MARCH 22, 2004
CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Hill at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.
ROLL CALL
Councilmembers Present: Lay, Pernell, Mayor Pro Tem Heinsheimer and Mayor Hill.
Councilmembers Absent: Black (excused).
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.
Yolanta Schwartz, Planning Director.
Marilyn Kern, Deputy City Clerk.
Lt. Greg Ahn, LACSD, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes - (1) Meeting of March 4, 2004 and (2) Meeting of March 8, 2004.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Consideration of correspondence from BFI regarding dates for the Annual
Spring Cleanup.
RECOMMENDATION: Approve as presented.
d. BFI Recycling Tonnage Report for February, 2004.
RECOMMENDATION: Receive and file.
e. Correspondence from Southern California Edison relative to filing its San Onofre
Nuclear Generating Station (SONGS) 2&3 Stream Generator Replacement
Application with the Public Utilities Commission.
RECOMMENDATION: Receive and file.
Mayor Pro Tem Heinsheimer moved that the City Council approve the recommendations in
the Consent Calendar. Councilmember Pernell seconded the motion, which carried
unanimously by those Councilmembers in attendance.
PLANNING COMMISSION ITEMS
RESOLUTION NO. 2004-08
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING
HILLS GRANTING A SITE PLAN REVIEW APPROVAL FOR GRADING AND
CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE ON A VACANT PARCEL
OF LAND IN ZONING CASE NO. 674 AT 22 CREST ROAD EAST, (LOT 194 -MS),
(MARTIN).
City Manager Nealis presented the staff report outlining the applicants' request and providing
background regarding the property and the Planning Commission's action relative to Zoning
Case No. 674. Hearing no discussion, Mayor Hill called for a motion.
Councilmember Lay moved that the City Council receive and file Resolution No. 2004-08.
Mayor Pro Tem Heinsheimer seconded the motion which carried unanimously by those
Councilmembers in attendance.
RESOLUTION NO. 2004-09
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING
HILLS GRANTING A CONDITIONAL USE PERMIT TO CONVERT AN EXISTING
STABLE INTO A MIXED USE STRUCTURE AND GRANTING A VARIANCE TO
ENCROACH WITH THE EXISTING STRUCTURE INTO THE FRONT SETBACK AT AN
EXISTING SINGLE FAMILY RESIDENCE IN ZONING CASE NO. 677, AT 23
PORTUGUESE BEND ROAD, (LOT 88-1-RH) RIZI.

City Manager Nealis presented the staff report outlining the applicants' request and providing
background regarding the property and the Planning Commission's action relative to Zoning
Case No. 677. Mayor Hill called for a motion.
Mayor Pro Tem Heinsheimer moved that the City Council receive and file Resolution No.
2004-09. Councilmember Lay quered staff regrding the second floor glazed windows in the
structure and whether there was access for hay to be stored and used in the stuctue. City
Manager Nealis and Planning Director Schwartz explained that the glazed windows were pre-
existing. They also explained that access for hay storage has been provided. Planning Director
Yolanta Schwartz explained that glazed windows have been prohibited since 1969.
Councilmember Lay seconded the motion which carried unanimously by those
Councilmembers in attendance.
RESOLUTION NO. 2004-10
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING
HILLS GRANTING A SITE PLAN REVIEW APPROVAL FOR GRADING AND
CONSTRUCTION OF ADDITIONS TO AN EXISTING SINGLE FAMILY RESIDENCE
AND FOR CONSTRUCTION OF A STABLE IN ZONING CASE NO. 684 AT 5 HILLSIDE
LANE, (LOT 126-C-RH), (GAUDENTI).
City Manager Nealis presented the staff report outlining the applicants' request and providing
background regarding the property and the Planning Commission's action relative to Zoning
Case No. 684. Hearing no discussion, Mayor Hill called for a motion.
Mayor Pro Tem Heinsheimer moved that the City Council receive and file Resolution No.
2004-10. Councilmember Lay seconded the motion which carried unanimously by those
Councilmembers in attendance.

OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Kevin Chu, 3 Lower Blackwater Canyon Road, indicated that he is working on a Boy Scout
Citizenship Merit Badge project. He indicated that he would like to learn more about waste
disposal and recycling programs in the City and would like to organize a tour of the facilities
used by the City for his troop as part of his project. The City Council encouraged him to work
with staff to arrange for a tour of a solid waste and recycling facility and for him to report his
findings back to the City Council.

At 7:42 p.m., the City Council recessed to a closed session.
MATTERS FROM THE CITY ATTORNEY
CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

At 7:46 p.m. the meeting reconvened in open session and City Attorney Jenkins reported that
no reportable action was taken in closed session.
13. ADJOURNMENT
Hearing no further business before the City Council, Mayor Hill adjourned the meeting at 7:46
p.m. to the next regularly scheduled meeting of the City Council to be held on Monday, April
12, 2004, beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
