10/9/1961 � � � � MINUTES OF REGUt�R MEETING OF THE CITY COUNCIL OF THE CITY OF ROLZING HILLS, CALIFORNIA OCTOBER 9, 1961 In the absenee of Mayor Roach, the regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pro Tempore Tourtelot at 7 :30 P.M. , Monday, October 9, 1961 in the City Hall. Owen Goodman, 14 Crest West � < . r_? � APPROVAI� OF MINUTES � On motion of Councilman 0`Flaherty, seconded by , Councilman Nielsen and unanimously carried, the minutes of the meetings held September 11, 1961 and September 25, 1961 were approved as written. PERSONAL APPEARANCE ° ° Mrs. Owen Goodman a�peared before the Council to state that the Rolling Hills Garden and Community Club is now compiling a booklet for residents of the City of Rolling Hills which wi11 coni�n information about the duties and responsibilities of the City Council and the Board of Directors of the Rolling Hills Community Association, as well as the . community clubs and committees, and to request that the City . Council submit a brief outline of its duties to be published in the booklet. The plan was approved unanimously and the City Attorney was instructed to write the summary for the � booklet to be published by the Rolling Hills Garden and Community Club. Mrs . Goodman left the meeting at 7 :45 P,M. CITY NAME ON LOS ANGELES COUNTY 'FIRE DEPARTMENT ENGINE N0. 56 The Manager reported that Los Angeles County Fire Department Battalion Chief Robert Thomas had contacted him to ask if the City of Rolling Hills would like to have its name printed on Engine No. 56 of the Fire Station located in this , City. The Council approved unanimously placing the name of the City and/or its seal on the Fire Engine, provided there is no expense to the City of Rolli�g Hills . � CORRESPONDENCE , The City Clerk read the following: a) letter dated September 14, 1961 from Captain J. J. Gilman, Los Angeles County Sheriff�s Lennox ' Station regarding. 1961 Legislative Changes Affecting County and Contract City Ordinances . The City Attorney stated that he would draw up an amendment and submit it at the next meeting. �� � � October 9, 1961 CORRESPONDENCE, continued b) letter dated September 19, 1961 from the City of La Mirada, enclosing a resolution adopted by that city giving tax relief for Fallout Shelters . The matter was ordered tabled. GATE PROPERTIES Mr, Kinley submittecl a letter of intent addressed to � the Board of Directors of the Rolling Hi11s Community Association from the City Council, as requested by Mr. Blakey and Mr� Y'oung, President and Treasurer respectivel.y of the Association Board. PLANS FOR IMPROVING PALOS VERDES DRIVE NORTH The City Clerk submitted for study by- the Council detailed plans for the improvement of a portion of Palos Verdes Drive North located in the City of Rolling Hills Estates at a point where it intersects with Portuguese Bend Road. � The City Cler.k stated that the City of Rolling Hills Estates would welcome suggestions and/or criticisms from the City . �. Council of the City of Rolling Hills . �After discussion, the matter was ordered tabled until such time as all councilmen are present at a meeting . � SWAFFIELD MEMORIAL - The Manager reported that he had obtained a bid of $82 .00 for.othe bronze placque to be placed on a boulder in memory - of Mr. Roland G. Swaffield, and stated that the total cost of obtaining the boulder and having the bronze placque� attached to it would cost approximately $200.00. On motion of Gouncilman Nielsen, seconded by Councilman �. 0'Flaherty and on roll call vote, by the City Clerk unanimously carried, the Manager was au:thorized to make the expenditure for the memorial and place it in the triangle �at the entrance to the "Gap" at Portuguese Bend and Saddleback Roads . PROCLANIATION - UNITED STATES DAY It was moved by Councilman Nielsen and seconded by Councilman 0'F.laherty that October 20, 1961 be proclaimed by the Mayor �to be Un�:ted States Day in the Cityfof Rolling Hills ; the motion was unanimously carried. Thereupon, the Mayor Pro Tempore ' proclaimed Friday, October 29; � 1961" as� United� States �Day� in the City of Rolling Hills and� ordered the City Clerk to post a copy of said proclamation in the usual public places . WATER LINE TO RIDZNG RING The Manager reported that he had contacted Mr, Kydd and Mr. Nollenberger of. the Palos Verdes �V�ater -Co. , who stated � tliat their company would do the engineeri:ng work for the water line to the Riding Ring. There was a discussion about the use of a two-inch or a four-incli line, and th� Manager �was instructed to get an estimate on: the c�ost of °each of tYe two sizes of wa�ter lines . � ,� � October 9, 1961 FIRE FLOW TESTS The Manager stated that there was no new report on the additional fire flow. tests . °After discussion, the Manager was instructed to contact Los Angeles County Fire , Department Battalion Chief Robert Thomas and request that the fire flow data be available at the next meeting of the City Council. ROAD STRIPING The Manager submitted Road Striping data fixing the estimated cost of striping the roads between $1,200 and $1,500. There then foll�owed a discussion of this item and during the discussion a letter was read from the Board of Directors of the Rolling Hills Community�Association, which stated that at its meeting of October 4, 1961 it was agreed that the Association would expend any additional funds required in excess of the amount available in the City' s budget for this purpose. On motion of Councilman 0'Flaherty, seconded by Councilman Nielsen and on roll call vote by the City Clerk unanimously carried, the Manager was authorized to,employ the County of Los Angeles �Road Department to do the Road Striping in the City of Rolling Hills , on all roads .as indicated by the Manager. � OFFICE IMPROVEMENTS � � ' The Manager submitted an estimate from Albert Collins, building contractor, to improve the City Hall by extending the west �wall to enclose the porch, to re-roof with shake shingles, and to improve the interior of the building at a cost of $4,385.00. The estimate was based on plans submitted by the Architectural Committee of the Rolling Hills Community Association and drawn by Merritt Morris, A.I.A. The Manager was instructed to get at least one additional estimate. TAPE RECORDER There was no new report on the matter of purchasing a tape recorder. MONTHLY FINANCIAL STATEMENT � � A financial report was submitted showing the receipts and disbursements of the City for the month of September, 1961. The report was accepted and ordered filed. . CITY TREASURER'S REPORT The report of the City Treasurer was submitted for the month of September, 1961, which stated tha.t as, of September 30, 1961 the balance in the General Fund was � $32,771.42, including $24,844.54 in U. S . Tr.easury Bills ; and .in. the In Lieu Fund. the balance was $14,101..60,. including $12,Q00.00 face value U. S . Treasury Bills . On motion made by Councilman Nielsen, seconded by Councilman 0'Flaherty and unanimously carried, the report was accepted and ordered filed. � ����� . October 9, 1961 CITY CLERK�S REPORT The City Clerk's � financial report for the fiscal year-Ju1y 1, 1960 to June 30, 1961 was. presented to the Council, a copy of which is made a part of these minutes . On motion of Councilman Nielsen, seconded by �Councilman 0'Flaherty and unanimously carried, the City Clerk�s report for• the fiscal year was approved and ordered filed. The City Clerk stated that he had posted the report at three public places in the � City. PAYMENT :OF CITY BILLS � The City Clerk presented the register of bills to be allowed for payment. Assessor 23.93 Demand No. 953 Pacific Telephone • 12 .57 Demand No. 954 Floyd Stationery Co. 14.99 Demand No.� 955 State Employees ' Retirement � System 20.00 TOTAL TO BE PAID FROM GENERAL FUND $3,567 .26 ZONING FOR RESEARCH AND DEVELOPMENT AREA Councilman Nielsen stated that he had contacted Mayor Ray Slaney of the City of�Rolling Hills Estates, who is interested in the requested re-zoning to allow light manufacturing in the Research and Develo�ment Center at . Crest and Hawthorne. . Mayor Pro Tempore Tourtelot recommended that Councilman Nielsen contact the Mayor of the City of Palos � Verdes Estates to learn that City's reaction �to the possible re-zoning. _ - - Mr. Kinley stated tliat he would contact Mr. John P. Co�nons of The Regional Planning Commission of Los Angeles ' = -C-ounty to learn when the proposed re-zoning would be on the - calendar. ° � The matter was (ordered tabled unti�l the next meeting. 1 ROLLING HILLS ANNIVERSARY As Chairman of the c�lebration of the 25theanniversary - ` of the Rolling Hills community, Mayor Pro Tempore Tourtelot stated that he had been studying the ,minutes of the early years of the Rolling Hills. Community Association .and would appear at . the next Association Board meeting . to request permission to use excerpts of the minutes for publicity. l � � � � � October 9, 1961 " CIVIL DEFENSE The Manager read a letter dated October 6, 1961 addressed to the City Council from the Rolling Hills �Garden and Co�mmunity �Club inquiring if any Civil Defense plans have been ma�de or are being contemplated by the City for the ^ protection of the residents of the City of Rolling Hills . � The Manager was directed to answer the letter. POSSIBLE PURCHASE OF WATER COMPANY BY THE CITY OF ROLLING HILLS ESTATES Mr. Kinley stated that as the City of Rolling Hi11s Estates is considering the purchase of the Palos Verdes Water Co, the City Council of the City of Rolling Hills should keep informed of the details . After dis- cussion, Councilman Nielsen stated that o� behalf of the City Council he would invite Mayor Ray Slaney of the City of Rolling Hi11s Estates to attend a City Council meeting ^� in the near future to discuss the matter. ir � r; INTRODUCTION AND FIRST READING OF ORDINANCE N0. 39 � :�' - . Councilman Nielsen read in full the title of the proposed Ordinance No. 39 entitled "An Ordinance Amending Ordinance No. 23 of the City of Rolling Hi11s Relating to the Construction, Erection, Enlargement, Razing, Alteration, Repairing, Removal, Maintenance, Moving Use and Height of - Buildings or Structures in the City of Rolling Hills, California" and moved that the reading in full of the proposed ordinance be waived. The motion was seconded by Councilman O�Flal� rty and on roll call .vote by the City Clerk the motion was unanimously carried. LEAGUE OF CALIFORNIA CITIES CONVENTION A motion was made by Councilman Nielsen, seconded • by Councilman 0'Flaherty and on roll ca11 vote by the City .
