CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Pro Tem Hill at 7:32 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills, California.
ROLL CALL
Councilmembers Present: Heinsheimer, Lay, Pennell, Mayor Pro Tem Hill.
Councilmembers Absent: Mayor Black (excused).

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any
Councilmember may request removal of any item from the Consent Calendar causing
it to be considered under Council Actions.
a. Minutes - Regular. Meeting of March 26, 2007.
RECOMMENDATION: Approve as presented.
b. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Allied Waste Recycling Tonnage Report for February 2007.
RECOMMENDATION: Receive and file.
d. Closure of the southbound lane of Portuguese Bend Road from 10:45 a.m. to 3:00
p.m. on May 20, 2007 for the City's 50`x' Anniversary Celebration.
RECOMMENDATION: Approved as presented.
e. South Bay Cities Council of Governments request for letter of support for AB
391 to expand the South Coast Air Quality Management District (SCAQMD)
Board of Directors.
RECOMMENDATION: Approve as presented.
Councilmember Heinsheimer moved that the City Council approve the recommendations in
the consent calendar. Councilmember Lay seconded the motion which carried unanimously
by those Councilmembers in attendance
SPECIAL PRESENTATIONS
Recognition of Captain Jay Zuanich, Lomita Station
Mayor Pro Tem Hill presented a plaque to former Lomita Station Captain Jay Zuanich in
appreciation for his excellence in public safety and provided highlights of his accomplishments
during his tenure as Captain of Lomita Station and his promotion to Commander.
Commander Zuanich thanked the City Council for their support while he was Captain of
Lomita Station.
Introduction of new Lomita Station Captain Ronene Anda
Mayor Pro Tem Hill introduced the new Lomita Station Captain Ronene "Ro" Anda and
provided information regarding the tenure with the Department. Captain Anda stated that
she is looking forward to working the Rolling Hills City Council and staff.
"ElOne, Low Pressure Sewer System; Viable Sewer System, Cost Estimate"
Mr. Joe Romero provided a summary of the information he provided to the City Council that
was contained in their agenda packets. He explained the E/One sewer feasibility study and
estimated costs associated with a low-pressure sewer system for the Eastfield area of the City.

Councilmembers discussed with Mr. Romero the functions and costs of the system and the
length of time that it would take for a system to be installed. Mr. Romero explained that there
would be engineering costs associated with the design of the system and that a contractor
would need to be hired for the actual installation. City Attorney Jenkins reported that there is
a public portion of the process which would include finding out if the community would be in
favor of the installation of a sewer system plus the forming of an assessment district.
PLANNING COMMISSION ITEMS

TRAFFIC COMMISSION ITEMS
CONSIDERATION OF A RECOMMENDATION FROM THE TRAFFIC COMMISSION
REGARDING AN AMENDMENT TO THE CROSSWALK COMPONENT OF TTE
WOMEN'S COMMUNITY CLUB MAIN GATE BEAUTIFICATION PROJECT.
City Manager Dahlerbruch presented the staff report providing background regarding the
Traffic Commission's recommendation regarding the realignment of the crosswalk across
Portuguese Bend Road at the main gate. Following a brief discussion on how tennis players
are currently crossing Portuguese Bend Road to the Tennis Facility and the closure of the
current pathway across the horse trail, Mayor Pro Tern Hill called for a motion.
Councilmember Lay moved that the City Council approve the recommendation of the Traffic
Commission relative to the realignment of the crosswalk component of the Women's
Community Club Main Gate Beautification Project. Councilmember Heinsheimer seconded
the motion which carried unanimously by those Councilmembers in attendance.
CONSIDERATION OF A RECOMMENDATION FROM THE TRAFFIC COMMISSION
REGARDING THE INSTALLATION OF A LEFT -CURVE WARNING SIGN WITH A 15
MPH ADVISORY WARNING SIGN AND A 4 -INCH DASHED EDGE STRIPE AT THE
CORNER OF CREST ROAD AND EASTFIELD DRIVE.
City Manager Dahlerbruch presented the staff report providing background- regarding the
Traffic Commission's recommendation for the installation of a left -curve warning sign with a
15 mph advisory warning sign and a 4 inch dashed edge stripe at the comer of Crest Road and
Eastfield Drive. Mr. Ed Cline, Traffic Engineer, provided more information regarding the
corner and his recommendation. He explained the previous request that a stop sign be
installed at the corner made by the residents in the area and his findings that stop signs are
mainly used to direct right-of-way rather than to slow traffic.
Mr. Malcolm Sharp, 74 Eastfield Drive, explained that more children are living in the area and
that there are more pedestrians and equestrians using the trails near this comer. He expressed
his concerns about speeding vehicles maneuvering the curve from Crest Road onto Eastfield
Drive and explained that there have been two accidents involving the destruction of his
neighbor's fence at 76 Eastfield Drive. He mentioned that violations occur on Saturday and
Sunday and at 6:00 a.m. and 2:00 p.m. on weekdays. He also explained that delivery trucks
and other vehicles sometimes become confused by this corner because of the continuation of
Crest Road past the comer toward the locked gate.
Mr. Victor George, 76 Eastfield Drive, explained the two recent accidents that involved his
fence and expressed his concern that vehicles tend to speed around the curve from Crest Road
onto Eastfield Drive.
Discussion ensued regarding what could be done to reduce the confusion factor at the corner.
Mr. Cline explained the dashed white sideline that is recommended to follow the edge of Crest
Road as it curves toward Eastfield Drive. It was suggested that a sign be installed indicating
that Eastfield Drive is to the left.
Mr. Fred Ripley, 91 Crest Road East, stated that he supports the Traffic Commission's
recommendation but that he would like to have the new sign placed in a location that would
not block his line of sight as he exits his driveway. Mr. Ripley commented on vehicles that he
has observed running the stop sign on Eastfield Drive as they turned right onto Crest Road.
Mr. Ripley and Mr. George both offered their driveways to the Sheriff's Department for
enforcement efforts.

Dr. Stephanie Culver, 76 Eastfield Drive, commented on the number of young families with
children that are moving into the City and the elderly residents that currently live here. She
urged the Council to protect the safety of all. Councilmember Pernell explained the extra
traffic enforcement program that was initiated by the City Council several years ago to
address the concerns raised by residents. regarding traffic and safety on Rolling Hills'
roadways.
Discussion ensued regarding the proposed dashed edge stripe. It was suggested that this
striping be reflective. Traffic Engineer Cline explained that there is an aluminum tape material
that is very reflective.
Following brief discussion regarding directing extra traffic enforcement by the Sheriff's
Department at the corner, Mayor Pro Tem Hill called for a motion.
Councilmember Lay moved that the City Council approve the Traffic Commission
recommendation relative to the installation of a left -curve warning sign with a 15 mph
advisory warning sign and a 4 inch dashed edge stripe at the corner of Crest Road and
Eastfield Drive and that this corner also include a sign that advises that Eastfield Road is
beyond the curve to the left. Councilmember Heinsheimer seconded the motion which
carried unanimously by those Councils members in attendance. It was suggested that the City
Council review this matter again after the Traffic Commission conducts its' re -review of the
matter at their July meeting.
CONSIDERATION OF A RECOMMENDATION FROM THE TRAFFIC COMMISSION
REGARDING ADDITIONAL DELINEATORS ON MIDDLERIDGE LANE SOUTH.
City Manager Dahlerbruch presented the staff report outlining the background regarding the
Traffic Commission's recommendation that additional delineators be installed on Middleridge
Lane South in the vicinity of 27 Middleridge Lane South and that a white sideline be initiated in
the area of the delineators. Hearing no discussion, Mayor Pro Tem Hill called for a motion.
Councilmember Heinsheimer moved that the City Council approve the recommendation
from the Traffic Commission relative to the installation of additional delineators and the white
sideline stripe on Middleridge Lane South. Councilmember Lay seconded the motion which
carried unanimously by those Councilmembers in attendance.

NEW BUSINESS
ACCEPTANCE AND USE OF DONATION OF ROCKS AND BOULDERS FOR THE
CITY OF ROLLING HILLS MAIN GATE BEAUTIFICATION PROJECT.
City Manager Dahlerbruch resented the staff report providing background regarding the
donation of rocks and boulders for the Main Gate Beautification Project and reported that the
donor has granted his permission for any extra material to be provided to the RHCA for a
project being proposed by the Women's Community Club. Hearing no discussion, Mayor Pro
Tem Hill called for a motion.
Councilmember Lay moved that the City Council accept Mr. Colyear's donation of Palos
Verdes rock and boulders for the Main Gate Beautification Project and direct the Mayor to
send an acknowledgement to Mr. Colyear for his generosity and that the City Council
consider disposal of the excess rock material by providing it to the Rolling Hills Community
Association. Councilmember Heinsheimer seconded the motion which carried unanimously
by those Councilmembers in attendance.

MATTERS FROM MEMBERS OF THE CITY COUNCIL
Councilmember Lay reported that he would not be in attendance at the April 23, 2007 City
Council meeting.
Councilmember Pernell reported that Maureen Nunn has volunteered to conduct interviews
of long time Rolling Hills residents to create a living history of the City for the 50"
Anniversary Celebration in May.
Councilmember Lay commented on the low pressure sewer system presentation. Following
discussion, staff was directed to investigate all aspects of the system and process for initiating
such a system so that the City Council could study its implementation in the City.
MATTERS FROM STAFF
DISCUSSION OF 07/ 08 FISCAL YEAR PRIORITIES.
City Manager Dahlerbruch provided a list of staff's proposed work plan items inriority
order for Council review and input. He indicated that staff would be working with the City
Council Budget Subcommittee to develop a proposed budget based on the City Council's
prioritized goals.
City Manager Dahlerbruch provided the City Council with a letter from the Rolling Hills
Community Association outlining their request for reimbursement for certain expenses
associated with the Poppy Trail access construction. He reported that he and the City
Attorney would discuss the letter and if there were no comments or objections after the City
Council has reviewed the letter, that he would prepare the warrant for payment at the April
23, 2007 City Council Meeting.
City Manager Dahlerbruch announced the May 28, 2007 City Council meeting falls on the
Memorial Day Holiday and that an item would be placed on the next City Council agenda to
select an alternate date if needed.

Hearing no further business before the City Council, Mayor Pro Tem Hill adjourned the
meeting at 8:45 p.m. to the next regular meeting of the City Council scheduled to be held on
Monday, April 23, 2007 beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2
Portuguese Bend Road, Rolling Hills, California.
