CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Black at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.

Councilmember Heinsheimer moved that the City Council approve the items on the Consent
Calendar. Mayor Pro Tem Hill seconded the motion which carried unanimously.

City Manager Dahlerbruch reported that the City of Palos Verdes Estates has provided the
City with a certificate recognizing the 50th Anniversary of the Incorporation of the City.
SPECIAL PRESENTATION
Introduction of new Assistant Fire Chief Robert Valdillez
It was reported that Chief Valdillez was unable to attend the meeting due to the magnitude of
the fires burning in Southern California. Support was expressed for the Fire Department's
efforts during this state of emergency.
Recogl2ition of Baeildir2g Inspector Rafael Bernc�l
Mayor Black presented a City Council Commendation to Building Inspector Rafael Bernal.
Mr. Bernal has been assigned to another City. Councilmembers wished him well in his new
assignment.
PLANNING COMMISSION ITEMS
RESOLUTION NO. 2007-16.
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROLLING
HILLS GRANTING SITE PLAN REVIEW FOR GRADING TO CREATE A PLAY AREA
IN THE AREA OF THE EXISTING CORRAL AND A VARIANCE TO EXCEED THE
MAXIMUM PERMITTED DISTURBED AREA OF THE LOT AT AN EXISTING SINGLE
FAMILY RESIDENCE IN ZONING CASE NO. 740, AT 16 GEORGEFF ROAD, (LOT 6- .
GF), (BEILKE).
Planning Director Schwartz presented the staff report outlining the applicants' request and
providing background regarding the property and Planning Commission action relative to
Zoning Case No. 740. Following a brief discussion regarding elevation between the pool and
the play area and the access to the area, Mayor Black called for a motion.
Councilmember Heinsheimer moved that the City Council receive and file Resolution No.
2007-16. Councilmember Lay seconded the motion which carried unanimously.
TRAFFIC COMMISSION ITEMS
None.
PUBLIC HEARINGS
ZONING CASE NO. 745,
REQUEST FOR A SITE PLAN REVIEW FOR GRADING AND CONSTRUCTION OF A
NEW SINGLE FAMILY RESIDENCE TO REPLACE AN EXISTING SINGLE FAMILY
RESIDENCE AT 40 EASTFIELD DRIVE, (LOT 91-EF), ROLLING HILLS, CA.
(TONSICH)
City Manager Dahlerbruch explained that staff has advised the applicant in this case that it is
his option whether or not to obtain Architectural Committee review at this time. He also
explained that if the City Council is inclined to approve this case that the resolution of
approval could contain a condition that states that the project requires review and approval by
the RHCA and a condition that prior to City's modification of the basement requirements
regarding the light wells that building permits for this project shall not be issued until the
City's amended regulations relative to basements are adopted and are in effect.
Planning Director Schwartz presented the staff report outlining the applicants' request and
providing background regarding the property. Mayor Black opened the public hearing and
called for testimony
Mr. Nicholas Tonsich, applicant, stated that the proposed project meets all of the City's
guidelines. He explained the proposed basement. He commented on a previous proposal for
improvements to the property and indicated that the current project is more feasible for the
property.
Councilmembers discussed the project and concurred that a field review would be beneficial.
It was suggested that the Council view the project from Outrider Road as well.

Discussion ensued regarding how the allowance of soil export would affect the level of the
building pad on the property. City Manager Dahlerbruch reported that the Planning
Commission is currently reviewing the matter of basement regulations.
Following the discussion, the public hearing was continued to a field review scheduled to be
held on Tuesday, November 6, 2007 beginning at 8:00 am. It was noted that if November 6�"
does not work that the field review could be held on November 13�'. It was suggested that the
applicant provide an artists rendering of the residential structure.
OLD BUSINESS

NEW BUSINESS
CONSIDERATION OF AWARD OF BID FOR A 2008 HOUSING ELEMENT UPDATE
FOR THE CITY OF ROLLING HILLS.
City Manager Dahlerbruch presented the staff report providing information regarding the
City's requirement to update the housing element and background regarding the bidding
process and bidder for this project. Concerns were expressed regarding the requirement to
update the City's Housing Element.
Councilmember Heinsheimer moved that the City Council award the bid for the 2008 Housing
Element Update to Comprehensive Planning Services in an amount not to exceed $24,560 and
authorize the City Manager to execute the appropriate agreement. Councilmember Lay
seconded the motion which carried unanimously.
CONSIDERATION OF THE PURCHASE OF A XEROX 6360DT COLOR PRINTER
AND THE DECLARATION OF THE EXISTING HP 8500N PRINTER AS SURPLUS
PROPERTY.
City Manager Dahlerbruch presented the staff report providing background regarding the
need for a new printer. Following brief discussion regarding the proposed purchase of a new
copier in the next fiscal year, Mayor Black called for a motion.
Mayor Pro Tem Hill moved that the City Council authorize the purchase of a Xerox 6360DT
color printer to replace the existing HP 8500N printer and declare the HP 8500N printer as
surplus property. Councilmember Heinsheimer seconded the motion which carried
unanimously.
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Ms. Alida Calvillo, 11 Wagon Lane, commented on the undergrounding of utilities in the City
and urged the Council to revisit the possible undergrounding of the entire City. �She indicated
that the residents may be more receptive to the idea since the many fires that have erupted in
Southern California.
It was explained that an underground utility feasibility study had been created several years
ago but that many residents expressed concern about the costs. It was further explained t�iat
the topography of the city causes many challenges to the undergrounding of the utilities. It
was suggested that smaller focused neighborhood underground projects could b�e
accomplished more economically. Ms. Calvillo was urged to contact her neighbors to promote
the undergrounding of utilities.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Mayor Pro Tem Hill commented on the County Sanitation Districts' plans for the future use of
recycled water in the South Bay. A suggestion was offered that recycled water to be used for
irrigation or other non-potable uses could be delivered to homes via trucks at a lesser cost.
� Comments ensued regarding the use of gray water and wind generated energy.
Councilmembers further commented about the topic of green (environrrientally sensitive)
buildings and suggested that this item be agendized for a future discussion on how the zoning
code could be modified to support the greening of the City. It was suggested that the topic

should also include a discussion of alternative energy as well as the use of reclaimed and
recycled water.
PALOS VERDES PENINSULA REGIONAL LAW ENFORCEMENT COMMITTEE
MEETING UPDATE (ORAL)
Councilmember Pernell reported on the Palos Verdes Peninsula Regional Law Enforcement
Committee meeting. The low crime and traffic enforcement statistics were highlighted.
Comments were offered regarding the excellent response times for the ambulance response
team.
MATTERS FROM STAFF
City Manager Dahlerbruch reported that several neighborhoods have come to the Cifiy to
investigate the possibility of undergrounding utilities. He indicated that staff is working with
these residents.
He reported that the City has been invited to participate in the RHCA Annual Meeting in
January, 2008. He indicated that information could be presented regarding underground
utilities and a low pressure sewer system feasibility study.
LOW PRESSURE SEWER SYSTEM TOUR INFORMATION (ORAL)
City Manager Dahlerbruch reported that the City Council would be considering a proposal for
a low pressure sewer system feasibility study at their meeting on November 26, 2007.
DATES AND SCHEDULES
City Manager Dahlerbruch reported that the next regularly scheduled City Council meeting
scheduled for November 12, 2007 falls on the Veterans Day Holiday and that staff
recommends canceling the meeting since City Hall will be closed that day. He indicated that
at this time, staff does not anticipate the need for a special City Council meeting in its place.
He indicated that it is recommended that the City Council reconvene at its regularly scheduled
meeting of November 26. He reported that the City Council traditionally does not meet in
December but that on December 10, the City Council would host its annual holiday reception
from 5:00 p.m. to 8:00 p.m., therefore, the next City Council meeting after November 26 would
be held on January 14, 2008.
City Manager Dahlerbruch stated that City Hall would be closed on December 24 and 25 and
then again, for the New Year holiday on January l. He also stated that with the New Year on
a Tuesday, that it is proposed that City Hall would additionally be closed on December 31.
The City Council expressed no objections to the recommendations in the report.

At 8:30 p.m. the meeting was adjourned into closed session. At 8:45 p.m. the City Council
reconvened in open session. The City Attorney announced that the City Council discussed
real estate negotiation matter on the close session agenda and that no reportable action was
taken in closed session.
ADTOURNMENT
Hearing no further business before the City Council, Mayor Black adjourned the meeting at
8:45 p.m. to an adjourned regular meeting of the City Council scheduled to be held on
Tuesday, November 6, 2007 beginning at 8:00 a.m. for the purpose of conducting a field review
at 40 Eastfield Drive, Rolling Hills, California.
