1/3/2012 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING I�II.,LS, CALIFOItNIA TUESDAY,JANUARY 3, 2012 CALL TO ORDER An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Lay at 8:10 a.m. at 17 Crest Road East,Rolling Hills, California. ROLL CALL Councilmembers Present: Heinsheimer,Hill, Pernell, Mayor Pro Tem Black and Mayor Lay. Councilmembers Absent: None. Others Present: Anton Dahlerbruch, City Manager. ZONING CASE NO. 806 SITE LOCATION: 17 CREST ROAD EAST(LOT 9-FT) ZONING AND SIZE: RA-S-2, 9.64 ACRES (GROSS) APPLICANT: MS. ANN L. JOHNSON ' REPRESENTATIVE: DA1vIEL RISTOW, JERICO DEVELOPMENT 1NC. � PUBLISHED: DECEMBER 1, 2011 AND CONSIDERATION OF: • RESOLUTION NO. 1116. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS GRANTING APPROVAL FOR A SITE PLAN REVIEW FOR GRADING AND CONSTRUCTION OF A NEW RESIDENCE AND ACCESORY STRUCTURES, GRANTING A VARIANCE TO EXCEED THE MAXIMUM PERMITTED GRADING QUANTITIES FOR A SPORTS COURT AND GRANTING CONDITIONAL USE PERMITS TO CONSTRUCT A DETACHED GARAGE AND A SPORTS COURT IN ZONING CASE NO. 806, AT 17 CREST ROAD EAST, (LOT 9-FT), (JOHNSON). PROJECT HAS BEEN DETERMINED TO BE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT(CEQA). Planning Director Schwartz provided background information on the request and pointed out the area of the proposed residerice, detached garage, sports court and outdoor amenities. She described the grading quantities and method, widening of the driveway, construction of walls, motor courts and other structures. She pointed out the proposed covered porch at the existing stable. She stated that a Variance is requested to grade for the sports court, as only 750 cubic yards of total cut and fill are allowed to be graded for a sports court. She further stated that other than the variance the project meets all of the City's development standards, including the presence of a stable and corral. She also stated that according to the applicant's agent, the,Fire Department agreed to allow a 16' paved driveway, clear to the sky, and therefore many of the trees lining the driveway will remain. All present walked around the proposed project and viewed the silhouette of the project and the various delineations. Daniel Ristow explained the staking and the flags. Councilmember Pernell commented on the many trees that will have to be removed to accommodate the Minutes City Council Meeting O1/03/12 -1- proposed construction. In response to Mayor Lay and Councilmember Heinsheimer, Dan Ristow stated that the sports court was originally not planned for, however now that it's been proposed it is desired by the applicant and it solves the requirement that dirt be balanced on site. Mayor Lay asked if the neighbors had any comments. John Mackenbach stated that his original concerns regarding drainage have been alleviated and that he has no objections to the project. There being no further questions or comments, the public hearing was continued to Monday, January 9, 2012. OPEN AGENDA-PUBLIC COMMENT WELCOME None. ADJOURNMENT Hearing no further business before the City Council, Mayor Lay adjourned the meeting at 8:55 a.m. to a regular meeting of the City Council scheduled to be held on Monday, January 9, 2012 beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
