8/25/2008E MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA MONDAY, AUGUST 25, 2008 CALL TO ORDER * A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Hill at 7:31 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Councilmembers Present: Councilmembers Lay and Pernell, Mayor Pro Tern Heinsheimer and Mayor Hill. Councilmembers Absent: None. Others Present: Anton Dahlerbruch, City Manager. Mike Jenkins, City Attorney. Nan Huang, Finance Director. Ewa Nikodem, Administrative Assistant. Lt. Greg Ahn, LASD, Lomita Station. Deputy Brandon Epp, LASD, Lomita Station. CONSENT CALENDAR Matters which may be acted upon by the City Council in a single motion. Any Councilmember may request removal of any item from the Consent Calendar causing it to be considered under Council Actions. a. Minutes - Regular Meeting of August 11, 2008. RECOMMENDATION: Approve as presented. b. Payment of Bills. RECOMMENDATION: Approve as presented. C. Financial Statement for the month of July, 2008. RECOMMENDATION: Approve as presented. d. Consideration of a date for the Annual Holiday Open House. RECOMMENDATION: Approve as presented. Mayor Pro Tern Heinsheimer moved that the City Council approve the items on the consent calendar. Councilmember Lay seconded the motion, which carried unanimously. Councilmember Black arrived at 7:38 pm. SPECIAL PRESENTATIONS Special presentation to Inez Foye and Pia Raine 'for service to the City as members of the Wildlife Preservation Committee. Stall was directed to reschedule the recognition of the former members of the Wildlife Preservation Committee to a future meeting. PLANNING COMMISSION ITEMS None. TRAFFIC COMMISSION ITEMS None. Minutes City Council Meeting 08/25/2008 PUBLIC HEARINGS CONSIDERATION OF NUISANCE ABATEMENT AT 9 CHUCKWAGON ROAD (LOT 3-CRB) City Manager Dahlerbruch presented the staff report and provided background regarding the property. He indicated that three emails from residents concerned about the property were received after the agenda packets were prepared. Copies of these three emails were presented to the Council and made available to the public at the meeting. He also presented pictures of the subject property that had been taken earlier in the day. City Manager Dahlerbruch stated that when he inspected the property on August 11, 2008, the doors on the backside of the house were closed, however they had no window coverings and no landscape maintenance appeared to have been completed. He stated that the front door was locked and mini -blinds were installed in the front windows of the house. City Manager Dahlerbruch mentioned that brush clearance was recently completed in front of the house, however he was not sure if it was done by the property owner, by another resident or by the Fire Department. He also mentioned that earlier in the morning he received a call from the property owner's son, who advised of his parent's health condition. He stated that both parents have medical situation and the he and his sister, along with her husband, are in town, and that the family would like the Council to give them more time to assess and address the situation and to take action to correct it. Mayor Hill opened the public hearing and called for testimony. Mr. Allan Delman, 11 Chuckwagon Road, indicated that he had spoken with the subject property owner's son over the weekend. He stated that the son was very receptive but also very concerned with the potential cost for having the property maintained so it does not appear abandoned. Mr. Delman stated that he is very concerned with the appearance of the property, safety and brush in the back of the property, and that he feels that something must be done at least about the potential fire hazard. He reiterated that he thinks that the dried vegetation in the area down in the canyon and in'the back of the property is a significant fire hazard. He stated the he lives next door to the subject property and mentioned that just the night before he had items stolen from his car that was parked in his driveway. In response to Councilmember Pernell, Mr. Delman stated that he has already advised the property owner's son the he would be happy to help and possibly collect quotes for the Perkins, to at least initiate the brush clearance process in the back of the house and down in the canyon. Hearing no further comments Mayor Hill closed the public hearing and called for a motion. Following a brief discussion, Mayor Pro Tem Heinsheimer moved that the City Council approve Resolution No. 1042 as presented. Councilmember Pernell seconded the' motion carried by the following roll call vote: AYES: Councilmembers Black, Lay, Pernell, Mayor Pro Tem Heinsheimer and Mayor Hill. NOES: None. ABSENT: None. ABSTAIN: None. OLD BUSINESS None. NEW BUSINESS None. OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME Dr. Mark Minkes, 44 Chuckwagon Road, commented on an incident at the Eastfield Gate. He stated that he observed a teenager walking out of the City on the non-resident side at 12:15 am without being stopped or questioned by the gate guard. He felt that it is not appropriate to let people walk out at such a late hour without being questioned by the guards. He mentioned Minutes City Council Meeting 08/25/2008 -2- that he had a conversation with the guard afterwards and that the guard advised him that the teenager is a resident of Rolling Hills. Councilmember Pernell stated that the Sheriff's Department encourages residents to report any suspicious activity directly to the Station. Mayor Hill indicated that from now on, the City will publish crime reports that occurred in Rolling Hills in the citywide Newsletter. Deputy Brandon Epp, LASD, Lomita Station, indicated that the detective that is working on the recent grand thefts that occurred on Chuckwagon Road has new leads, and hopefully with the new leads, the thief will be caught. Deputy Epp stated that it is very important that any suspicious activity in the City be reported directly to the Sheriff's Department. It was suggested that maybe residents could program the Lomita Stations phone number on their cell phone or home phone speed dial, so they could automatically reach the Station without the need to search for the phone number when needed. Following discussion, staff was directed to research whether magnets or stickers with Fire and Sheriff emergency phone numbers could be available to residents of Rolling Hills. Mr. Dave Jacobs, 6 Chesterfield Road, shared his concerns in regard to issuing, keeping track and control of trail passes by the RHCA. Mr. Steve Remige, President of the Association for Los Angeles Deputy Sheriff's (ALADS) presented the City Council with a plaque, in appreciation for the City's ongoing support of quality public safety and the dedicated Deputy Sheriffs working in the City of Rolling Hills. MATTERS FROM MEMBERS OF THE CITY COUNCIL SEISMIC ANCHORING OF THE CITY OF ROLLING HILLS' EMERGENCY GENERATOR City Manager Dahlerbruch presented, at the request of Mayor Hill, a staff report and provided background regarding the emergency generator. He stated that two quotes have been received for the engineering and seismic anchoring of the City's emergency generator, the lowest proposed cost is $4,900, the second quote is for $7,900. Discussion ensued following a suggestion by Mayor Hill that the City consider an alternative generator that runs on natural gas. Mayor Hill indicated that he contacted Onan, the manufacturer of the current generator, and was informed that a natural gas generator costs about $24,000. Following discussion Mayor Pro Tem Heinsheimer moved the Council direct staff to complete the seismic anchoring of the City Hall emergency generator. Councilmember Lay seconded the motion. Following further discussion with regard to obtaining more details on the possible replacement generator, Mayor Pro' Tem Heinsheimer withdrew his motion and Councilmember Lay withdrew his second. This item was continued to a future agenda. Staff was directed to further research this subject and to provide a cost comparison for purchasing and installing a replacement generator powered by natural gas instead of diesel fuel. REPORT REGARDING THE PALOS VERDES PENINSULA REGIONAL LAW ENFORCEMENT COMMITTEE MEETING (ORAL) Deputy Epp, LASD, Lomita Station, provided information on the recently purchased Advanced Surveillance and Protection cameras on Sheriff vehicles for the LASD. He explained that the cameras are directly connected to the Sheriff's Department and to a GPS system, and that the cameras take pictures and each picture taken is date and time stamped. Each camera can capture up to 1,000 license plates per minute. The license plate number captured instantly runs through the Sheriff's database in search for stolen vehicles, amber alerts, fugitives, etc. He stated that these cameras could be installed at the three gates to the City. City Manager Dahlerbruch .stated that the Regional Law cities may consider the purchase of one or two vehicles to which the Rolling Hills would pay its proportionate amount. He also stated that the Rolling Hills Community Association discussed cameras for the gates and referred the matter to the City if the City was interested in such installations. Minutes City Council Meeting 08/25/2008 -3- MATTERS FROM STAFF City Manager Dahlerbruch commented on the correspondence from the League of California Cities encouraging elected officials to contact their State Representative to not to support the State's use of local funds to balance the State's budget. City Manager Dahlerbruch provided details about the Rolling Hills community meeting on public safety scheduled for Thursday, September 4, 2008 at 8:00 p.m. at Dapplegray Elementary School in Rolling Hills Estates. City Manager Dahlerbruch provided information relative to recognition of two City employees - Marilyn Kern, Deputy City Clerk and Nan Huang, Finance Director, who are planning to retire at the end of the calendar year. The City Council reconvened in open session at 9:15 p.m. It was reported that the Council discussed personnel matters during closed session, that direction was given to the City Manager and that no reportable action was taken in closed session. ADJOURNMENT Hearing no further business before the City Council, Mayor Hill adjourned the meeting at 9:15 p.m. to an adjourned regular meeting of the City Council, scheduled to be held on Thursday, September 4, 2008 beginning at 8:00 p.m. at Dapplegray Elementary School, 3011 Palos Verdes Drive North, Rolling Hills Estates, California, for the purpose of conducting a community meeting regarding public safety.
