REGULAR MEETING OF THE CITY COUNCIL OF THE
. CITY OF ROLLING HILLS, CALIFORNIA
January 8, 1962
The regular meeting of the City Council of the
City of Rolling Hills was called to order by Mayor Roach
at 7:30 P.M. , Monday, January 8, 1962 in the City Hall.

� APPROVAL OF MINUTES
On motion of Councilman Nielsen, seconded by
Councilman Horn and unanimously carried, the minutes of
the ineeting held December 26, 1961 were approved as written.
CORRESPONDENCE
The City Clerk read the following:
a) Letter dated December 26, 1961 from the City
of Duarte, enclosing copy of their Resolution
opposing Assembly Bill No. 2728, which seeks
to establish multi-purpose districts .
b) Letter dated January 5, 1962 from the City of
Hope requesting permission to solicit funds
` house-to-house on Sunday, June 3, 1962 . The
City Clerk was instructed to answer the letter,
advising them that because of the distance
between houses, door to door solicitation was
not permitted.
c) Undated letter from the Los Angeles County
Regional Planning Commission advising the Council
of hearing on Zoning Case No. 4248 (4) to be held
on Tuesday, January 23, 1962 regarding a request -
for a change ofkzone from R-A-12,000 and R-A-15,000
to R-4 and C-1 for 42.6 acres on the west side
of Hawthorne Blvd. near its junction with Palos
Verdes Drive West.
It was. moved by Councilman Tourtelot, seconded
by Councilman 0'Flaherty and unanimously carried
that the City Attorney write a letter to the �
Regional Plarining Commission stating that the
City Council of the City of Rolling Hills is
opposed to the proposed zone change.

January 8, 1962
Councilman O�Flaherty recommended that the matter
of the City of Rolling Hills being represented by
. counsel at the hearing on January 23, 1962 should
be held for decision at the next meeting.
ZONING FOR RESEARCH AND DEVELOPMENT AREA
. The City Clerk read the following:
a) Letter dated January 4, 1962 from Mr. Theodore G.
Robinson, 12 Bowie Road, submitting information
pertaining to the enforeement of the proposed
zone modification.
� b) Letter dated January 7 , 1962 from Dr. Paul Saffo,
1 Crest Road East, stating his opposition to any
kind of manufacturing anywhere on the Palos Verdes
Peninsula. '
MR. AND MRS . CHARLES KEELER, MRS . EDGAR WORTH and
DR. PAUL SAFFO appeared befor,e the Council and spoke against
� the proposed zone modification which .would allow light man- '
ufacturing in the Research and 19evelopment Center at Crest and "
Hawthorne.
Mr. Kinley reported that the Los Angeles County
Regional Planning Commission would hold a hearing on the .
proposed zone modification on January 17 , 1962 and that he
would appear at the hearing on behalf of the City of Rolling
Hills, if instructed to do so.
After further discussion, the Mayor instructed the
City Clerk to mail to the Regional Planning Commission a copy
of Resolution No. 131 entitled "E1 Resolution of the City
Council of the City of Rolling Hills Opposing Amendment of
Los Angeles County Zoning Ordinance No. 1494 to Provide for
Light Manufacturing in the S .R.D. Zone of the Palos Verdes
Peninsula".
Mr. Kinley reported that the Board of Directors of
, the Rolling Hills Community �issociation had adopted a resolution
opposing the proposed zone modification, a copy of which is to
be sent to the City Council and to the .Los Angeles County �
Regional Planning Commission.
EXPIRATION OF POUND SERVICES AGREEMENT�
The City Clerk read a letter.. dated December 28, 1961
from Mr . Arthur G. Will, County-City Coordinator, stating that
the Pound Services ,Agreement in effect between the County and
the City of Rolling Hills would expire on January 23, 1962, and
may be extended an additional five years by notifying the
County to that effect. . � �
The City Clerk repo'rted that the date of the Pound
, Services Agreement currently in effect was June 21, 1957 for `
a five year "period. After discussion, Mrs . Stockdale was
instructed to advis.e the County-City coordinator that the
current agreement was in effect until June 21, 1962 .

A report � dated January 3, 1962 from Mr. Paul V.
Hennessy was ordered tabled until the next meeting.
Mr. Kinley reported that he had attended a con-
_ ference at the office of the City of Rolling Hills Estates
concerning the formation of a water district, and requested
� the Council's permission to employ special legal cour.sel, if
needed. It was moved by Councilman Nielsen and seconded by
Councilman Tourtelot that Mr . Kinley be authorized to hire
special legal counsel at a cost not to exceed $1,000 .00.
The motion was carried by the following vote:
AYES: Councilmen Horn, Nielsen, 0'Flaherty,
Tourtelot and Mayor Roach

� The City Clerk submitted the 'Traffic Accident

Summary Report for the month of November, 1961. The report
was ordered referred to the Traffic Commission.
INTRODUCTION AND FIRST RE�DING OF ORDINANCE N0. 40
Councilman Tourtelot read in full the title of the
proposed Ordinance No. 40 entitled "An Ordinance of the City •
Council of the City of Rolling Hills Amending the Uniform
Local Sales and Use Tax Ordinance" and moved that the
reading in full of the proposed ordinance be waived.
� The_ motion was seconded by Councilman Nielsen and
carried by �he fqllowing vote:
AYES: Councilmen Horn, Nielsen, 0'Flaherty,
Tourtelot and Mayor Roach

CIVIL DEFENSE , � � � -
Mayor Roach reported that the City of Rolling Hills
will be surveyed for buildings which could be used for Fallout
Shelters .

meeting, it was moved by Councilman Nielsen, seconded by
Councilman Tourtelot and unanimously carried that the meeting
be adjourned at 8: 15 P.M. �
