11/12/2003MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA NOVEMBER 12, 2003 An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Hill at 7:30 a.m. at 6 Packsaddle Road East., Rolling Hills, California. ROLL CALL Councilmembers Present: Black, Lay, Pernell, Mayor Pro Tem Heinsheimer and Mayor Hill. Councilmembers Absent: None. Others Present: Craig Nealis, City Manager. Yolanta Schwartz, Planning Director. Dr. George Murrell, applicant. Mr. John Juge, applicant's representative. PUBLIC HEARING - CONTINUED CONSIDERATION OF AN APPEAL OF A PLANNING COMMISSION DECISION TO DENY A REQUEST FOR A VARIANCE TO ENCROACH INTO THE NORTH SIDE YARD SETBACK WITH A PARTIALLY CONSTRUCTED BLOCK WALL AT AN EXISTING SINGLE FAMILY RESIDENCE IN ZONING CASE NO. 671 AT 6 PACKSADDLE ROAD EAST. (LOT 31 -SF) (MURRELL). Members of the City Council viewed the property and the proposed wall that is requested to remain in the side yard setback. Members of the City Council reviewed the wall from the applicant's property, and from behind the wall. Dr. Murrell and Mr. Juge commented on their desire to retain the wall for privacy and erosion control. Members of the City Council questioned whether the applicant was aware that City permits were available. The applicant's representative indicated that he had checked with the County and that no County permits were necessary. The City Manager commented that from time -to -time the County requires permits and the City may not and vice versa. Members of the City Council briefly discussed the existing trees on the property and potential view impairment issues. After viewing the subject property, members of the City Council continued the public hearing to the next regular City Council meeting scheduled for Monday, November 24, 2003 beginning at 7:30 p.m. in the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, Rolling Hills, California. Members of the City Council proceeded to 5 Pine Tree Lane for the next site visit. RESOLUTION NO. 2003-22. A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS RECOMMENDING APPROVAL TO THE CITY COUNCIL OF A VESTING TENTATIVE PARCEL MAP NO. 22333, SUBDIVISION NO. 85, A REQUEST TO SUBDIVIDE A 5.15 ACRE EXISTING LOT, DEVELOPED WITH ONE RESIDENTIAL UNIT, INTO TWO SINGLE FAMILY RESIDENTIAL LOTS FRONTING ON PINE TREE LANE IN ZONING CASE NO. 665. (5 PINE TREE LANE, ULLRICH). Doug Mc Hattie, Bolton Engineer, was in attendance. Mayor Hill convened the continued public hearing for consideration of the subject Zoning Case at 7:50 a.m. Members of the City Council viewed the existing garage that will be required to be re -located to a new location on the property. Members of the City Council also viewed the proposed property line, proposed pad and easement locations for the creation of the proposed new parcel. Following review of the property, Mayor Hill continued the public hearing to the next regular City Council meeting scheduled for Monday, November 24, 2003 beginning at 7:30 p.m. in the Rolling Hills City Council Chambers, 2 Portuguese Bend Road, Rolling Hills, California.
