CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Hill at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.
ROLL CALL
Councilmembers Present: Lay, Mayor Pro Tem Heinsheimer and Mayor Hill.
Councilmembers Absent: Black and Pernell (excused).
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.
Nan Huang, Finance Director.
Yolanta Schwartz, Planning Director.
Marilyn Kern, Deputy City Clerk.
Captain Jay Zuanich, LASD, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes -Regular Meeting of April 12, 2004.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Financial Statement for the Months of February and March, 2004.
RECOMMENDATION: Approve as presented.
d. BFI Recycling Tonnage Report for March, 2004.
RECOMMENDATION: Receive and file.
Councilmember Lay moved that the City Council approve the recommendations in the
Consent Calendar. Mayor Pro Tem Heinsheimer seconded the motion, which carried
unanimously by those Councilmembers in attendance.
CITY COUNCIL REORGANIZATION
Mayor Hill opened nominations for Mayor and Mayor Pro Tem. Councilmember Lay
nominated Mayor Pro Tem Tom Heinsheimer to serve as Mayor for 2004-2005. Mayor Hill
seconded the nomination, which carried unanimously by those Councilmembers in
attendance.
Mayor Heinsheimer nominated Councilmember Godfrey Pernell to serve as Mayor Pro Tem
for 2004-2005. Councilmember Lay seconded the nomination, which carried unanimously by
those Councilmembers in attendance.
PRESENTATION TO MAYOR FRANK E. HILL RECOGNIZING OUTSTANDING
SERVICE DURING 2003-2004 TERM AS MAYOR
Mayor Heinshiemer and Councilmember Lay presented a plaque and a watercolor painting of
the Caballeros Riding Ring at Hesse's Gap to Councilmember Hill in recognition of his
outstanding service as Mayor for 2003-2004. Councilmembers and those in attendance
congratulated and thanked Councilmember Hill for his service as Mayor for 2003-2004.
COMMENTS FROM 2003-2004 MAYOR FRANK E. HILL
Councilmember Hill stated that it had been an honor and privilege to serve as Mayor during
the past year and thanked Councilmembers, staff and those in attendance for their
cooperation and support during his service as Mayor.

COMMENTS FROM 2004-2005 MAYOR
Mayor Heinsheimer thanked Councilmember Hill for his service as Mayor and recessed the
meeting at 7:35 p.m. for a reception honoring Councilmember Hill for his service as Mayor.
Recess for a Reception Honoring Frank E. Hiff
for His Service as 2003-2004 Mayor.
Mayor Heinsheimer reconvened the meeting at 7:47 p.m.
PLANNING COMMISSION ITEMS
RESOLUTION NO. 2004-11
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING
HILLS GRANTING A SITE PLAN REVIEW APPROVAL FOR GRADING AND
CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE ON A VACANT PARCEL
OF LAND; GRANTING A VARIANCE TO CONSTRUCT A RETAINING WALL IN THE
FRONT YARD AND GRANTING A CONDITIONAL USE PERMIT TO CONSTRUCT A
BELOW GROUND SPORTS COURT IN ZONING CASE NO. 676 AT 18 PINE TREE
LANE, LOT 81-2-RH, (SU).
Mayor Heinsheimer announced the item. In response to Councilmember Lay, Planning
Director Schwartz explained the RHCA's height regulations for retaining walls and the
circumstances when the RHCA would review a retaining wall. Councilmember Lay expressed
that the City's regulations for retaining walls should not be in conflict with the RHCA's
regulations. Planning Director Schwartz and City Manager Nealis explained that the amended
Zoning Code being reviewed by the Planning Commission addresses this issue. Hearing no
further discussion, Mayor Heinsheimer called for a motion.
Councilmember Lay moved that the City Council receive and file Resolution No. 2004-11.
Councilmember Hill seconded the motion, which carried unanimously by those
Councilmembers in attendance.

OLD BUSINESS

NEW BUSINESS
CONSIDERATION OF AN AGREEMENT BETWEEN THE CITY OF ROLLING HILLS
AND THE LOS ANGELES COUNTY DEPARTMENT OF ANIMAL CARE AND
CONTROL FOR ANIMAL CONTROL SERVICES EFFECTIVE JULY 1, 2004.
Mayor Heinsheimer announced the item and hearing no discussion, called for a motion.
Councilmember Hill moved that the City Council approve the Agreement between the City
of Rolling Hills and the Los Angeles County Department of Animal Care and Control for
Animal Control services and directed the City Manager to execute the agreement.
Councilmember Lay seconded the motion, which carried unanimously by those
Councilmembers in attendance.
CONSIDERATION OF A RECOMMENDATION OF THE WILDLIFE PRESERVATION
COMMITTEE TO HOST A WILDLIFE REHABILITATION EVENT.
Mayor Heinsheimer announced the item and hearing no discussion, called for a motion.
Councilmember Lay moved that the City Council approved the recommendation of the
Wildlife Preservation Committee to host a Wildlife Rehabilitation Event and authorize an
honorarium between $350 and $400 to the South Bay Wildlife Rehabilitation Organization to
conduct this community event. Councilmember Hill seconded the motion, which carried
unanimously.

CONSIDERATION OF CITY COUNCIL COMMITTEE ASSIGNMENTS.
Mayor Heinsheimer requested that the City Council provide their Committee assignment
preferences to him or staff.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Mr. Criss Gunderson, local architect, commented on the review of retaining walls by the
RHCA and expressed that he would hope that any changes in regulations would not trigger
the need for additional Variances.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Counicilmember Lay again thanked Councilmember Hill for his service as Mayor during the
past year and requested to be excused from the next meeting.
MATTERS FROM STAFF
City Manager Nealis reported that the Chamber of Commerce had requested a photograph of
the City Council for their membership directory and indicated that it is also time to schedule
the City Council Historical photographs. He stated that staff would arrange for the
photographs to be taken prior to the City Council Meeting on Monday, May 24, 2004.
MATTERS FROM THE CITY ATTORNEY
CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

ADJOURNMENT
Hearing no further business before the City Council, Mayor Heinsheimer adjourned the
meeting at 7:56 p.m. to the next regularly scheduled meeting of the City Council to be held on
Monday, May 10, 2004, beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2
Portuguese Bend Road, Rolling Hills, California.
