8/28/196142 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA August 28, 1961 The 'regular meeting of the City Council of the City of Rolling Hills was called to order.by Mayor Roach at 7:30 P.M., Monday, August 28, 1961 in the City Hall. ROLL CALL Present: Councilmen Nielsen, Tourtelot and Mayor Roach Absent: Councilmen Horn and O'Flaherty Also Present: City Attorney William Kinley City Clerk Gilbert B. Myers Deputy City Clerk Mary Louise Powers City Treasurer Marion Welch APPROVAL OF MINUTES On motion of Councilman Tourtelot, seconded by Councilman Nielsen and unanimously carried, the minutes of the meeting held August 14, 1961 were approved as written. CORRESPONDENCE The City Clerk read the following: a) letter dated August 25, 1961 addressed to the Mayor from Dr. J. H. Davis, 2 Pine Tree Lane, regarding water drainage from road to his driveway. The matter was referred to the, Board of Directors of the Rolling Hills Community Association. b) letter dated August 21, 1961 from Los Angeles County Department of Auditor -Controller enclosing a copy of authorization which requested cancellation of erroneous assessment of J. A. Finen, 1 Maverick Lane, in the amount of $250.00. Since the City Council has to approve deleting the above amount from the assessment roll, a motion was made, seconded and unanimously carried that the City Attorney' be authorized to sign the request for cancellation of erroneous assessment in the amount of $250.00. c) letter dated August 15, 1961 fromLos Angeles County Auditor -Controller stating the assessed ,valuations of property.in the City of Rolling Hills is $7,759,060 for the fiscal year 1961-62. ACCEPTANCE OF PLANNING COMMISSION APPOINTMENT The Manager read a letter from Mr. Robert Gray, accepting his appointment as a member of the Planning Commission to serve the unexpired term of Richard Learned. The term of office expires November, 1961. TAX RATE 1961-62 The Manager submitted copies of the proposed budget for the fiscal year 1961-62., and read a letter from the Board of Directors of the Rolling Hills Comm- unity Association which stated their reasons for hoping the City would maintain the dollar tax rate. RESOLUTION NO. 129 On motion made by Councilman Nielsen, seconded by Councilman Tourtelot, Resolution No. 129 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Fixing tlr_ Rate of Taxes for the Fiscal Year Beginning July 1, 1961 and Ending June 30, 1962" was on roll call vote by the City Clerk unanimously adopted. Resolution No. 129 is.set forth in full in the Book of Resolutions. RESOLUTION NO. 130 On motion made by Councilman Tourtelot, seconded by Councilman Nielsen, Resolution No. 130 entitled "A Resolution of the City Council of the City.of Rolling Hills Amending the Appointment of the County Engineer of the County of Los Angeles as the City Engineer" was on roll call vote by the City Clerk unanimously adopted. Resolution No. 130 is set forth in full.in the Book of Resolutions. GATE PROPERTIES There was, no new report on the matter of, the purchase of Gate Properties. SWAFFIELD MEMORIAL The Manager reported that he is getting bids on the bronze placque to be placed on a boulder at the "Gap" in memory of Roland G. Swaffield. WATER LINE TO RIDING RING After discussion of the location of a water trough for the horses and'the size needed for the water line to the Ring, the Manager was instructed to get an estimate of the cost and make a report at the next meeting of the City Council. ADOPTION (F ORDINANCE U-26 Proposed Ordinance No. U-26 "An Ordinance Adopting a Budget for the City of Rolling Hills for the Fiscal Year Commencing July 1, 1961 and Ending June 30, 1962 and Fixing theAmount of Revenue from Property Taxes Necessary to Support the Departments of the City of Rolling Hills During the Fiscal Year" was read in full by Councilman Tourtelot. Thereupon, on motion made by Councilman Tourtelot and seconded by Councilman Nielsen, said Ordinance--No..0-26 was, on roll call vote by the City Clerk, unanimously adopted.. Ordinance No. U-26 is set forth in full in the Book of Ordinances. FIRE FLOW TESTS The Manager stated that Chief Robinson of the Los Angeles County Fire Department had reported that there has been no action on his.request for.fourteen additional flow tests. OFFICE IMPROVEMENTS hat Mr. Louis Alexander, ater Co., could report on water After discussion of.ne cessary office improvements, it was moved by Councilman Nilsen, seconded by Councilman Tourtelot and on roll call vote by the.City Clerk unanimously carried that the City of Rolling Hills and the Rolling Hills Community Association share the cost of re -shingling the roof of the City Hall at a cost not to exceed $500.00. The Manager reported that he is getting bids on tape recorders suitable for recording the proceedings at Council and Planning Commission meetings. TREE REMOVAL .After, discussion of the matter of removing trees which obstruct drivers' visibility on curves in the roads and.which block bridle trails and cause horses to walk on, paved roads, it was decided that Mayor Roach and Councilman Nielsen would make a field trip with the Manager- to determine which trees should be removed. PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. In the absence of Councilman O'Flaherty, Mayor Roach appointed Councilman Nielsen Finance Officer Pro Tempore. On motion of Councilman Tourtelot, seconded by Councilman Nielsen and on roll call vote by -- the,City Clerk unanimously carried that Demands 927 through 931 were approved for payment from the General Fund as follows: Demand No., 927 L. A. County Health Dept. $ 1.00 Demand No. 928 Mason, Kinley & Wallace 10.95 Demand No. 929 Gilbert B.
