CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Lay at 7:31 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Regular Meeting of January 22, 2007.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. BFI Recycling Tonnage Report for December, 2006.
RECOMMENDATION:- Receive and file.
d. Report regarding National Pollution Discharge Elimination System (NPDES)
requirements and related storm water pollution prevention matters by Kathleen
McGowan, P.E., environmental consultant.
RECOMMENDATION: Receive and file.
Following a brief explanation regarding the legal expenses for January 2007, Councilmember
Hill moved that the City Council approve the recommendations in the Consent Calendar.
Mayor Pro Tem Black seconded the motion which carried unanimously by those
Councilmembers in attendance.
PLANNING COMMISSION ITEMS
RESOLUTION NO. 2007-01. A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS GRANTING APPROVAL FOR A SITE PLAN REVIEW
FOR GRADING AND CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE TO
REPLACE AN EXISTING RESIDENCE AND REQUEST FOR VARIANCES TO
ENCROACH INTO THE FRONT SETBACK AND TO EXCEED THE MAXIMUM
PERMITTED DISTURBED AREA OF THE LOT IN ZONING CASE NO. 732, AT 22
MIDDLERIDGE LANE NORTH, (LOT 1 -MR), (CHELF).
Planning Director Schwartz presented the staff report outlining the applicants' request and
providing background regarding the property and Planning Commission action relative to
Zoning Case No. 732.
Discussion ensued regarding the encroachment of the proposed residential structure into the
front yard setback as it compares to the existing structure's encroachment into the front yard
setback and the Planning Commission Chairman's comments that he felt that the proposed
development would be overbuilt for the property. Concerns were expressed about the access
to the service yard and the basement well on the west side of the proposed residential
structure. It was suggested that this configueration may create more grading than proposed,
the look of a two story home and a conflict with the Rolling Hills Community Association

Architectural Committee rules and regulations as well as it does not provide enough room to
traverse around the home. Concerns were also expressed about the request for a variance to
exceed the maximum disturbed area of the lot. Councilmembers mentioned the County of
Los Angeles requirements for natural light in basements and the Community Association's
Architectural Committee's review of this issue.
Mayor Lay moved that the City Council take jurisdiction of Zoning Case No. 732.
Councilmember Pernell seconded the motion which carried unanimously by those
Councilmembers in attendance. Staff annonced that a public hearing would be scheduled for
the next regular City Council meeting to be held on Monday, February 26, 2007.
Staff was asked to provided an update on the County's position on natural light requirements
in basements.
RESOLUTION NO. 2007-02. A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROLLING HILLS GRANTING APPROVAL FOR A SITE PLAN REVIEW
FOR GRADING AND CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE
AND REQUEST FOR A VARIANCE TO CONSTRUCT A SWIMMING POOL IN THE
FRONT YARD ON A VACANT PARCEL OF LAND KNOWN AS 0 CHESTNUT LANE,
IN ZONING CASE NO. 734, LOT 241 -A -1 -MS, (MEIDL).
Planning Director Schwartz presented the staff report outlining the applicants' request and
providing background regarding the property and Planning Commission action relative to
Zoning Case No. 734.
Following discussion regarding the infinity pool that is proposed to be located in the front
yard, Councilmember Hill moved that the City Council receive and file Resolution No. 2007-
02. Mayor Pro Tem Black seconded the motion which carried unanimously by those
Councilmembers in attendance.

NEW BUSINESS
RESOLUTION NO. 1017: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS AUTHORIZING THE DESTRUCTION OF CERTAIN CITY RECORDS
AS PROVIDED BY SECTION 34090 OF THE GOVERNMENT CODE OF THE STATE OF
CALIFORNIA.
City Manager Dahlerbruch presented the staff report providing background regarding the
records that are proposed for destruction. Hearing no discussion, Mayor Lay called for a
motion.
Councilmember Hill moved that the City Council adopt Resolution No. 1017. Councilmember
Pernell seconded the motion which carried unanimously by those Councilmembers in
attendance.
CONSIDERATION OF APPROVAL OF SPECIFICATIONS FOR THE REQUEST FOR BID
FOR THE CITY OF ROLLING HILLS CITY HALL EXTERIOR PAINTING PROJECT.
City Manager Dahlerbruch presented the staff report providing background regarding the
request for bid for the exterior painting of City Hall. Following brief discussion regarding
landscape maintenance that would be necessary before painting could begin, Mayor Lay called
for a motion.

Councilmember Pernell moved that the City Council approve the specifications for the
Exterior of City Hall Painting Project and authorize staff to solicit bids for the project.
Councilmember Hill seconded the motion which carried unanimously by those
Councilmembers in attendance.
AGREEMENT BETWEEN GROUP DELTA CONSULTANTS AND CITY OF ROLLING
HILLS FOR LANDSLIDE MONITORING SERVICES.
City Manager Dahlerbruch presented the staff report providing background regarding the
agreement for landslide monitoring service and the associated costs. Following brief
discussion regarding the number of inclinometers that need monitoring, Mayor Lay called for
a motion.
Councilmember Hill moved that the City Council approve an agreement and purchase order
with Group Delta Consultants for continued and on-going monitoring and analysis of the
inclinometers installed on the Poppy Trail landslide. Councilmember Pernell seconded the
motion which carried unanimously by those Councilmembers in attendance.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME

MATTERS FROM MEMBERS OF THE CITY COUNCIL
Councilmember Pernell provided a brief report regardin the recent Palos Verdes Peninsula
Regional Law Enforcement Committee. He reported tat Captain Jay Zuanich has been
promoted and would be leaving Lomita Station soon. Councilmember Pernell commended
the Department for their continued rapid response times.
MATTERS FROM STAFF
City Manager Dahlerbruch announced that the City Council would be conducting a field trip
at 7:30 a.m. on Tuesday, February 13, 2007. He said that the City Council would meet at 7:30
a.m. at the first location at 7 Outrider Road and that at 8:30 a.m. the group would meet at the
end of Upper Blackwater Canyon Road.
City Manager Dahlerbruch reported that recent contact with the U.S. Postal Service to correct
their database and website to reflect the City as Rolling Hills rather than the Rolling Hills
General Store had proven successful but that now Rolling Hills is not listed at all in the Zip
Code 90274. He indicated that staff would continue to work on this issue.
8:05 p.m., the City Council recessed to a closed session.

CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open
session will prejudice the position of the local agency in the litigation.

At 8:37 p.m. the City Council returned to open session and the City Attorney reported that the
City Council discussed the items on the Closed Session agenda and that no reportable actions
were taken.
ADTOURNMENT
Hearing no further business before the City Council, Mayor Lay adjourned the meeting at
8:37 p.m. in memory of former Rolling Hills resident Mrs. Jewell M. Cake. The meeting was
adjourned to an adjourned regular meeting of the City Council scheduled to be held on
Tuesday, February 13, 2007 beginning at 7:30 a.m. for the purpose of conducting a field review
at 7 Outrider and of the access way between the properties of 6 and 8 Upper Blackwater
Canyon Road and 7 Lower Blackwater Canyon Road, Rolling Hills, California.
