5/22/1961N 1 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA May 22,,1961 The regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Horn at 7:30 P.M., Monday, May 22, 1961. ROLL CALL Present: Councilmen Nielsen, O'Flaherty, Tourtelot and Mayor Horn Absent: Also Present: APPROVAL OF MINUTES Councilman Roach City Attorney William.Kinley City Manager Gilbert B. Young, 9 Packsaddle West Mr. Carl Peternell, Lot 22, Georgeff On motion of Councilman Tourtelot, seconded by Councilman O'Flaherty and unanimously carried, the minutes of the meeting held May 8, 1961 were approved as written. CORRESPONDENCE The City Clerk read the following: 395 Dr. N. a) Letter from the City of Santa Fe Springs requesting the City of Rolling Hills to support the passage of Assembly Bill 1031. No action was taken on the letter. b) Letter dated May 20, 1961 from the Inter -City Highway Committee requesting the City of Rolling Hills to support the passage of Assembly Bill 1320. If Bill is enacted, additional State highway construction funds will advance the current freeway construction program and permit the inclusion of additional freeway facilities in the,State Master Plan of Freeways. After discussion, the City Attorney was requested to draft a resolution in support of Assembly Bill 1320. c) Letter dated May 12, 1961 from the City of Duarte enclosing copy of Resolution No. 61-44 entitled "A Resolution of the City Council of the City of Duarte Declaring its Oppos- ition to Legalized Gambling in Said City". d) Letter dated May 19, 1961 from the City of Walnut Creek requesting the City of Rolling Hills to support the passage of Assembly Bill 1522. No action was taken on the letter. 1 e) Letter dated May 15, 1961 from John H. Muchmore, President of -Palos Verdes Peninsula Coordinating Council, informing the City of Rolling Hills of the Youth Employment Service for high school age boys and girls during summer school vacation. LEASH LAW DISCUSSION The Manager reported an incident of a resident being bitten by a neighbor's dog. There was a discussion as to the possibility of adoption of a Leash Law for dogs. All councilmen present -indicated their opposition to such an ordinance. PERSONAL APPEARANCES a) Mrs. Clark Jackson, 2900 Palos Verdes Drive North. -stated that she was observing as an interested resident. b) Mrs. V. D.Wa.lker,.29 Eastfield Drive, stated that she was observing as an interested resident.. c) Mr. B. D. Young, 9 Packsaddle West, stated that he was observing as an interested resident and as a member .of the Board of Directors of the Rolling Hills Community Association. d) Mr. Carl Peternell, whose home is under construction on Lot 22, Georgeff was present from 8:30 until 9 acid suggested the matter of building. bomb shelters be studied so that the shelters could serve a dual purpose. GATE OPERATION As.requested.at the last,City Council meeting, the Manager submitted a report showing three levels of gate operation at the existing salary rate as well as with an 8% and 12% increase in salary for the gatemen. - .After a discussion, the Mayor ordered the matter tabled until the next meeting. USE OF RIDING RING The Manager read the following proposed rules to be posted at the Riding Ring: "Horses not allowed in ring without bridle or hackamore Do not let your horse loose in the ring. No loitering in the ring. No racing or unsafe action. Keep ring gates closed except when entering or leaving. Keep,dogs out of ring. Share the entire ring with others. 1 1 1 1 Use jumps only when safely set up. Any6ne damaging the.property will be prosecuted. By Order of the City"of Rolling Hills PLEASE BE COURTEOUS" . The Manager was authorized by the Council to post the above rules at the Riding Ring. WATER LINE TO RIDING RING Councilman Nielsen suggested including in the new budget the cost of running a water line to the Riding Ring. The Manager reported that there is already installed a "T" on a four inch line on the West side of Portuguese Bend Road and suggested that the same size line be run to the Riding Ring. After further discussion of the advantage of having fire protection for future homes to be built in the Poppy Trail area, the Manager was instructed to ascertain the cost of running a four inch water line to the Riding Ring and to report back at the next council meeting. CIVIL DEFENSE - BELL AND LIGHTS WARNING SYSTEM The Manager reported that he had contacted the Civil Defense Coordinator,of Area G and was advised that there would be no additional expense to the City of Rolling Hills as a result of .the County of Los Angeles not contrib- uting to the cost of installing Bell and Lights Warning Systems'in.the public schools of Palos Verdes Estates, Rolling Hills Estates and Rolling'Hills. The Manager submitted a written report on the present status of Civil Defense in the City of Rolling Hills. SWAFFIELD MEMORIAL No new report was.submitted on the Swaffield Memorial. BUDGET 1961-62 -The 1961-62 budget was discussed and ordered tabled until the next meeting. GATE PROPERTIES Mr. Kinley reported that he had not received a breakdown on the cost of the Gate House properties at Crenshaw and South Gates on Crest Road, Eastfield Gate, and parcels on -east and west sides of the Main Gate. PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. On motion of Councilman Tourtelot, seconded by Councilman Nielsen and on roll call vote by the City Clerk unanimously carried Demands 865 through 872 were approved for payment from the General Fund as follows: Demand No. 865 Palos Verdes Newspapers Inc. Demand No. 866 L. A. County Health Dept. Demand No. 867 Valley Forge Flag Co. Demand No. 868 International Business Machines Demand No. 869 Rolling Hills Comm. AssQ. Demand No. 870 Gilbert B. Myers Demand No. 871 William Kinley Demand No. 872 Mary Louise Powers TOTAL TO BE PAID FROM GENERAL FUND RESOLUTION NO. 121 - CHANGE OF CITY STREET NAMES $ 8.38 1.00 13.51 70.00 2,909.50 534.65 -250.00 312.70 $4,099.74 On motion made by Councilman Nielsen, seconded by Councilman Tourtelot and on roll call vote by the City Clerk Resolution No. 121 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Changing the Names of Certain Streets Located in the City of Rolling Hills, California" was unanimously adopted. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 58 Councilman Tourtelot read in full the title of the proposed Ordinance No. 38 "An Ordinance of the City of Rolling Hills, California, Relating to Arrests and Penalties for Violations of City Ordinances of the City of Rolling Hills, Californias: and moved that the reading =in full of the propo.sed'ordinance be waived. The motion was seconded by Councilman Nielsen and on roll call vote by the City Clerk -the motion was unanimously carried. ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Tourtelot, seconded by Councilman O'Flaherty and unanimously carried that the meeting be adjourned at 9:00 P.M.
