ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS
FRIDAY, OCTOBER 20,2006
Mayor B. Allen Lay called the adjourned regular meeting of the City Council to order at 8:30
AM at 25 Portuguese Bend Road on Friday, October 20, 2006.
PRESENT: Councilmembers Hill, Black, Pernell and Mayor Lay
ABSENT: None
ABSTAIN: Councilmember Heinsheimer
ALSO PRESENT: Anton Dahlerbruch, Interim City Manager

ZONING CASE NO. 727
MR. AND MRS. PHILIP CHO, 25 PORTUGUESE BEND ROAD, (LOT 89-A-RH).
REQUEST FOR A SITE PLAN REVIEW AND VARIANCE TO CONSTRUCT A STABLE
THAT REQUIRES GRADING AND TO LOCATED THE STABLE IN THE FRONT
YARD AREA AT AN EXISTING SINGLE FAMILY RESIDENCE.
Mr. Douglas McHattie presented the proposed project and described the required grading. He
pointed out the location of the proposed 8' tennis court fence in relationship to the ridge height
of the proposed stable. He explained that both the tennis court and the stable would be lower
than the existing grade, due to the topsoil that was spread over the area and the proposed cut.
Councilmember Black questioned the access to the corral, location of the stable doors,
feasibility of the location of the stable in close proximity to the slope and lack of access for the
horses to the corral. In response to Councilmembers Black and Lay, Mr. McHattie stated that
locating the stable further to the northeast would place the stable in the side yard setback.
Councilmember Black commented on the proximity of the previously established Mature
Native Vegetation area to the stable and the Fire Departrnent requirements for maintaining
areas clear of vegetation. Discussion ensued as to the exact location of the MNV zone and
possibly relocating the stable to ,a different area. Mr. McHattie respectfully requested
continuance of this case to the November 13, 2006 City Council meeting to provide him time to
restudy the proposal.

Hearing no further business before the City Council, the meeting was adjourned at 9:30 a.m.,
to a regular meeting of the City Council to be held on Monday, October 23, 2006, beginning at
7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills,
California.
