TUESDAY, FEBRUARY 5, 2002
CALL TO ORDER
Mayor Jody Murdock called the adjourned regular meeting of the City Council to order at 4:30
p.m. at 3 Johns Canyon Road on Tuesday, February 5, 2002.
Councilmembers Present: Heinsheimer, Hill, Pernell, Mayor Pro Tem Lay and Mayor
Murdock.
Councilmembers Absent: None.
Others Present: Craig Nealis, City Manager.
Yolanta Schwartz, Principal Planner.
Mrs. Nadine Bobit, resident, 10 Buggy Whip Drive
Mr. Russell Barto, Architect
Mr.Ron Barns, Representing Mrs. Norris

PUBLIC HEARING - CONTINUED
ZONING CASE NO.643
CONSIDERATION OF AN APPEAL OF A PLANNING COMMISSION DECISION TO
DENY A REQUEST FOR A CONDITIONAL USE PERMIT TO CONVERT A
PREVIOUSLY APPROVED BARN INTO A GUESTHOUSE AND REQUEST FOR A
VARIANCE TO PERMIT THE PROPOSED GUESTHOUSE TO REMAIN IN THE
FRONT YARD AREA AND TO ENCROACH INTO THE NORTHEAST SIDE YARD
SETBACK AT AN EXISTING SINGLE FAMILY RESIDENCE AT 3 JOHNS CANYON
ROAD, (LOT 173 -B -MS), ROLLING HILLS, CA. (NORRIS)
Councilmember Heinsheimer stated that he would abstain from consideration of this Zoning
Case due to the proximity of the subject property to his residence.
City Manager Craig Nealis gave a report regarding the request. The City Council inspected the
interior and exterior of the structure and discussed drainage, the intended use of the structure
and the proposed location of the future barn.
Mrs. Nadine Bobit, 10 Buggy Whip Drive, stated that she hopes that the City Council would
not allow any more structures in the area of the existing structure, as it would be in direct view
from her property.
Hearing no further discussion, Mayor Murdock continued the public hearing to the regular
City Council meeting scheduled to be held on Monday, February 25, 2002.
ADIOURNMENT
Hearing no further business before the City Council, Mayor Murdock adjourned the meeting
at 5:00 p.m., to a regular meeting of the City Council to be held on Monday, February 11, 2002,
beginning at 7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend Road,
Rolling Hills, California.
