March 27, 1961
The regular meeting of the City Council of the City
of Rolling.Hills was called to order by Mayor Horn at 7:30
P.M., Monday, March 27, 1961.
ROLL CALL
Present: Councilmen Nielsen, O'Flaherty, Roach and
Mayor, Horn .
Absent: Councilman Tourtelot

APPROVAL OF MINUTES
i.r On motion -of Councilman.Roach, seconded by Council-
man O'Flaherty and unanimously carried, the minutes of the
meeting of the meeting held February 27, 1961 were approved
as written; and the minutes of the meeting held March 13, 1961
were approved as corrected.

The City Clerk read the following:
a) letter dated March 14, 1961 from State of
California Department, of Finance acknowledging
receipt of resolution regarding location of
new South Bay State College.
b) letter dated March 16, 1961 from Charles
Chapel, Assembly of California Legislature,
acknowledging receipt of resolution regarding
location of new South Bay State College.
c)- letter dated March 14, 1961 from -Trustees of
State College System of California acknowledging
receipt of resolution regarding location of
new South Bay State College.
d) letter dated March 14, 1961 from City of Torrance
enclosing copy of their resolution requesting
the Los Angeles County Board of Supervisors to
complete the last link of Hawthorne Blvd.
e) letter dated March 23, 1961 from Los Angeles
County Optometric Society requesting the Mayor
to proclaim March 26 - April 1 as "Save Your
Vision" Week: No action was taken on the letter.
f) letter dated March 21, 1961 from Ronald Brooks
Cameron, Assembly of California Legislature,
acknowledging receipt of resolution regarding
extension of Brown Act.'
g) letter dated,March 24., 1961 from.City of Para-
mount enclosing copy of..their resolution endors-
ing the extension of the Brown Act.
h). .letter dated March 22,.19.61 from..Mrs. Frederick
W: Flake, requesting the. Mayor. to -declare April
8, 1961 "Los Angeles County South Coastal
Botanic Garden Day". No action was taken on
.the letter.
i) letter dated March,21,. 1961 from -City of Santa
Fe Springs requesting representation from the
City of Rolling. Hills .on April -14,.,1961 at
presentation of Civic Award from National Asso-
ciation of Accountants. Councilman Nielsen
stated that he would plan to attend..--

j) letter..fr.om Peninsula Chapter of the National
�Charity,,League, Inc. requesting Rolling Hills
City Council to cooperate with South Bay City
Council to curb distribution of obscene liter-
ature in the South.Bay area.; No action was
taken on the letter.
PROPOSED:ORDINANCE RE PENALTIES AND ARRESTS
Before drafting a new city ordinance to comply with
the County Ordinance 6921, the City Attorney requested the
Manager to contact Lt. Hamilton of Lennox Station of the
Sheriff's Department to call his attention to Section 15.01
of Ordinance Na. 16 of the City of Rolling Hills.
The City Attorney stated that said section included
points covered by the County Ordinance 6921..
RADAR CHECK
The Manager reported that he had contacted Lt.
Hamilton of the Sheriff's -Lennox Station.who stated that radar
equipment would be -,used to check on speeders, in the area.
"Radar" signs are to be posted at the entrances of each of -
the four gat:e.s .
LETTER RE .GATE OPERATION
. The Manager read a letter dated March 22, 1961 from
the Board of.Directors of,the-:Rolling Hills Community Asso-
ciation which stated that review of .gate costs for the first
eight.months of the .current.f.isca,l.year shows that cost for
the year at the present rate.'will.exceed the contract price
of $37,000.00 by about $3,000.00. Letter further stated
that increase was due to extra hours of manning the East-
field and Crest Gates, and reque:s:ted permission to:
1) exceed by $1,500.00 the sum of $37,000.00 for
the cost of the operation, repair and mainte-
nance of the gates and gate -houses as set
forth in the letter agreement date&'June 27, 1960.

2) change the hours of service by removing the
Guard at the South Gate during daytime hours,
as provided in.paragraph 2, section 4 in
letter agreement of June -27, 1960.
After discussion, it was moved by Councilman
O'Flaherty, seconded by Councilman Nielsen and on roll call
vote by the City Clerk unanimously carried that the exist-
ing leve -1 of gate expenditures continue until May 1 and
that the Association be authorized to exceed the contract
price of $37,000.00 by the sum of $1,500.00, and then the
City Council will take action for the succeeding two months.
The Manager was instructed to write the letter
to the Association in accordance with the above motion.
RESOLUTION NO. 120 - OCEAN FISH PROTECTIVE ASSOCIATION
After discussion of the importance.of preserv-
ing for sportsfishing the entire Santa.'Monica-iBay Area,
which extends from Malibu to the Palos Verdes Peninsula,
,--; a motion was made by Councilman Nielsen, seconded by
Jr. Councilman Roach and on roll call vote by the City Clerk
Cunanimously adopted Resolution No. 120 entitled "A
Resolution of the City Council of the City of.Rolling Hills,
=�= California, Endorsing Assembly Bill 211, 1961 regular
session, California State Legislature, for the Future
Establishment of Santa Monica Bay (Fish and Game District
19A) as a Recreational Area Primarily for Sportfishing
and as more Specifically Stated in Assembly Bill 211".
Resolution No. 120 is set forth in full in the
Book of Resolutions.
SWAFFIELD MEMORIAL
In the discussion of a proposed memorial to honor
Roland G. Swaffield it was suggested by Councilman Nielsen
that the Manager write a letter to the Presidents of the
Board of Directors of the Rolling Hills Community Asso-
ciation, Los -Caballeros Del Rancho Palos Verdes and
Rolling Hills Garden and Community Club and ask them to
contact their members informally to ascertain their opinions
regarding the Swaffield Memorial. The Committee is to be
instructed to report back to the Mayor within a month. r
The Manager reported that three large boulders
have been earmarked at the quarry for possible use in the
Swaffield Memorial; the Manager further stated that the
cost of the boulders would be nominal and that the City
is under no obligation to purchase them.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills
to be allowed for payment., On motion of Councilman Roach,
,seconded by Councilman Nielsen and on roll call vote by
the City Clerk unanimously carried Demands 834 through
839 were approved for payment from the General Fund as
follows:

There being no further business to come before the meeting,
it was moved by Councilman Roach, seconded by Councilman O'Flaherty
and unanimously carried that the meeting be adjourned at 8:30 P.M.
