REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA
December 26, 1961
The regular meeting of the City Council of the City
of Rolling Hills was called to order by Mayor Roach at 7:30 P.M.,
Tuesday, December 26, 1961 in the City Hall

and Mayor Roach
Absent: Councilman Horn

Mr. Theodore Robinson, 12 Bowie Road
Mr. Joseph Murphy, 33 Eastfield Drive
APPROVAL OF MINUTES
On motion of Councilman Tourtelot, seconded by
Councilman -Nielsen and unanimously carried, the minutes of
the meeting held December 11, 1961 were approved as written.
CORRESPONDENCE
The Deputy City Clerk read the following:
a) Letter dated December 13, 1961 from Mrs. -.Roland
Swaffield thanking the.Council for the.Memorial
erected in memory of her late husband.
b) Letter dated December 13, 1961 from the City of
Lakewood,_enclosing a Resolution of that City
supporting Federal Leadership in Civil Defense
to the President of the United States.
c) Letter dated December 13, 1961 from the Depart-
ment of County Engineer, County, of, .Los Angeles.,
stating that Building Permit fee exemptions
apply only to structures used exclusively as
emergency fallout shelters, and enclosing a
copy of Los Angeles County Ordinance No. 8091,
revising the County code to waive permit fees or
reduce them as an added incentive in promoting
the shelter program.
d) Letter dated December 22, 1961 from Mr. Theodore
Robinson, 12 Bowie Road, stating that he had
read a copy of the proposed amendment to the
County Zoning Or which would permit
light manufacturing in the Research and Develop-
ment Center at Crest and Hawthorne, and that he
felt that the proposed amendment would not prove
detrimental to the value and stability of the
residential community. The letter further stated
that the local unified school district cannot be
supported on taxes derived from residential areas
alone.

ZONING FOR RESEARCH AND DEVELOPMENT AREA
Mr. Theodore Robinson and Mr. Joseph Murphy
appeared before the Council to discuss the proposed
zone modification which would allow light manufacturing
in the Research and Development Center at Crest and
Hawthorne. Mr. Robinson stated that as a resident of
the area he had no qualms about the proposed zone change,
providing it is adequately controlled. ,
After discussion, the matter was ordered tabled
for further study.
PAYMENT OF CITY BILLS
The Deputy City Clerk presented the register of
bills to be allowed for payment. On motion of Councilman
Tourtelot, seconded by Councilman O'Flaherty and on roll
call vote by the Deputy City Clerk unanimously carried,
Demands 998 through 1000 were approved for payment from
the General Fund as follows:
Demand No. 998 William Kinley $250.00

Demand No. 1000 Committee of Mayors of the
Cities of Los Angeles County 15.00
TOTAL TO BE PAID FROM THE GENERAL FUND $577.70
APPOINTMENT OF MRS. PHYLLIS STOCKDALE
The Mayor reported that Mrs. Phyllis Stockdale
had been appointed to serve as City Manager and City Clerk,
beginning January 2, 1962.
RESOLUTION NO. 133
Thereafter, on motion made by Councilman Nielsen,
seconded by Councilman Toutelot and on roll call vote by the
Deputy City Clerk Resolution No. 133 entitled°"A Resolution
of the City Council of the City of Rolling Hills, California,
Appointing a City Manager and City Clerk and Fixing the
Terms,,of Appointment and Compensation" was unanimously
adopted.
Resolution No. 133 is set forth in full in the
Book of Resolutions.
PURCHASE OF DUPLICATING MACHINE
It was moved by Councilman Tourtelot that the Deputy
City Clerk be authorized to purchase a duplicating machine
at a cost of $100.00. The motion was seconded by Councilman
O'Flaherty and on roll call vote by the Deputy City Clerk
unanimously carried.

PURCHASE OF TWO -WHEEL TRAILER
It was moved by Councilman Tourtelot that the Deputy
City Clerk be authorized to purchase a used two -wheel trailer
at a cost of $95,00, including trailer hitch, for use in
carrying equipment and materials used in repairing and
replacing street signs. The motion was seconded by Councilman
O'Flaherty and on roll call vote by the Deputy City Clerk
unanimously carried.
ADJOURNMENT
There being no further business to come before the
meeting, it was moved by Councilman Tourtelot, seconded by
Councilman O'Flaherty and unanimously carried that the meeting
be adjourned at 8:30 P.M.
