9/25/19611 :r. i 1 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA SEPTEMBER 25, 1961 In the absence of Mayor Roach, the regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pro Tempore Tourtelot at 7:30 P.M., Monday, September 25, 1961 in the City Hall. ROLL CALL Present: Absent: Also Present: APPROVAL OF MINUTES Councilmen Nielsen and O'Flaherty Mayor Pro Tempore T'ourtelot Councilman Horn and Mayor Roach City Attorney William Kinley City Clerk Gilbert B. Myers Deputy City Clerk Mary Louise Powers City Treasurer Marion Welch The minutes of the meeting of September 11, 1961 were laid over until the next'meeting. CORRESPONDENCE The City Clerk read the following: a) letter dated September 12, 1961 from Los Angeles�County Department of Auditor -Controller enclosing a copy of authorization which requested cancellation of erroneous assessment of Carlos C. Wood, 6 Maverick Lane, in the amount of $400.00. Since the City Council has to approve deleting the above amount from the assessment roll, a motion was made, seconded and unanimously carried that the City Attorney be authorized to sign the request for cancel- lation of erroneous assessment in the amount of $400.00. b) letter dated September 14, 1961 from Captain J. J. Gilman, Los Angeles County Sheriff's Lennox Station regarding 1961 Legislative Changes Affecting County and Contract City Ordinances. The matter was ordered tabled until Mr. Kinley's return. c) letter dated September 20, 1961 from California Governor Edmund G. Brown regarding Civil Defense. The*letter required no action. The Manager reported on the Civil Defense and Fallout Shelter exhibits at the Los Angeles County Fair. 433 3 d) letter dated September. 21, 1961 from Gordon T. Nesvig, Clerk of the Los Angeles County Board of Supervisors, addressed to the League of California Cities informing the League that it is not and has never been the intention of the Board to use gas tax funds to finance the payment of damage claims arising out of suits filed by property owners in unincorporated areas. SWAFFIELD MEMORIAL The Manager reported that he is still getting bids on the bronze placque to be placed on a boulder at the "Gap" in memory 'of Roland G. Swaffield. WATER LINE TO RIDING RING The Manager reported that he had contacted Mr. Kidd and Mr. Nollenberger of the Palos Verdes Water Co. Councilman O'Flaherty recommended that the report be made when the Mayor is present. Councilman Nielsen and Mayor Pro Tempore Tourtelot agreed to the recommendation. GATE PROPERTIES There was. no new report on the matter of the purchase of the Gate Properties. FIRE FLOW TESTS The Manager reported that Los Angeles County Fire Department Battalion Chief Robert Thomas stated that as there had been a great demand for running Fire Flow Tests, an assistant has been appointed to help Mr. Rotella make the additional tests. OFFICE IMPROVEMENTS The Manager reported that °the'City Hall roof should be natural shingles or shake to conform with the Association Building Regulations, but as the City Building Ordinance does not permit the use of a wooden roof on office buildings, an amendment 'to the ordinance would be required. The matter was ordered tabled'. ` TAPE RECORDER Councilman Tourtelot stated that in a few weeks he will have a report on the cost of a SONY tape recorder. MONTHLY FINANCIAL STATEMENT A report was submitted showing the receipts and disbursements for the month of August, 1961. The report was accepted and ordeted filed. ROAD STRIPING The Manager reported that°the fall road paving has been completed by the Rolling Hills Community Association and that he had obtained bids for fifteen miles of four -inch continuous striping, ranging from $1,800 to $1,920. The Manager 35 further reported that the lowest estimate of $1,800 was from the Los Angeles County Road Department and in his opinion the final cost might .be as low as.$1,200. After a discussion in which the Manager stated that it has been eighteen months since the last striping job was done, he recommended that the County be hired to do the job at a cost of about $1,200. Councilman Nielsen pointed out that the Budget for 1961-62 allotted $1,500 for Road Striping and Signs and that he was in favor of spending no more than $1,000 for the road striping job. Mayor Pro Tempore Tourtelot recommended that the job be done with the City's hand operated striper by the Guards who would be interested in earning $2.`50 an hour f or.the work. After further discussion,.Councilman Nielsen suggested that the Manager submit a plan for spending $1,000 to do the necessary striping and make a report at the next meeting. CITY TREASURER'S REPORT The report of the City Treasurer was submitted ,.� for the month of August, 1961, which stated that as of �^ August 31, 1961 the balance in the General Fund was $37,623.92, including $24,844.54 in'U. S. Treasury Bills; - and in the In Lieu Fund the balance was $14,101.60, including $12,000.00 face value U. S. Treasury Bills. On motion made by Councilman Nielsen, seconded by Councilman O'Flaherty and unanimously carried, the report was accepted and ordered filed. TOTAL TO BE PAID FROM GENERAL FUND $1,560.71 ZONING FOR RESEARCH AND DEVELOPMENT AREA Councilman Nielsen expressed concern over the possible re -zoning to allow light manufacturing in the Research and Development Center at Crest and Hawthorne where Nortronics Research Park is now located. 'Councilman Nielsen stated that ss light manufacturing is hard to define and may include smokestacks, which would be undesirable in the area. Councilman O'Flaherty suggested that the Manager contact the City of Menlo Park where factories are built to be acceptable in residential areas. PAYMENT OF CITY BILLS The City Clerk presented the register of.bills to be allowed for payment. On motion of Councilman O'Flaherty, seconded by Councilman Nielsen and on roll call vote by the City Clerk unanimously carried, Demands 941 through 947 were approved for payment from the General Fund as follows: Demand No. 941 L. After discussion of a proposed meeting with the Mayors of the Cities of Rolling Hills Estates, Palos Verdes Estates and Torrance,'Councilmaz Tourtelot moved that Councilman Nielsen act on behalf of the City Council and make a report at.the next.meeting. The motion was seconded by Councilman O'Flaherty and unanimously carried. ROLLING HILLS ANNIVERSARY Mayor Pro Tempore Tourtelot stated that he had, spoken with Mayor Roach regarding a celebration in honor of the 25th anniversary of the Rolling Hills community. After a discussion of the community celebration, it was unanimously agreed thaV--Mayor Pro Tempore Tourtelot would serve as General'Chairman. ADJOURNMENT 4 There being no further business to come before the meeting, it was moved by Councilman Nielsen, seconded by Councilman O'Flaherty and unanimously carried that the meeting be adjourned at 8:15 P.M.
