CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Heinsheimer at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills,California.
ROLL CALL
Councilmembers Present: Hill, Lay, Mayor Pro Tem Pernell and Mayor Heinsheimer.
Councilmembers Absent: Black (excused).
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.
Yolanta Schwartz, Planning Director.
Nan Huang, Finance Director.

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes - Regular Meeting of January 10, 2005.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
c. Financial Statement with Investment Report for the month of December, 2004.
RECOMMENDATION: Approve as presented.
d. General Purpose Financial Statement, FY 2003-2004.
RECOMMENDATION: Approve as presented.
e. Proposal for Appraisal of County Owned Property.
RECOMMENDATION: Approve as presented.
f. Correspondence from Cox Communications regarding FCC Forms 1240 and
1205.
RECOMMENDATION: Receive and file.
Councilmember Hill moved that the City Council approve the recommendations in the
Consent Calendar. Councilmember Lay seconded the motion, which carried unanimously by
those Councilmembers in attendance.

RESOLUTION NO. 2005-01. A RESOLUTTON OF TI� PLANNIlVG COMIVIISSION OF
THE CITY OF ROLLING HILLS GRANTIl�iG A VARIANCE TO PERMIT
CONSTRUCTION OF A SV'VIlVIMING POOL AND A SPA IN TI� SOUTH SIDE YARD
SETBACK AT AN EXISTIl�iG SINGLE FAMILY RESIDENCE IN ZONIlVG CASE NO.
695,AT 32 MIDDLERIDGE LANE SOUTH(LOT 248-A-3-UR), (WESTERGAARD).
City Manager Nealis presented the staff report outlining the applicant's request and providing
background regarding the property and Planning Commission action relative to Zoning Case
No. 695. Hearing no discussion, Mayor Heinsheimer called for a motion.
Mayor Pro Tem Pernell moved that the City Council receive and file Resolution No. 2005-01.
Councilmember Lay seconded the motion which carried unanimously by those
Councilmembers in attendance.

CONDTTIONAL CERTIFICATE OF COMPLIANCE FOR A LOT LINE ADJUSTMENT
FOR PROPER'I�S AT 5 SAGEBRUSH LANE, 6 SAGEBRUSH LANE AND 3
APPALOOSA LANE IN ZONIlVG CASE NO. 696, (HAO).
City Manager Nealis presented the staff report outlining the applicanYs request and providing
background regarding the property and Planning Commission action relative to Zoning Case
No. 696. Hearing no discussion, Mayor Heinsheimer called for a motion.
Councilmember Hill moved that the City Council receive and file Resolution No. 2005-02.
Councilmember Lay seconded the motion. In response to Councilmember Lay, City Manager
Nealis explained that the easements created by the Lot-Line-Adjustment were approved by
the RHCA. The motion carried unanimously by those Councilmembers in attendance.

Mayor Heinsheimer announced that the City Council will consider a date and time for a field
review. Hearing no objection, Mayor Heinsheimer continued the public hearing to Thursday,
January 27, 2005,beginning at 7:30 a.m. for the purpose on conducting a field review at 65 and
61 Eastfield Drive,Rolling Hills,California. An alternative date of Monday, February 14, 2005
at 8:00 a.m. was established , if necessary.

ADJOURNMENT
Hearing no further business before the City Council, Mayor Heinsheimer adjourned the
meeting at 7:35 p.m. to an adjourned regular meeting of the City Council scheduled to be held
on Thursday, January 27, 2005, beginning at 7:30 a.m. at 65 Eastfield Drive, Rolling Hills,
California for the purpose of conducting a field review at 61 and 65 Eastfield Drive.
