 2001-19. A RESOLUTTON OF T�-� PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS APPROVING MODIFICATTON NO. 2 TO PLANNING
COMMISSION RESOLUTION NO. 99-15 AND RESOLUTION NO. 2001-05 APPROVIl�TG
A VARIANCE REQUEST TO CONSTRUCT RETAINING WALLS WHICH ENCROACH
INTO THE FRONT YARD SETBACK AND WHICH ARE LOCATED ALONG TI�
EXISTING DRIVEWAY,AND DENYING A VARIANCE REQUEST TO CONSTRUCT A
DECORATIVE WALL WHICH WOULD ENCROACH INTO TI� SIDE YARD
SETBACK AT AN EXISTIl�TG SINGLE FAMILY RESIDENCE AT 60 EASTFIELD DRIVE
IN ZONING CASE NO. 596B (MOD.#2) (WOLFENDEN).
Principal Planner Schwartz presented the staff report outlining the applicant's request and
provided background regarding the property as well as Planning Commission action relative
to Zoning Case No. 596B (Mod. #2).
Discussion ensued regarding the height of the retaining walls. Mayor Pro Tem Lay
commented on the height of the wall that extends northerly from the driveway toward the
residence and expressed concern that this wall appears to be of a height that is in conflict with
the Rolling Hills Community Association Building Regulations. He stated that he feels that the
City should not approve projects that are in conflict with the Community Association Building
Regulations.
City Manager Nealis explained that staff discovered that the walls were being constructed on
the property and informed the resident that he could remove the walls or apply for a Variance
to allow them to remain. Mayor Murdock expressed concern that yet another as-built project
is being presented to the City. Councilmember Pernell expressed concern that the title of the
resolution does not indicate that the walls have already been constructed. City Manager
Nealis explained that Section 1 of the Resolution explains that the walls are partially
constructed.
Discussion ensued regarding the concerns raised by Mayor Pro Tem Lay and Councilmember
Pernell. Councilmembers discussed options that could be initiated to address the concerns.
City Attorney Jenkins explained that the City Council could remand this case back to the
Planning Commission, take jurisdiction of the case or hold it on the agenda to allow time for
staff to determine if the Rolling Hills Community Association had reviewed the walls.
Hearing no further discussion or objection, Mayor Murdock continued consideration of this
subject to the next meeting of the City Council to be held on November 13, 2001. Staff was
directed to query the Community Association regarding their review of the walls that exceed
the Community Association height requirements.
ZONING CASE NO. 637
RESOLUTION NO. 2001-20. A RESOLUTION OF TT� PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS GRANTIl�TG A STTE PLAN REVIEW APPROVAL FOR
GRADING AND CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE, GUEST
HOUSE,POOL AND A FUTURE STABLE; GRANTING A CONDITIONAL USE PERMIT
TO CONSTRUCT A GUEST HOUSE; GRANTING A VARIANCE TO ENCROACH
WITH A 4 FOOT HIGH RETAINING WALL INTO 'TI� FRONT YARD SETBACK AND
GRANTING A VARIANCE TO PERMIT THE GUEST HOUSE TO ENCROACH TEN
FEET INTO THE REQUIRED SIDE YARD SETBACK AT 1 SAGEBRUSH LANE IN
ZONING CASE NO 637.

Principal Planner Schwartz presented the staff report outlining the applicant's request and
provided background regarding the property as well as Planning Commission action relative
to Zoning Case No. 637.
Discussion ensued regarding the proposed project. Councilmember Pernell commented on
the net lot area, lot coverage and disturbed area calculations for the project. Principal Planner
Schwartz explained the attributes of the property that are included in the calculations. She also
explained the double private roadway that runs through the property and indicated that this
roadway, which serves as access to other properties in the area, is not maintained by the

Rolling Hills Community Association. Councilmembers expressed concern about the
calculations and requested staff to verify them.
Mr. Frank Politeo, applicants' representative, provided and explanation of the proposed
grading for the project and indicated that he feels that the proposed project meets the City's
requirements.
Hearing no further discussion, Mayor Murdock continued consideration of this subject to the
next meeting of the City Council to be held on November 13, 2001. Staff was directed to
verify how the applicant determined the net lot area and disturbed area calculations for the
subject property.
TRAFFIC COMMISSION ITEMS
CONSIDERATTON OF A RECOMMENDATION FROM TI� TRAFFIC COMMISSION
REGARDING STRIl'ING,MARKING AND SIGNAGE PLAN FOR APPALOOSA LANE.
City Manager Nealis presented the staff report providing information regarding the Traffic
Commission's recommendation that the City Council approved the recommendations from
the Traffic Engineer regarding the striping, marking and signage plan for Appaloosa Lane.
Councilmember Pernell moved that the City Council approved the recommendation from the
Traffic Commission relative to striping, marking and signage for Appaloosa Lane. Mayor Pro
Tem Lay seconded the motion which carried unanimously.

OPEN AGENDA-APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Mayor Murdock welcomed the residents in attendance and invited Lt. Greg Ahn, Los Angeles
County Sheriff's Department, Lomita Station to introduce himself to those in attendance. Lt.
Ahn provided brief comments regarding his background with the Sheriff's Department and
indicated that he will be working with Lt. Herrera as the Department's liaison to the City of
Rolling Hills.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Mayor Pro Tem Lay indicated that he will be out of town for the November 13, 2001 City
Council meeting.
Councilmember Pernell suggested that a joint meeting of the City Council and Planning
Commission be established.

MATTERS FROM THE CITY ATTORNEY
At 8:15 p.m. City Attorney Jenkins announced that there will be a closed session.
CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

At 8:25 p.m. Mayor Murdock reconvened the regular meeting and it was announced that no
action was taken in the Closed Session. �
ADTOURNMENT
Hearing no further business before the City Council, Mayor Murdock adjourned the meeting
at 8:26 p.m. to the next regularly scheduled meeting of the City Council to be held on Monday,
November 12, 2001 in the City Council Chambers, at City Hall, 2 Portuguese Bend Road,
Rolling Hills,California.
