CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Lay at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.
ROLL CALL
Councilmembers Present: Heinsheimer, Murdock, Mayor Pro Tem Hill and Mayor
Lay.
Councilmembers Absent: Pernell (Excused).
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.
Nan Huang, Finance Director.
Yolanta Schwartz, Planning Director.
Marilyn Kern, Deputy City Clerk.
Lt. Gregg Ahn, LASD, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes - (1) Adjourned Regular Meeting of February 6, 2003 and (2) Regular
Meeting of February 10, 2003.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Financial Statement for the month of January, 2003.
RECOMMENDATION: Approve as presented.
d. Memorandum from the Rolling Hills Community Association regarding the
selection of Director Donne Moen to continue serving on the City of Rolling Hills
Traffic Commission.
RECOMMENDATION: Approve as presented.
e. BFI Recycling Tonnage Report for January, 2003.
RECOMMENDATION: Receive and file.
f. Correspondence from California Water Service Company regarding Rate
Application No. A.03-01-034, Palos Verdes District.
RECOMMENDATION: Receive and file.
Councilmember Heinsheimer moved that the City Council approve the recommendations in
the Consent Calendar. Mayor Pro Tem Hill seconded the motion, which carried unanimously.

PUBLIC HEARINGS - CONTINUED
ZONING CASE NO. 653, REQUEST FOR A SITE PLAN REVIEW AND A
CONDITIONAL USE PERMIT TO CONSTRUCT A DETACHED GARAGE; REQUEST
FOR A SITE PLAN REVIEW AND A CONDITIONAL USE PERMIT TO CONSTRUCT A
GUESTHOUSE; REQUEST FOR A VARIANCE TO PERMIT ENCROACHMENT OF THE
PROPOSED DETACHED GARAGE INTO THE SIDE YARD SETBACK; AND REQUEST
FOR A VARIANCE TO LOCATE THE GUESTHOUSE IN THE REAR YARD AREA ON
A THROUGH LOT AT AN EXISTING SINGLE FAMILY RESIDENCE AT 40 EASTFIELD
DRIVE, (LOT 91 -EF), ROLLING HILLS, CA. AN ADDITION TO THE MAIN
RESIDENCE, WHICH DOES NOT REQUIRE DISCRETIONARY APPROVAL IS ALSO

Councilmember Murdock stated that she will abstain from consideration of this Zoning Case
due to the proximity of her property to the subject property. Mayor Lay suggested that the
City Council continue Zoning Case No. 653 to the next regular meeting of the City Council
when a full compliment of Councilmembers could be in attendance. He also indicated that
Councilmember Heinsheimer was unable to attend the field review of this case.
Hearing no objection, Mayor Lay continued the public hearing to the next regular meeting of
the City Council scheduled to be held on Monday, March 10, 2003 when a full compliment of
Councilmembers could be in attendance.

OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Mr. Bertram Balch, 6 Hackamore Rd., commented on the recent approval of the
undergrounding of utility poles along Crest Road with Rule 20 A Funds and urged the City
Council to consider undergroundng utility poles on Eastfield Drive when 20A Funds become
available in the future.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Mayor Lay reported that he had requested that the City Manager look into ways to introduce
additional traffic patrols in the City and report back to the City Council.
Mayor Pro Tem Hill commended the Finance Director for the City's receipt of the
"Distinguished Budget Award" from the Government Finance Officers Association.
MATTERS FROM STAFF
REPORT REGARDING REPAIRS AT THE NATIVE PLANT DEMONSTRATION
GARDEN PICNIC AREA.
City Manager Nealis reported on informal bids obtained for minor repairs to benches and
tables at the Native Plant Demonstration Garden that were recommended by the Wildlife
Preservation Committee. He indicated that the low bidder, Patrick Lawlor Construction, does
not have the required level of insurance and that the City Attorney had drafted a waiver
releasing the City of any liability and was comfortable with this approach due to the minimal
level of the work involved. In response to Counclmember Hill, City Manager Nealis
explained that Mr. Lawlor indicated to him that he had medical insurance. City Attorney
Jenkins stated that he did not foresee a liability to the City with the contractor signing a
waiver. There being no objection, the City Council authorized the City Manager to move
forward with these repairs.
City Manager Nealis also reported that the Sheriff's Department notified the City that a
horseback rider was thrown from a horse earlier in the day and taken to Torrance Memorial
Hospital.
MATTERS FROM THE CITY ATTORNEY
CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

Judith Hassoldt and William Hassoldt, Individuals, Plaintiffs, vs City of Rolling Hills, et.
al., Los Angeles County Superior Court, Case No. BC275012.
No action was taken during closed session. At 7:49 p.m., City Attorney Jenkins summarized
the report that he presented in closed session.

ADJOURNMENT
Hearing no further business before the City Council, Mayor Lay adjourned the meeting at
7:50 p.m. to the next regular meeting of the City Council to be held on Monday, March 10,
2003, beginning at 7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
