MINUTES OF
REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA
NOVEMBER 13, 1961
-The regular meeting of the City Council of the
City -of Rolling Hills was called to order by Mayor Roach at
7:30 P.M., Monday, November 13, 1961 in the City Hall.
ROLL CALL
Present: Councilmen Horn, Nielsen, O'Flaherty,
Tourtelot and Mayor Roach

APPROVAL OF MINUTES
On motion of Councilman Nielsen, seconded by
Councilman Tourtelot and unanimouly carried, the minutes of
the meetings held October 9, 1961 and October- 23, 1961
were approved as written.
CORRESPONDENCE
The Deputy City Clerk read the following:
a) Letter dated October 18, 1961 from Sheriff
Peter J. Pitchess of Los Angeles County stating
that the Sheriff's Department is planning a
campaign to encourage people to "keep a light
all night" in their homes to help reduce
crime, and requesting the Mayor of the City
of Rolling Hills -to endorse the program.
It was ordered by the Mayor with the consent
of the Council that the Deputy City Clerk be
instructed to answer the letter, endorsing the
program.
b) Memorandum dated November 10, 1961 from Lt.
J. N. Hamilton of the Los Angeles County
Sheriff's Station, requesting each of the
elected City officials to supply a biographical
outline on the forms attached to the memorandum.
The forms were distributed to the Councilmen.
c) Letter dated October 23, 1961 from the City
of Lakewood enclosing a copy of a resolution
entitled "A Resolution of the City Council of
the City of Lakewood Urging All Americans
to Resist the Spread of International Communism
Throughout the World by Reaffirming the Spirit
and Principles of the American Revolution".

There was no action requested:
d) Letter dated October 25, 1961 from the City of
Hermosa Beach enclosing a copy of a resolution
entitled "A Resolution of the City Council of
the City of Hermosa.Beach, California, Condemn-
ing' -the Soviet Union for the Resumption of
Nuclear Testing".
No action was requested.
e) Letter dated October 25, 1961 from Los Angeles
County Department of County Engineer Building
and Safety Division enclosing a copy of a new
Ordinance approved by the County where no fees
are charged for any permit for fallout shelters.
f) Letter dated October•30,-1961 from Mr. Glenwood
Ballinger, -20 Portuguese.Bend Road, requesting
the City Council to use every possible effort
to enforce the fire protection ordinances.
After discussion of the immediate fire danger
in the area, it was decided that a special
mailing should be sent to the residents of the
City of Rolling Hills cautioning them against
carelessness which could cause a fire.
The Mayor appointed Councilman O'Flaherty to
compose such a letter.
g) Letter dated November 6, 1961 from Mr. Roger
Granbo, Chairman, "GOOD TURN DAY" BOY SCOUTS
OF AMERICA requesting that the City Council
proclaim Saturday, December 2, 1961, as "GOOD
TURN DAY" in the City of Rolling Hills.
Th'ereaf'ter, it was moved by Councilman Nielsen
and seconded by Couricilman•Horn that Saturday,
December 2, 1961 be proclaimed by the Mayor to
be "GOOD TURN DAY" in the City of Rolling
Hills; the motion was unanimously carried.
Thereupon, the Mayor proclaimed Saturday,
December 2, 1961 as "GOOD.TURN DAY" in the City
of Rolling Hills and ordered the Deputy City
Clerk to post a copy of said proclamation in
the usual public places.
The letter from Mr. Granbo also requested that
the Cub Scouts be granted permission to deliver
"Good Will Bags to residents of the area. The
matter was referred to the Board'of Directors
of the Rolling Hills Community Association for
action.
h) Letter dated November 7, 1961 from Area G Civil
Defense and Disaster Planning Board stating that
the meeting planned for November 15 , 1961 would
be postponed until a later date.

i) Letter dated November 7, 1961 from the Los
Angeles County Board of Supervisors requesting
the City Council's view as to whether or not
an election should be called to determine
the public's reaction to the need for fallout
shelters and suggesting the dates of either
February 6, 1962 or June 5, 1962.
The Deputy City Clerk was instructed to answer
the letter, suggesting the date of June 5, 1962.
j) Letter dated November 10, 1961 from the Los
Angeles County Regional Planning Commission
giving notice that Nortronics, A Division of
Northrup Corp., had applied for a Special
Permit to establish, operate and maintain a
50 -foot diameter heliport in the SR -D Zone
on Crest and Hawthorne Roads in Los Angeles
County, and that a hearing would'be held on
Tuesday, November 21, 1961 and Tuesday,
November 28, 1961 at 9:30 A.M. in the Hall
of Records, Los Angeles.
No action was taken on the letter.
FIRE FLOW TESTS
The matter of Fire Flow Tests was tabled until the
November 27, 1961 meeting at which time Mr. Louis Alexander,
Vice -President of the Southern California Water Co., is
expected to appear before the Council.in connection with the
flow problems.
WATER LINE TO 106B -ROLLING HILLS
Mr. and Mrs. George Scharffenberger, prospective
purchasers of Lot 106B, appeared before the Council with
Mrs. Virginia Kalunian of the Kahlo Realty Co. regarding
their request for a variance from Ordinance No. 31 to
allow the extension of the 3 inch main to.Appaloosa Lane.
After discussion, the Mayor advised Mr. and Mrs.
Scharffenberger that the variance request and area map had
been referred to Mr. Louis Alexander for study and that he
would discuss the matter at.the Council meeting on November
27, 1961.
SWAFFIELD MEMORIAL
The Deputy City Clerk reported that the bronze
plaque for Mr. Roland Swaffield had been received, it was
shown to the Councilmen. After discussion, it was moved by
Councilman Tourtelot, seconded by Councilman Nielsen and
unanimously carried that the unveiling ceremony be held
on Sunday, December 10, 1961 at 12:30 P.M.
The Deputy City Clerk was instructed to place an
order to have the bronze plaque attached to the boulder during
the week of December 4, 1961.

GATE PROPERTIES
Mr. Kinley reported that he had been in contact
with Mr. Goerge Fisher's office -and was told that the
appraisal report of the Gate Properties was in the process
of being dictated.
COTTON AND FRANCISCO AUDIT REPORT
It was moved by Councilman Nielsen, seconded by
Councilman O'Flaherty and unanimously carried that the audit
report prepared by Cotton and Francisco for the fiscal year
1960-61, which was presented to the Council at its last meet-
ing, be accepted and ordered filed.
VEHICLE CODE VIOLATIONS - OCTOBER
The Deputy City Clerk read a report from the Los
Angeles County Sheriff's Department stating that 11 speeding
citations were issued in the City of Rolling Hills by
Deputy H. H. Cass during October, 1961.
OFFICE IMPROVEMENTS
It was moved by Councilman Horn, seconded by
Councilman Nielsen and unanimously carried that the item be
tabled until fur•ther•information is obtained regarding the
purchase of the Gate House Properties.
TAPE RECORDER
Councilman Tourtelot informed the Council of an
available tape recording service, which includes the trans-
cribing, for $5.00 per hour. After discussion, it was
decided to use the service at the Planning Commission meet-
ing on November 21, 1961.
PLANNING COMMISSIONERS' TERMS OF OFFICE EXPIRE NOVEMBER 25, 1961
The Mayor read a letter dated November 6, 1961 from
Mr. Thomas Murphy, submitting his resignation as Chairman of
the Planning Commission effective as of November 6, 1961.
It was moved by Councilman Tourtelot, seconded by
Councilman Nielsen and unanimously carried that the resigna-
tion be accepted with regret and that a letter of apprecia
tion be -forwarded to Mr. Murphy, thanking him for his service
to the City:
After discussion, it was decided that at this time
no appointment would-be made to replace Mr. Murphy.

RE -APPOINTMENT OF PLANNING COMMISSIONERS
MANLEY NATLAND AND ROBERT GRAY
The Mayor stated that the terms of office of
Manley Natland and Robert Gray expire on November 23, 1961.
It was moved by Councilman Horn, seconded by
Councilman O'Flaherty and unanimously carried that Manley
Natland and Robert Gray be re -appointed to serve as members
of the Planning Commission for a four-year term.
PAYMENT, OF CITY BILLS
The Deputy City Clerk presented the register of
bills to be allowed for payment. On motion of Councilman
Horn, seconded by Councilman Nielsen and on roll call vote
by the Deputy City Clerk unanimously carried, Demands 967
through 976 were approved for payment from the General
Fund as follows:

ZONING FOR RESEARCH AND DEVELOPMENT AREA
There was a discussion of the proposed re -zoning
to allow light manufacturing in the Research and Development
Center at Crest and Hawthorne and the degrading, rather
than upgrading, effects it would have on the Peninsula
residential area.
RESOLUTION NO. 131
On motion made by Councilman O'Flaherty, seconded
by Councilman Tourtelot and on roll call vote by the Deputy
City Clerk Resolution No. 131 entitled "Resolution of the
City Council of the City of Rolling Hills Opposing Amendment
of Los Angeles County Zoning Ordinance No. 1494 to Provide
for Light Manufacturing in the SR -D Zone of the Palos Verdes
Peninsula" was unanimously adopted.
Resolution No. 131 is set forth in full in the
Book of Resolutions.
ROLLING HILLS ANNIVERSARY
Councilman Tourtelot reported that at the meeting
of November 1, 1961 the Board of Directors of the Rolling
