OCTOBER 28, 2002
CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Lay at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills,California.
2. ROLL CALL
Councilmembers Present: Heinsheimer, Pernell, Murdock, Mayor Pro Tem Hill and
Mayor Lay.
Councilmembers Absent: None.
Others Present: Craig Nealis, City Manager.
Nan Huang, Finance Director.
Yolanta Schwartz,Planning Director.
Marilyn Kern, Deputy City Clerk.
Lt. Gregg Ahn, LASD, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes - Regular Meeting of October 14, 2002.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
c. Financial Statement for the month of September, 2002.
RECOMMENDATION: Approve as presented.
d. Consideration of correspondence from Cox Communications regarding a rate
adjustment for additional services.
RECOMMENDATION: Approve as presented.
Councilmember Heinsheimer moved that the City Council approve the recommendations in the
Consent Calendar. Mayor Pro Tem Hill seconded the motion, which carried unanimously.

RESOLUTTON NO. 924: A RESOLUTTON OF TI� CITY COUNCIL OF TI� CITY OF
ROLLING HILLS, CALIFORNIA ORDERING TI� FORMATION OF AN
UNDERGROUND UTILITY DISTRICT.
(RECOMMENDED FOR CONTINUANCE)
Mayor Lay stated that this item is recommended for continuance to the November 25, 2002
City Council meeting. Hearing no objection or testimony, he continued the public hearing to
the City Council meeting to be held on Monday, November 25, 2002.

City Manager Nealis reported that this ordinance adopts by reference the most recent County
Codes and does not amend of the specific building regulations adopted by the City Council.
He indicated that adoption of this ordinance is in keeping with past actions of the City Council
to keep the most up to date regulations in force in the City.
Mayor Lay opened the public hearing. Hearing no testimony or discussion, Mayor Lay closed
the public hearing. Councilmember Heinsheimer moved that the City Council waive further
reading and adopt Ordinance No. 290-U. Mayor Pro Tem Hill seconded the motion, which
carried unanimously. ,

MATTERS FROM MEMBERS OF THE CITY COUNCIL
Councilmember Murdock and Mayor Lay thanked Council and staff for their birthday
greetings.
Councilmember Pernell commented on the South Bay 2003 Economic Forecast Conference
that he and Mayor Lay attended on October 23rd. Mayor Lay provided materials that were
presented. Councilmember Pernell also questioned the status of the proposal in the City of
Rolling Hills Estates regarding the left turn lanes on Rolling Hills Road at PV Drive North.
City Manager Nealis reported that the RHE staff report on that subject contains a
recommendation from the RHE Traffic Engineer that does not support any left turn
modifications.

CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

AD]OURNMENT
Hearing no further business before the City Council, Mayor Lay adjourned the meeting at
7:35 p.m. to the next regular meeting of the City Council to be held on Monday, November
11, 2002,beginning at 7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California. It was announced that due the Veterans Day Holiday on
Monday, November 11, 2002 that an adjourned regular meeting of the City Council will be
held on Tuesday, November 12, 2002.
