CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Pernell at 7:34 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills, California.
ROLL CALL
Councilmembers Present: Black, Heinsheimer, Hill, Mayor Pro Tem Lay and Mayor
Pernell.
Councilmembers Absent: None.
Others Present: Craig Nealis, City Manager.
Mike Jenkins, City Attorney.
Nan Huang, Finance Director.
Yolanta Schwartz, Planning Director.
Marilyn Kern, Deputy City Clerk.
Lt. Greg Ahn, LASD, Lomita Station.
CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Payment of Bills.
RECOMMENDATION: Approve as presented.
Councilmember Heinsheimer moved that the City Council approve the recommendation in
the Consent Calendar. Councilmember Hill seconded the motion, which carried unanimously.
SPECIAL PRESENTATIONS
PALOS VERDES PENINSULA SALUTE TO SERVICE PRESENTATION TO MAJOR
KEVIN H. HUTCHISON, UNITED STATES MARINES, SON OF NANCY AND
DONOVAN BLACK.
Mayor Pernell presented Major Hutchison with a Certificate of Appreciation and a gift basket
of hometown memorabilia. Mayor Pernell commented that Major Hutchinson, who attended
Chadwick School, has been a Marine to 10 years and recently returned home from service in
Falloujah, Iraq. He indicated that Major Hutchison received a prestigious Bronze Star Citation
for his heroic achievement as Company Commander, where he led 75 marines and sailors into
direct combat in the Sunni Triangle and brought them all home safely. Mayor Pernell
presented Major Hutchison's parents, Nancy and Donovan Black with a gold star poster. Mr.
Mike Gin, representing Supervisor Don Knabe and Rancho Palos Verdes Mayor Larry Clark
both commended Major Hutchison and all those in attendance thanked him for his service to
the Country. Major Hutchison thanked those in attendance and indicated that the coast of the
Palos Verdes Peninsula holds a special place in his life and in tough times he would reflect on
his days growing up and surfing on the coast of the Peninsula.
PRESENTATION FROM RANCHO PALOS VERDES MAYOR LARRY CLARK, LEAGUE
OF CALIFORNIA CITIES SOUTH BAY REGIONAL DIRECTOR, REGARDING THE
LEAGUE'S LOS ANGELES COUNTY DIVISION SERVICES AND BENEFITS OF
MEMBERSHIP.
Mayor Larry Clark, League of California Cities South Bay Regional Director, introduced Ann
Marie Wallace, Regional Representative of the League of California Cities, and provided the
City Council with information relating to the services and resources provided by the League.
Mayor Clark also provided an update regarding the strategic direction of the League for 2005
at the State and Federal levels.

PLANNING COMMISSION ITEMS
None.
TRAFFIC COMMISSION ITEMS
CONSIDERATION OF A RECOMMENDATION FROM THE TRAFFIC COMMISSION
RELATIVE TO FY 2005-06 BID SPECIFICATIONS AND REQUEST FOR PROPOSAL FOR
CITYWIDE REPLACEMENT OF TRAFFIC STRIPING AND PAVEMENT MARKINGS
IN THE CITY OF ROLLING HILLS.
City Manager Nealis presented the staff report providing background regarding the Traffic
Striping and Pavement Marking Project bid specifications and request for proposal and the
Traffic Commission's recommendation that the City Council approve the document. In
response to Councilmember Black, City Manager Nealis indicated usually 3 or 4 bids are
submitted for this work. Hearing no further discussion, Mayor Pernell called for a motion.
Councilmember Heinsheimer moved that the City Council approve the recommendation
from the Traffic Commission relative to the 2005-06 Bid Specifications and Request for
Proposal for the Citywide Replacement of Traffic Striping and Pavement Markings Project and
authorize staff to proceed with the bidding process. Councilmember Black seconded the
motion, which carried unanimously.
CONSIDERATION OF A RECOMMENDATION FROM THE TRAFFIC COMMISSION
RELATIVE TO EXTENSION OF THE AGREEMENT BETWEEN THE CITY OF ROLLING
HILLS AND CHADWICK SCHOOL FOR STUDENT DROP-OFF AND PICK-UP.
City Manager Nealis presented the staff report providing background regarding the
agreement between the City and Chadwick School for student drop-off and pick-up service
and the Traffic Commission's recommendation that the City Council extend the agreement.
Hearing no discussion, Mayor Pernell called for a motion.
Councilmember Black moved that the City Council approve the recommendation from the
Traffic Commission to extend the agreement between the City and Chadwick School for
student drop-off and pick-up service. Mayor Pro Tem Lay seconded the motion, which carried
unanimously.

CITY OF ROLLING HILLS DRAFT BUDGET INCLUDING THE ANNUAL REPORT ON:
GENERAL FUND, COMMUNITY FACILITIES FUND, MUNICIPAL SELF INSURANCE
FUND, REFUSE COLLECTION FUND, SOLID WASTE CHARGES, COPS FUND,
TRAFFIC SAFETY FUND, TRANSIT FUND -PROP. A, TRANSIT FUND -PROP. C, AND
UNDERGROUND UTILITY FUND FOR FISCAL YEAR 2005-06.
City Manager Nealis reported that the Draft FY 2005-06 Municipal Budget is presented this
evening for consideration by the City Council.
Mayor Pernell opened the public hearing and called for testimony. Hearing none, he
continued the public hearing to the next regular City Council meeting to be held on Monday,
June 27, 2005.
Councilmember Hill commented staff to the excellent job in creating the budget.

OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
In response to Mr. Ray Ferris, 50 Eastfield Drive, City Manager Nealis explained that Group
Delta Consultants have indicated that the City should receive the Poppy Trail Geologic Study
on Thursday or Friday of this week. City Manager Nealis indicated that copies will be
provided to the City Council and made available to the public.

MATTERS FROM MEMBERS OF THE CITY COUNCIL
Councilmember Black commented on the mosquito problem caused by the water features on
1 Poppy Trail and requested staff to research the number of visits by the Los Angeles County
West Vector Control District to this property and determine whether the District could initiate
special service charges against the owner of the property.
Councilmember Black questioned the City Attorney whether the City could initiate
condemnation proceedings against #1 Poppy Trail. In response to Councilmember Black, City
Attorney Jenkins explained that he would normally discuss legal issues in closed session and
offered to meet with Councilmember Black if he desired.
Mayor Pernell reported that his granddaughter would be a U.S. Representative in rowing at
the World Games in Japan in August, 2005.
MATTERS FROM STAFF
City Manager Nealis reported that the City was going to assist the Women's Community
Club regarding their proposal for trimming of the vegetation at the corner of Palos Verdes
Drive North and Portuguese Bend Road and in front of City Hall this week.
MATTERS FROM THE CITY ATTORNEY
CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

No closed session was held.
ADTOURNMENT
Hearing no further business before the City Council, Mayor Pernell adjourned the meeting at
8:10 p.m. to the regular meeting of the City Council scheduled to be held on Monday, June 27,
2005, beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend
Road, Rolling Hills, California.
