3/13/1961375 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA March 13, 1961 The regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor pro tempore Tourtelot at 7:30 P.M., Monday, March 13, 1961. ROLL CALL Present: Councilmen Roach, O'Flaherty and Mayor pro tempore Tourtelot Absent: Councilman Nielsen and Mayor Horn Also Present: City Attorney William Kinley City Manager Gilbert B. Hully Deputy City Clerk Mary Louise Powers APPROVAL OF MINUTES �^ The minutes of February 27, 1961 were held over for consideration until such time as they are available. CORRESPONDENCE The City Clerk read the following: a) letter from Regional Planning Commission re change of zone from R -A-1 to R -A-20,000 for 58 acre parcel situated between Palos Verdes Drive East and Crest Road. No action was taken on the letter. ' b) letter from City of Torrance dated February 28, 1961 thanking the'City Council for its action in adopting Resolution No. 115. c) notice from Regional Planning Commission stating that public hearing will be held on March 20, 1961 in the matter of a request from County Sanitation Districts of Los Angeles County in order to permit the disposal of garbage at existing waste disposal facility established on Crenshaw Blvd. North of Palos.Verdes Drive North., After discussion, the Manager was instructed to write a letter notifying the Regional Planning Commission that the City Council of the City of Rolling Hills is'opposed to the use of that area for the disposal of garbage. d) notice from Regional Planning Commission re change of zone from A-1 to C-3 for 18 acre parcel situated on westerly side of Western Avenue at Caddington Drive. No action was taken on the matter. e) letter from City Clerk of Palos Verdes Estates enclosing copy of resolution opposing extension of Brown Acta f) copy of resolution adopted by the City Council of the City of Montebello, opposing extension of Brown Act. g) letter dated March 8, 1961 from Richard.T. Hanna, Chairman of Assembly Committee on Education, expressing thanks to the City Council for its opinion on extension of the Brown Act. h) letter dated March 10, 1961 from City of Lawn - dale enclosing copy of resolution adopted by their City Council urging establishment of the South Bay State College on the Palos Verdes Peninsula. i) letter dated March 10, 1961 from Los Angeles County Board of Supervisors informing the City Council of the City of Rolling Hills that the California Legislature, Los Angeles County Board of Supervisors, Los Angeles City Council and others requested the Board of Directors of the Los Angeles Metropolitan Transit Authority to offer reduced fares to senior citizens on busses and street cars during off-peak hours. No action was taken on the letter. j) letter dated February 27, 1961 from Los Angeles County Chapter Engineers and Architects Association urging support of proposed motor vehicle in -lieu tax increase of one per cent needed to finance local city -county street and highway construction and maintenance .' ' -N(5- action was taken on the matter. k) letter regarding proposed consolidation of Municipal Court Districts'in to8" Angles County. The letter was referred to,the City Attorney for study. AREA G CIVIL DEFENSE AND DISASTER BUDGET FOR FISCAL YEAR 1962 The Manager read letter dated February 28, 1961 from J. Rochefort, Coordinator of Area G Civil Defense and Disaster Organization, submitting its budget for the fiscal year 1962. No action was required on the matter. LIABILITY INSURANCE ADJUSTMENT The Manager read a letter dated March 10, 1961 from the Rolling Hills Community Association which stated that the annual adjustment had resulted in an additional.charge on the premium, previously paid by -the Association, in the sum of $186.73. Total insurance premium was therefore the sum of $1,130.76. In accordance with -the previous agreement between the City and the-Association.it was moved by Councilman Roach, seconded by Councilman O'Flaherty and unanimously carried that the City of Rolling Hills pay to the Association the city's one-half share of 'the additional premium. 1 F� Q3 V' ,.a PERMISSION FOR GIRL SCOUT TROOP TO HIKE BRIDLE TRAILS The Manager reported that a Girl Scout Troop Leader from outside the City of Rolling Hills had asked permission to take the Troop on a hike along the bridle trails. The matter was referred to the Board of Directors of the Rolling Hills Community Association. COUNTY ORDINANCE 6921 - PENALTIES AND ARRESTS The Manager reported that he had discussed with Lt. Hamilton, Lennox Station of the Sheriff's Dept., the matter of a city ordinance to permit the return of intoxicated persons to their homes without being jailed. Lt. Hamilton requested that the City Council of the City of Rolling Hills adopt such an ordinance in order to make a unified situation along with other cities in the area. The City Attorney was instructed to draft the ordinance and submit it at the next meeting of the City Council. MEMORANDUM OF GATE COSTS The Manager submitted a report showing monthly gate costs from July 1960.through February 1961. Additional manning of Crest and Eastfield gates on Friday, Saturday and sometimes on other special days has raised labor costs so at the present rate budgeted sum of $37,000.00 will be.exceeded by about $3,000.00. After discussion, it was suggested that Councilman O'Flaherty, Finance Officer, meet with the City Manager and the.City. Treasurer-.regar.ding the matter.. There followed a discussion on.. -the installation.) of spikes in roads at gate entrances which_might-be electrically operated with the gates. The.Manager was instructed to get. more information on spike installation in roads. OCEAN FISH PROTECTIVE ASSOCIATION j The matter was ordered*.tabled until.the next meeting. SWAFFIELD MEMORIAL In the discussion of a proposed memorial to honor Roland G. Swaffield and the possibility of -naming the Community Recreation Area "Swaffield Park", all councilmen spoke in favor of beautifying the entrance to the Area. The Manager reported that the Board of Directors of the Association is currently working with -the Garden Club on that project, and showed the plans for the proposed improvements. After discussion of the "Swaffield Memorial'.', the. matter was ordered tabled until the next meeting. PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. On motion of Councilman Roach, seconded by Councilman O'Flaherty and on roll call vote by the City Clerk unanimously carried, Demands 823 through 830 and Demands •832 and 833 were approved for payment from the General Fund; Demand 831 was approved for payment from the In Lieu Fund as follows: Demand No. 823 Palos Verdes Water Co. $ 18.82 Demand No. 824 General Telephone Co. 78.88 (List of Demands Demand No. 825 Demand No. 826 Demand No. 827 Demand No. 828 Demand No. 829 Demand No. 830 Demand No. 832 Demand No. 833 continued from preceding page). Assn. 991.88 TOTAL TO BE PAID FROM SPECIAL IN LIEU FUND $991.88 CITY TREASURER's REPORT The report of the City Treasurer was submitted for the.month of February, 1961, which stated that as of February 28, 1961 the balance in the General Fund was $35,461.58, including $14,824.82 in U. S. Treasury Bills; in the In Lieu Fund the balance was $12,393.41, including $12,000.00 face value Treasury Bills. On motion made by Councilman O'Flaherty, seconded by Councilman Roach and unanimously carried, the report was accepted and ordered filed. RESOLUTION NO. 119 - WAIVER OF FEE.REQUIRED BY ORDINANCE NO. 33 The City Attorney reported that through error ,the County Engineer had granted building permits for four residences which were built in violation of the existing zoning ordinance. He further stated that in order for these residences to be in conformity, they would have to be granted variances, for which the application fee is $25.00. Gordon 7 -SF Thereafter, on a motion made by Councilman. O'Flaherty, seconded by Councilman Roach and on roll call vote by the City Clerk unanimously adopted Resolution No. 119 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Waiving Payment of Filing.Fees Required by Ordinance No. 33". . Resolution No. 119 is set forth in full in the Book of Resolutions.. ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Roach, seconded by Councilman O'Flaherty and unanimously carried that the meeting be adjourned at.9:00 P.M.
