MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS,- CALIFORNIA
May 8, 1961
The regular meeting of the City Council of the City
of Rolling Hills was called to order by Mayor Horn at 7:30
P.M., Monday, May 8, 1961.

On motion of Councilman Tourtelot, seconded by
Councilman Roach and unanimously carried, the minutes of
the meeting held April 24, 1961 were approved as written.
CORRESPONDENCE
The City Clerk read the following:
a) copy of letter addressed to Palos Verdes
Unified School District, dated May 3, 1961,
with reference to proposed installation of the
Bell and Lights Warning System in the Palos
Verdes District Schools, reported that County
authorities state that law -does not permit the
County to enter into proposed method of pay-
ment agreed upon by the Cities of Palos Verdes
Estates, Rolling Hills Estates and Rolling Hills.
After discussion, the Manager was directed
to contact the Civil Defense Coordinator of
Area G to determine if cost to the City of
Rolling Hills would be increased. The Man-
ager was requested to make a report at the
next meeting.
There followed a discussion of the construction
of the proposed fallout shelters being planned
by residents on their property located in the
City of Rolling Hills. Mr. Kinley was instruct-
ed to check the County Ordinances regarding
the -Building Regulations for Civil Defense
Shelters.

b) letter dated May 2, 1961 from Frederick J.
Fryling of the Seismological Laboratory of
California Institute of Technology, thanking
the City Council for participating in their
seismic research program by permitting the
temporary location of a trailer -laboratory
near the Community Recreation Area.
c) letter dated May 3, 1961 from N. -S. Johnson,
Director of Los Angeles County Department of
Parks and Recreation, stating that a small
recreational area will be included in the
development of the South Coast Botanic Garden
in the landfill area on the east side of
Crenshaw Blvd. near Palos Verdes Drive North.
Plans for developing area on west side of
Crenshaw Blvd. in the landfill area have not
been completed.
PERSONAL APPEARANCES
2P a) Mrs.,Clark Jackson, 2900 Palos Verdes Dr.
North, stated that she was observing as an

interested resident.
b) Mr. B. D. Young, 9 Packsaddle West, stated
that he was observing as an interested resident
and as a member of the Board of Directors of
the Rolling Hills Community Association.
c) _Captain J. J. Gilman was introduced by
Lieutenant J. N. Hamilton. Captain Gilman
replaces Captain Joseph Dennis as captain
of the Lennox Sheriff Station. He stated
his -willingness to continue excellent
relationship between the City of Rolling Hills
and the Lennox Sheriff Station.
MUNICIPAL COURT CONSOLIDATION
The City Attorney reported that if the figures
were accurate in the proposal for Municipal Court Consol-
idation, the County would save $70,0001,000.00 in nine
years, and for that reason Mr. Kinley recommended that the
City Council adopt a resolution endorsing the consolidation
of municipal courts.
After discussion, Mr. Kinley was instructed to
draft the resolution.
BUDGET 1961-62
During the discussion of the 1961-62 budget,
there was considered the matter of additional manning of the
gates and.increased wages for the guards.
GATE OPERATION
The Manager read a letter from the Board of Directors
of the Rolling Hills Community Association stating that with
the permission of the City Council, they decided to try the
plan recommended by the Manager as presented in a memorandum
dated April k, 1961.
One of the recommendations of the plan was to have
the Eastfield Gate open and unmanned from 8 A.M. until 4 P.M.
Monday through Friday. There were objections to this
recommendation.
The Manager reported that because of the damage
to the gates and other property during the night, he had
recommended manning the Eastfield gate from 4 P.M. until
8 A.M. during the trial period.
After discussion of the flow of traffic through
the gates as well as the number of cars turned away from
the gates, the level of gate coverage recommended for next
year and a possible salary increase for the guards, it was
ordered that the Manager should prepare a report showing
several alternative plans. Each plan is to show the cost
at the existing salary rate, as well as the cost at an
increased salary rate. The Manager was further ordered
to have the report prepared for the next Council meeting.
GATE PROPERTIES

Mr.'Kinley'"subimitted a letter which he had
received Tr'Cm R'r .' `E . D. 'Palmer` of Palos Verdes Properties
stating price of'$139;500.00 for gate house properties and
the administration building property; the price of the
latter was included at $75,000.00.
Mr. Kinley'reported that he had'asked'Mr. Palmer
to submit a breakdown on tlie"cost of the' -Gate House proper-
ties at Crenshaw and South gates on Crest Road, Eastfield
Gate, and parcels on east and west sides of the Main Gate.
FIRE REPORT
In response to his letter, the Manager read a
reply from Los Angeles County Fire Dept. Battalion Chief
Robert H. Thomas stating that more fire flow tests would be
made'on the fire hydrants in the City of Rolling Hills.
There followed a discussion of the inadequate
water pressure, especially in the Eastfield section. Mr.
Kinley stated that if the water pressure tests prove to be
very low, the City of Rolling Hills could file a complaint
with the Public Utilities Commission.
Councilman O'Flaherty suggested including in the
1961-62 Budget the cost of an engineering report to obtain
an expert opinion on the availability of water through the
existing water system.
After further discussion, the Mayor ordered the
matter tabled until such time as the report is received from
the County Fire Department.
SWAFFIELD MEMORIAL
Mayor Horn reported that the Swaffield Memorial
Committee had met on May 1, 1961 and recommended the naming
of the City Recreation area "Swaffield Park" and placing a
bronze plaque on a large boulder at the entrance'. The
Committee will obtain an estimate on the cost of the bronze
plaque.
Mayor Horn asked the members of the City Council
if they were in favor of bearing the entire cost of erect-
ing the proposed memorial. The councilmen voted unani-`
mously.in favor of supporting the plan.
USE OF RIDING RING
The Manager read a letter from the Board of Directors
of the Rolling Hills Community Association stating that
there were several complaints that a majority of riders
using the Riding Ring at the Community Center on weekends
were from outside the City of Rolling Hills.
The Manager reported that he.had requested that
the Caballeros post Rules and Regulations concerning the
use of the Riding Ring.
tc: After discussion, the Manager was authorized to
�= post at the Riding Ring a sign reading:

"This ring is the property of the City of Rolling
Hills and is for the use of the residents of the
City of Rolling Hills only,. Trespassers will.be
prosecuted to the full extent ofthelaw.`

CITY TREASURER'S REPORT
The report of the City Treasurer was submitted
for the month of April, 1961, which stated that as of April
30, 1961 the balance in the General Fund was $26,418.58,
including $14,824.82 in U. S. Treasury Bills; and in the
In Lieu Fund the balance was $14,620.22, including $12,000.00
face value Treasury Bills. On motion made by Councilman
Roach, seconded by Councilman O'Flaherty and unanimously
carried, the report was accepted and ordered filed.
PAYMENT OF

The City Clerk presented the register of

to be allowed for payment. On motion of Councilman

The report of the City Treasurer was submitted
for the month of April, 1961, which stated that as of April

MONTHLY FINANCIAL STATEMENT
A report was submitted showing the receipts
and disbursements for the month of April, 1961. The report
was accepted and ordered filed.
LEAGUE OF CALIFORNIA CITIES REPRESENTATIVE
It was unanimously agreed that Mayor Horn be
designated as representative to the League of California
Cities and Mayor pro tempore Fred Tourtelot continue to
serve as alternate.
ADJOURNMENT
There being no further business to come before
the meeting, it was moved by Councilman Tourtelot, seconded
by Councilman O'Flaherty and unanimously carried that the
,meeting be adjourned at 9:30 P.M.
