CITY OF ROLLING HILLS, CALIFORNIA
January 23, 1961
The regular meeting of the City Council of the� City
of Rolling Hills was called to order by Mayor Nielsen at
7 : 30 P.M. , �'Iond'a�3r, January 23, 1961. ,

APPROVAL OF MINUTES '
On motion of Councilman Tourtelot, seconded by
Councilman 0'Flaherty and unanimously carried, the minutes
of the meetings held January 9 and 10, 1961 were approved
as written. �
TRAFFIC ACCIDENTS
- The Manager reported the following road accidents:
1. January 18, 1961 about 11 P.M, on Portuguese Bend
Road opposite No. 36. Po'rsche car California
License �No. HXM194 owned and driveri by Phillip
E. Taylor (age 25) 551 E. 248th St. , Wilmington. .
Passengers were Robert J. Woods` (age 15)
121 Avalon Blvd. , Wilmington and Thomas F. Sutton
(age 16) 24412 Marine, Wilmington.
Car failed to make turn and struck tree; occupants
taken to hospital for treatment.
2 . January 21, -1961 about 2: 30 A.M, on Portuguese
�Bend Road 400 feet forth of intersection at
Crest Road. Chevrolet pickup truck California
License No. P-54940 driven by Jerry Pearson, "
26722 Eastvale Road, �Rolling Hills .
Truck ran off road and down into�deep gu11y;
driver crawled up hill to Saffo residence._
PERSONAL APPEARANCES -
1. Mr. Robert Y. Irwin, Chairman of Traff ic Commission,
appeared before the City Council regarding the two
traffic accidents which occurred during the past week.
� �-- • 2 . Mrs . Edgar Worth and Mrs. Pau1 Saffo were present as
interested citizens of the City of Rolling Hills .

ENFORCEMENT OF TRAFFIC LAWS '
There was a general discussion regarding the enforce-
ment of existing traffic laws within the City of Rolling Hills .
Speed limit is posted at 35 MPH absolute.. Mrs . Saffo and
Mrs . Worth reported frequent drag racing and speeding in
their area. A11 councilmen agreed that enforcement of traffic
laws is best way to prevent traffic accidents ., - .
The Manager reported that iri a discussion with �
Sgt. Tong, Chief Guard, he suggested manning the gates at
night and leaving them un-manned during the day since most
of the violations, i.e. gate breakage and .speeding occur at
night. �
Mayor Nielsen and Councilman 0'Flaherty stated that
they were in favor of a "Get Tough�:'. policy on traff� c .
Councilman Tourtelot suggested having the Sheriff's office
. stake out the intersection of Portuguese Bend Road and Crest
Road.
� Councilman Tourtelot volunteered to contact Captain
�.t'; Joseph Denis at the Lennox Sheriff's Station to discuss this
� particular problem, and the matter of ambulance service in the
� area. Cou�ncilman Tourtelot will make a report at the next
� meeting. �
CORRESPONDENCE .
The City Clerk read the following: .
a) Letter from County Board of Supervisors dated
January 11, 1961 enclosing description of area
proposed to be incorporated as the Ci�ty of
Carson. � � "

� b) Letter from California Division of Highways

dated January 17, 1961 giving status of gas
tax funds by reason of offic'ia1 1960 Federal
� census to be $5,650.00 based on population of
1,664. � �
LOS ANGELES COUNTY STORM DRAIN PROJECT 570 �
The City Clerk. read a letter from South Bay Engineering
Corporation dated January 16, 1961 that the design work on
five culverts to be constructed in accordance with the County
Storm Drain Program instituted in 1958 had been completed and
prints � of the proposed locations were sent to Western Soils
Laboratories for tests to determine the bearing properties of
. ground, s
The letter further stated that as soon as favorable
reports are received, they will submit proposed design to
Flood Control Engine�er for approval. � �
RESIGNATION OF V. G. NIELSEN AS MAYOR � �
Mayor Nielsen stated that since his recent election
to- the Palos� Verdes School Board will 'require .his presence
at already established Monday'� night meetings, as well as other
weekly night meetings, he would be unable to continue� to serve
as Mayor of the City of Rolling Hills . Mayor Nielsen further
stated that he might have to resign from the City Council if
the demands on his time won't permit him to continue to serve
in that capacity.

BOWIE ROAD FIRE REPORT _
The City Clerk reported that Chief Robert H. Thomas
of the Los Angeles County Fire Department is making a report
on the water flow in all of the hydrants in the City of
Rolling Hills . Chief Thomas also informed the City Clerk that
the fire insurance rate in the Rolling Hills area is now 6-D,
which is more favorable than the former rates o.f 7.,. 8 and 10
for various sections of Rolling Hills .
The City Clerk was directe�d to find out from Chief
Thomas how soon the water flow repo,rt would be submitted to
the Council for ::5study: . . � �
OFFICE REORGANIZATTON STUDY
Councilman Tourtelot reported that he and Councilmaz .
Horn had met with Association Board members B. D. Young �and
M. Peppard. on Wednesday, January 11, 1961 and that the
Committee would meet again on Wednesday, February 8, 1961. �
USE OF RIDING RING BY PONY CLUB
The matter of the use of the Community Riding �Ring ,
' by the Pony Club was tabled until such time as Col. John
Brown submits his �requested schedule and plans . , � �
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills to
be allowed for. payment. On motion of Councilman Horn, seconded
by Councilman 0'Flaherty and on roll call vote by the City
Clerk unanimously carried, Demands 795 throug� 802 were
approved for payment from the General Fund and Deman d 803
was approved for payment from the Special In Lieu Fund as
follows: �

CITY TREASURER'S REPORT
The report of the City Treasurer was submitted for
the month of December, 1960 which stated that as of Dec . 31,
1960 the cash balance in the General Fund was $3,444.23 and
that $14,824.82 had been invested in U. S . Treasury Bills
during the month. In the In Lieu Fund the balance was
$13,681.19, including $12,000,00 face value Treasury Bills .
On motion made by Councilman Horn, seconded by Councilman
0'Flaherty and unanimously carried, the report was accepted
and ordered filed.

SPECIAL MEETINGS �
The City Attorney suggested that the City Council
avoid holding special meetings . . �
INTRODUCTION AND FIRST READING OF ORDINANCE � NO. 37
Councilman 0'Flaherty read in fu11 tYie title of
the proposed Ordinance No. 37 entitled "An Ordinance of
the City Council of the City. of Rolling Hills Amending
Ordinance No. 16 of the City of Rolling Hills" and moved -
that the reading in full of �the proposed ordinance (pro-
viding for the installation of a stop sign at the Main
Gate) be waived. The motion was seconded by Councilman
Horn and on roll call vote by the City C1erk the motion
was unanimously carried.
ADJOURNMENT
There being� no further business to come before the �
� meeting, it was moved by Councilman Horn, seconded by�
� Councilman 0'Flaherty and unanimously carried that the
1� meeting be adjourned at 9: 10 P.M.
