CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Heinsheimer at 7:32 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.
ROLL CALL
Councilmembers Present: Hill, Lay, Mayor Pro Tem Pernell and Mayor Heinsheimer.
Councilmembers Absent: Black.
Others Present: Anton Dahlerbruch, City Manager.

CONSENT CALENDAR
Matters which may be acted upon by the City Council in a single motion. Any Councilmember
may request removal of any item from the Consent Calendar causing it to be considered under
Council Actions.
A. Minutes - Regular Meeting of March 23, 2009.
RECOMMENDATION: Approve as presented.
B. Payment of Bills.
RECOMMENDATION: Approve as presented.
C. Solid Waste / Recycling Subcommittee March 23, 2009 Meeting Notes. .
RECOMMENDATION: Receive and file.
D. Consideration of corrections and updates to the Rolling Hills Employee Handbook and
Personnel Policy Manual.
RECOMMENDATION: Receive and file.
E. Consideration of dates for the Annual Spring Clean-up.
RECOMMENDATION: Approve as presented.
F. Allied Waste Recycling Tonnage Report for February.
RECOMMENDATION: Receive and file.
G. Consideration of a request from the Palos Verdes Woman's Club for a Garden Tour at 45
Saddleback Road on Saturday, May 16, 2009.
RECOMMENDATION: Approve as presented.
H. Consideration of a request from the Palos Verdes Art Center for the Circle Homes Tour
on April 17 and 18, 2009.
RECOMMENDATION: Approve as presented.
Councilmember Hill moved that the City Council approve the items on the consent calendar.
Councilmember Lay seconded the motion, which carried unanimously by those council members in
attendance.

CONDITIONAL USE PERMIT (CUP) TO CONSTRUCT A RECREATION ROOM ON A
PROPERTY DEVELOPED WITH A SINGLE FAMILY RESIDENCE IN ZONING CASE NO.
762, AT 3 POPPY TRAIL ROAD, LOT ( 8 -PT), (JONAS).
Planning Director Schwartz presented the staff report outlining the applicant's request and providing
background regarding the property. She also reviewed the Planning Commission's action relative to
Zoning Case No. 762. She stated that all of the development standards are within the requirements of
the code and no Variances were requested in this case. She further stated that as conditions of approval
any future development must be brought back before the Planning Commission for approval as well as
any changes in grading or changes to the soils and geology reports must also be brought back before the
Planning Commission. She stated that grading proposed is 232 cubic yards of cut and fill. Following
discussion, Mayor Heinsheimer called for a motion.
Mayor Pro Tem Pernell moved that the City Council receive and file Planning Commission Resolution
No. 2009-02. Councilmember Hill seconded the motion, which carried unanimously by those council
members in attendance..

OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME,
Lt. Greg Alm, Los Angeles County Sheriff's Department, Lomita Station, reported that the Sheriff's
Department is offering a "Gifts for Guns" exchange in Lomita on Saturday, April 18, 2008.
City Manager Dahlerbruch introduced Laura Walters, Community Liaison for the Los Angeles County
Fire Department.
MATTERS FROM MEMBERS OF THE CITY COUNCIL,
Mayor Heinsheimer presented the proposed 2009-2010 City Council Committee assignments and stated
that unless there were any objections that the City Council Committee Assignments would continue as
presented. Hearing no objections, Mayor Heinsheimer so ordered.
MATTERS FROM STAFF
CITY COUNCIL REVIEW OF 2008/2009 YEAR-END REVENUE PROJECTIONS.
Interim Finance Director Walker presented the staff report concerning Fiscal Year 2008/2009 year-end
revenue projections He noted that both revenue and expenditures are slightly down and projections are
in line with budget and predicted a small surplus. Following brief discussion, the report was received
and filed.
UPDATE ON SOLID WASTE ORDINANCE CONSTRUCTION AND DEMOLITION
WASTE PROVISIONS (ORAL).
City Manager Dahlerbruch presented an update on implementation of the construction and demolition
waste provisions of the solid waste ordinance. He stated that the City is planning to implement the
construction and demolition provisions on July 1, 2009. No action was taken.

The City Council finds, based on advice from legal counsel, that discussion in open session will
prejudice the position of the local agency in the litigation.

The closed session began at 7:50 p.m.
City Attorney Jenkins reported that the City Council recessed into closed session to discuss existing
litigation, listed on the closed session agenda, Sheen and Jonas v. City of Rolling Hills, et al. He stated
that no reportable actions were taken by the City Council and turned the meeting back over to Mayor
Heinsheimer in open session at 8:03 p.m.
ADJOURNMENT
Hearing no further business before the City Council, Mayor Heinsheimer adjourned the meeting at 8:03
p.m. to the next regular meeting of the City Council scheduled to be held on Monday, April 27, 2009
beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.
