ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS
TUESDAY, FEBRUARY 13, 2007
Mayor B. Allen Lay called the adjourned regular meeting of the City Council to order at 7:35
AM at 7 Outrider Road on Tuesday, February 13, 2007.
PRESENT: Councilmembers Hill, Black, Pernell and Mayor Lay
ABSENT: Councilmember Heinsheimer
ALSO PRESENT: Anton Dahlerbruch, City Manager

ZONING CASE NO. 732
MR. AND MRS. STEVEN PEDEN, 7 OUTRIDER ROAD, (LOT 79 -EF). REQUEST FOR
A SITE PLAN REVIEW FOR GRADING FOR THE CONSTRUCTION OF A STABLE
AND REQUEST FOR VARIANCES TO CONSTRUCT A STABLE AND CORRAL IN
THE FRONT SETBACK, TO EXCEED THE MAXIMUM PERMITTED TOTAL LOT
COVERAGE AND THE MAXIMUM PERMITTED DISTURBED AREA OF THE LOT
AT AN EXISTING SINGLE FAMILY RESIDENCE.
• Planning Director Schwartz reviewed the proposal and pointed out the proposed
location of the stable and encroachment into the front setback.
• Councilmembers viewed the proposed project and discussed the location of the corral
in relation to the setback and easement line.
• Mayor Lay and Councilmember Pernell questioned the width of the access path to the
stable and corral and deliberated whether the path was adequate to turn the horses
around.
• Mr. Peden stated that the neighbor to the north-east (Ruth) would prefer that the stable
be constructed where it is proposed, rather than along the side of the property.
• Councilmembers suggested that the stable be pulled back to provide more room in the
front of the stable for the horses or the applicant consider relocating the stable into the
hill area closer to the corral location.
UPPER AND LOWER BLACKWATER CANYON ROAD ACCESS
Present for this portion of the meeting were: Councilmembers Hill, Pernell and Mayor Lay,
City Manager Dahlerbruch, Planning Director Schwartz, Mr. and Mrs. Rosen, Dr. Ishak, Mrs.
Breiholz and Sheriff's Deputy Brandon Epp.
Councilmembers Heinsheimer and Black were absent.
• Mayor Lay recapped the history of the request by the neighbors for the City Council to
resolve whether or not the emergency access road between Upper and Lower
Blackwater Canyon Road that was required to be provided during the tentative map
subdivision process of Dr. Ishak's property should be restudied.
• Planning Director Schwartz pointed out the property lines and the 30 -foot easements
on each property. She explained that a path between the properties is shown on a
Tentative Map and pointed out the path on the plan.
• Dr. Ishak stated that the issue of the gate has been resolved between the neighbors. Mr.
and Mrs. Rosen and Mrs. Breiholz concurred.
• Dr. Ishak and Mr. and Mrs. Rosen indicated that they would prefer not to have an
access road along their easements, because of the steep terrain and because one would
have to enter onto the Rosen's driveway to exit the access road on Lower Blackwater
Canyon Road.
• Councilmen Pernell directed staff to provide a map showing the continuation of the
roadway easement along Lower Blackwater Canyon Road.

Hearing no further business before the City Council, the meeting was adjourned at 9:10 a.m.,
to a regular meeting of the City Council to be held on Monday, February 26, 2007 beginning at
7:30 p.m., in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills,
California.
