4/24/1961MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA April 24, 1961 The regular meeting of the City Council of,the ' City of Rolling Hills was called to order by Mayor Horn at 7:30 P.M., Monday, April 24, 1961. ROLL CALL Present: Councilmen Nielsen, O'Flaherty, Roach-, Tourtelot and Mayor Horn Absent: None Also Present: APPROVAL OF MINUTES City Attorney' William Kinley City Manager Gilbert B. Myers Deputy City Clerk.Mary Louise Powers City Treasurer Lloyd Hully , On motion of Councilman'Nielsen, seconded by Councilman Roach and unanimously carried, the minutes of the meeting held April 10, 1961 were approved as written. CORRESPONDENCE The City Clerk read the following: a) letter dated April 18, 1961 from Peter Pitchess, Sheriff of Los Angeles County, addressed to Gov. Pat Brown''regarding his criticism of the Los Angeles County Sheriff's Department. The City Attorney was directed to write a letter to Sheriff Pitchess to express satisfaction with the efficiency of the Lennox Station. b) County City Services Budget Estimate for 1961-62. The information will be used in formulating the City Budget. MUNICIPAL COURT CONSOLIDATION, The City Attorney reported that the consolidation of municipal courts would not effect the City of Rolling Hills. The local district would be called Southeast District rather than the South Bay District. The area served by the Southeast 'District Court would be larger . and the number of judges sitting in that court would be ' increased from the existing three to eight judges. The proposed consolidation would make the districts for the Municipal Courts the same as for the Superior Courts. The City Attorney further reported that the existing system is expensive and the proposed system might represent - a saving to the taxpayer as it does away with all Justice Courts. After discussion) the matter was ordered tabled. BUDGET 1961-62 The matter of the 1961-62 budget was tabled. PENINSULA COORDINATING COUNCIL Councilman Tourtelot was appointed to serve'as a representative to the Palos°Verdes Peninsula Coordinating Council. RECREATION DISTRICT INFORMATION The City Attorney reported that a Recreation District could be formed in any one of the three cities on the Peninsula, or all three cities could join together and form a Recreation District. He further reported that to support and maintain the Recreation District, a tax could be levied up to 15(,% per $100.00 assessed valuation. GATE OPERATION After discussion of the operation of the gates for the balance of the fiscal year, it was moved by Councilman O'Flaherty, seconded by Councilman Roach and on roll call - vote by the City Clerk unanimously carried that the City will reimburse the Association for all monies expended by'them in the operation of the gates in excess of the contract price of $3,083.33 per month so long as said excess does not exceed the sum of $150.00 per month for the months of May and June, 1961. SWAFFIELD MEMORIAL Since there was no meeting of the Swaffield Memorial Committee, there was no report. PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. On motion of Councilman Roach, seconded by Councilman Tourtelot and on roll call vote by the City Clerk unanimously carried Demands 851 through 856 were approved for payment from the General Fund, and Demand 857 was approved for payment from the Special In ]Lieu Fund as follows: Demand No. 851 Southern California Edison Co. $, 38.91 Demand No. 852 L. A. County Health Dept. 1.00 Demand No. 853 Rolling Hills Comm. Assn. 2)241.83 Demand No. 854 Gilbert B. Myers 534.65 Demand No. 855 William Kin.ley 250.00 Demand No. 856 Mary Louise Powers 312.70 TOTAL TO BE PAID FROM .THE GENERAL FUND $ 3,379.09 Demand No. 857 L. A. Co. Sheriff Dept. $ 2,450.00 TOTAL TO BE PAID FROM SPECIAL IN LIEU FUND $ 2,450.00 FIRE REPORT The City Clerk distributed copies of the report on the water flow in some of the hydrants in the City of Rolling Hills and reported that he had asked for a more extensive report on fifty hydrants rather than only five as shown in the report. The matter was ordered tabled until such time as the Councilmen had had an opportunity to study the report. REPORT ON _PURCHASE OF GATE PROPERTIES The City Attorney reported that he had heard no further word from the Palos Verdes Properties office. ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Roach, seconded by Councilman Tourtelot and unanimously carried that the meeting be adjourned at 8:30 P.M. , .
