Council of the City of Rolling Hills was called to order by Mayor Roach at 7: 30 P.M. , Monday, January 22, 1962 in the Cit.y Hall. The City Clerk stated that the minutes of the meeting held January .15,. 1.962 were not available . , PERSONAL APPEARANCES 1. MR. OWEN GOODMAN spoke in opposition to the . " action taken by the City Council at its special meeting .k�eld January 15, - 1962 at which time .the.��Council voted to rescind Resolution: No. 131 entitled "A Resolution of the City Coux�cil of the City of Rolling Hills Opposing Amendment of Los Angeles � County Zoning Ordinance No. 1494 to Provide for `Limited Manufacturing in the S .R.D'. Zone of tlie Palos Verdes Peninsula'' and stated that he would like to see the Council reconsider the action. 2 . MR. JOHN MERRITT stated that he was in agree- ment with the action taken by the Council at its special meeting and that many of his � q � � � January 22, 1962 - neighbors shared his opinion. Mr. Merritt further stated that the citizens of the City of Rolling Hills should sup"port the Council ` ` they elect. 3. MR. CLIFTON HIX stated that he agreed with Mr. Merritt, and did not believe that the zoning amendment would downgrade the prop- erty values in. the City of Rolling Hills, and that if the City could control the easements, the bridle trails could be main- ta ine d. �•-�: 4. MR. ARTHUR CHASE stated that any proposed change of zone should be considered with caution and that he would prefer to see the area remain residential. Mr. Chase further stated that he was definitely opposed to an amendment to the County Zoning Ordinance . which would permit any manufacturing. � • � 5. MR. GLENWOOD BALLINGER stated that in,his � opinion the proposed change of zone would be � detrimental to the area . � � . . . 6. DR. PAUL SAFFO spoke in opposition to the proposed amendment to the Zoning Ordinance . . . 7 . MRS . CLIFTON HIX stated that in her opinion the Council should not retract its action and that the. community would benefit greatly from ownership of the easements, especially those used for bridle trails . 8. MRS . EDGAR WORTH spoke in opposition to the proposed amendment to the Zoning Ordinance . � 9. MR. C . W. RICHARDS agreed that the residents � should stand behind the Council' s action. After discussion, ;Councilman Tourtelot stated that in his opinion the Board�;�; of Supervisors would not approve the change of zone if 75'/0 of the property owners in the area wrote letters of opposition to them and to the Los Angeies County Regional Planning Commission by February 16, 1962, - and recommended that residents of the area write to the Los Angeles County Regional Planning Commission to express approval or disapproval of the amendment. Councilman Nielsen and Mr. David Turner spoke in agreement with Councilman Tourtelot' s recommendation. VALUATION REPORT - MAIN GATE �iOUSE PROPERTY ,Discussion of the Valuation Report dated January 15, 1962 prepared by George Fisher, real estate appraiser employed by the City, was ordered tabled until the next meeting. , 1 � ��p�' January 22�; 1962 AGREEMENT FOR PURCI3ASE OF MAIN GATE HOUSE PROPERTY Councilman Nielsen �recommended that _si�:ce only three Councilmen were present no action should be taken on the Agreement for the Purchase of Main Gate House Property. Iii answer to Councilman Tourtelot 's question, Mr. Kinley stated that immediate action was not required as the agreement was dated January 15, 1962 and could be executed any time . within sixty days of that date . After discussion, Councilman Tourtelot moved that the matter be tabled. The motion was seconded by Councilman . Nielsen and unanimously carried. CORRESPONDENCE The City Clerk read the following: a) Copy of letter dated January 13, 1962 addressed • to the Los Angeles County Regional Planning Commission from W. S . Rule, President of Portuguese Bend Community Association, stating opposition to a change of zone which would permit• ariy form of light manufacturing in the S .R.D. Zone of the Palos Verdes Peninsula. No action was taken on the letter. , b) Letter dated January 19, 1962 from the ' , Metropolitan Water District opposing Assembly Bill No. 2728, which seeks to establish multi- purpose districts .. • The City Clerk reported that the League of California Cities will hold a meeting in ' Sacramento on February 1 and 2 to discuss � Assembly Bill No. 2728. A motion was made by Councilman Tourtelot, seconded by Councilman Nielsen to approve the expenditure of funds to send the City Attorney to Sacramento to attend the above mentioned meeting, if his time permits .. Council of hearing on Zoning Case No. 4255- (4) to be held on Tuesday, February 6, 1962 regard- . ing a request fo:rd �.a change of zone from R-A-7,000 to R-4 for an irregularly shaped 0.3 acre parcel situated on the westerly side of Hawthorne Blvd. beginning 1, 590 feet northerly of its junction with Crest Road and extending north on a frontage of 100 feet with a depth � � of 200 feet in the Palos Verdes Peninsula Zoned District. It was moved by Councilman Tourtelot, seconded by Councilman Nielsen and unanimously carried that the City Attorney write a letter to the ' Regional Planning Commission stating that the City Council of the City of Rolling Hi11s is � opposed to the proposed zone change. SECOND READING OF ORDINANCE N0. 40 Councilman Tourtelot read in full the title of the � proposed Ordinance No. 40 entitled "An Ordinance of the City �; Council of the City of Rolling Hills Amending the Uniform �. Local Sales and Use Tax Ordinance" and moved that the reading � in full of the proposed ordinance be waived-. ZONING CASE N0. 4248- (4) REGIONAL PLANNING COMMISSION HEARING In accordance with the decision made at the January 8, 1962 meeting, the matter of the City of Rolling Hills being represented by counsel at the hearing on January 23, 1962 of Zoning. APPOINTMENT OF PHYLLIS STOCKDALE, CIVIL DEFENSE DIRECTOR The Mayor, with the consent of the Council, appointed Phyllis Stockdale to serve as Director of Civil Defense in the City of Rolling Hills . EXPIRATION OF POUND SERVICES AGREEMENT The City Clerk reported that she had 'been informed by the office of the County-City Coordinator that it was the policy to advise the County by the December of the year preceding the expiration of the five year Pound Services Agreement. � � � On motion of Councilman V. G. Nielsen, seconded by � Councilman Fred Tourtelot, the City Clerk was directed to notify the County of Los Angel'es that the City of Rolling Hills wishes to extend the Agreement for Pound Services entered � into June 21, 1957 between said City and said County for an aciditional five-year period, as provided by section �7 of said Agreement. Mayor Roach � NOES None ABSENT ' Councilman Horn Councilman 0.'Flaherty APPROVAL AND ACCEPTANCE OF BOND FOR CITY CLERK � The official bond of Phyllis Stockdale as City Clerk !� in the amount of $1,000.00 was presented to the Council. � After approval by the City Attorney as to form, and on motion � et � made by Councilman Nielsen, seconded by Councilman .Tourtelot � and unanimously carried, the bond was approved and accepted and ordered filed with the Mayor. � ' _ WATER LINE TO RIDING RING � The City Clerk reported that she had contacted Mr. Nol�lenberger at the Palos Verdes Water Co, to inquire when installation would begin on the 6 inch transite water main and . fire hydrant on Poppy Trail Road opposite the Riding Ring, and that installation would begin in late January or early February, 1962 , , POLICY RE WELFARE SOLICITING IN THE CITY OF ROLLING HILLS It was moved by Councilman Tourtelot that house- _ to-house welfare soliciting should be prohibited in the City of Rolling Hills . The motion was seconded by Councilman . Nielsen and unanimously carried. FLOOD PROJECT N0. 570 The City Clerk reported the final plans for Flood Project No. 570 have been prepared and submitted to the County Flood Control District for processing, but as yet they have not been approved. . INSTALLATION OF SECOND TELEPHONE LINE TO THE CITY HALL The City Manager recommended that a second telephone line be installed in the City Hall because of the increasing number of incoming calls . It was moved by Councilman Tourtelot .. that the second line be installed and that the expenditure of ' $35.00 :for this installati�on plus an additional montlil:y eharge � of $19 .55 be authoriz.ed.
