ADJOURNED MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
February 15, 1962
An adjourned meeting'of the City Council of the City
of Rolling Hills was held at 7:30 P.M., Thursday, February 15, 1962
in the City Hall.

On motion of Councilman Tourtelot, seconded by
Councilman O'Flaherty and unanimously carried, the minutes
of the meetings held January 15 and January 22, 1962 were
approved as written.
CORRESPONDENCE
The City Clerk read the following:
a) Letter dated January 22, 1962 from the City of
San Fernando, -enclosing a Resolution of that
City supporting Federal Leadership in Civil
Defense to the President of the United States.
No ac -tion was taken on the letter.
b) Copy of letter dated January 31, 1962 addressed
to the Los Angeles County Regional Planning
Commission from Allan Bullard, 3 Eucalyptus Lane,
stating opposition to a change of zone which
would permit limited manufacturing in the S.R.D.
zone of the Palos Verdes Peninsula. The letter
was received and filed.
c) Copy of letter dated February 8, 1962 from
Carl G. Allen, 23 Portuguese Bend Road, expressing
objection to the proposed amendment of the
S.R.D. zone to permit limited manufacturing on
the Palos Verdes Peninsula. The letter was
received and filed.

d) Letter dated January 18, 1962- from -the Crippled
Children's Society of Los Angeles County, Inc.
requesting 'the City Council of the City of
Rolling Hills to proclaim March 22, 1962, the
opening day of the annual Easter Seal campaign,
as Crippled Children's Day.
It was moved by Councilman Tourtelot and seconded
by Councilman Nielsen that March 22, 1962 be
proclaimed by the Mayor to be Crippled Children's
Day in the City of Rolling Hills; the motion
was unanimously carried.
Thereupon, the Mayor proclaimed March 22, 1962
as Crippled Children's Day in the City of
Rolling Hills and ordered the City Clerk to
post a copy of said proclamation in the usual
public places. -
e) Letter dated February 5, 1962 from the League
of Women Voters of the Palos Verdes Peninsula
stating that they have authored a booklet which
they propose to publish under the title "KNOW
YOUR PENINSULA", and requesting financial
support from the City of Rolling Hills in the
amount of $300.00.
A motion was made by Councilman Nielsen that
the City of Rolling Hills contribute $300.00
towards the cost of publication. The motion
died for lack of a second.
It was then moved by Councilman O'Flaherty
that the matter be tabled until the next
meeting. The motion was seconded by Councilman
Tourtelot and unanimously carried.,
f) Accounting dated February 7, 1962 from Los
Angeles County Department of County Engineer
showing excess of building permit fees collected
over expenses for the period of October I to
December 31, 1961 for the City of Rolling
-Hi-lls,was $518.20, and stating that check would
be forwarded in the near future.
g) Letter dated January 30, 1962 from the State
Board of Equalization regarding Ordinance No. 40
of the City of Rolling Hills. The -Clerk stated
that the Council had at the,last Council meeting
attempted to pass Ordinance No.' 40 amending the
Urfform Local Sales and Use Tax Ordinance, but
that such an ordinance is required by the Revenue
and Taxation Code to be passed by a two-thirds
vote of the Council, and that at the last Council
meeting there were only three Councilmen present
and voting in favor of the Ordinance which
number did not constitute a'two-thirds vote of
the Council. Therefore, it was necessary for
the Council to vote again on the adoption of
Ordinance No. 40.

SECOND READING OF ORDINANCE NO. 40
Thereupon, on motion of Councilman Tourtelot, seconded
by Councilman Nielsen Ordinance No. 40 entitled "An Ordinance
of the City Council of the City of Rolling Hills Amending the
Uniform Local Sales and Use Tax Ordinance" was adopted by the
following vote:
AYES: Councilmen Nielsen, O'Flaherty, Tourtelot and Mayor Roach
NOES: None
ABSENT: Councilman Horn
PERSONAL APPEARANCES
1. MRS. ROBERT McCARTHY appeared on behalf of the
League of Women Voters of the Palos Verdes
Peninsula to present to the Council a copy of
a booklet entitled "CALIFORNIA VOTERS HANDBOOK".
The Mayor accepted the booklet and thanked
Mrs. McCarthy.
2. MRS. EDGAR WORTH appeared before the Council to
ask if the letter had been written by the City
Attorney expressing the City Council's opposition
to the proposed change of zone from R -A-7,000 to
R-4 for an 0.3 acre parcel on Hawthorne at
Crest Road, as directed by the Council at its
meeting held January 22, 1962. Mrs. Worth stated
that she had attended the hearing on said zoning
case, but the letter from the City of Rolling
Hills was not read.. Mr. Kinley stated that the
letter had been mailed from his office on
February 5, 1962.
Mr. Kinley stated that he had contacted Mr. Knutsen
of the Regional Planning Commission and requested
him to furnish data on the proposed re -zoning
cases in the area. Mr. Kinley further stated
that he would submit the data at the next meeting.
MR. AND MRS. DAVID TURNER and MR. B. D. YOUNG stated
that they were attending the meeting as interested residents of
the City.
VALUATION REPORT - MAIN GATE PROPERTY
It was moved by Councilman Nielsen that the City Clerk
be authorized to -pay Mr. George Fisher, real estate appraiser
employed by the City, in the amount of $600.00 as per his
statement for the Valuation Report dated January 14, 1962 of the
Main Gate Property.
The motion was seconded by Councilman Tourtelot and
carried by the following vote:
AYES: Councilmen Nielsen, O'Flaherty, Tourtelot and Mayor Roach
NOES: None
ABSENT: Councilman Horn
The report was received and ordered filed in the City's
records.

AGREEMENT FOR PURCHASE OF MAIN GATE PROPERTY
It -was moved by Councilman Nielsen that the City
Council approve and authorize the execution of the Agreement
for the Purchase of the Main Gate Property dated January 15,
1962. The motion died for lack of a second.
Councilman O'Flaherty suggested that the matter
be held in abeyance; there was no vote.
CONFINEMENT OF DOGS UNDER FOUR MONTHS OF AGE
The City Clerk read a letter dated February 6, 1962
from the State Department of Public Health requesting the
City Council of the City of Rolling Hills to adopt an ordinance
to comply with State of California Health and Safety Code by
requiring confinement of dogs under four months of age.
ADOPTION OF ORDINANCE NO. U-27
Proposed Ordinance No. U-27 entitled "An Ordinance
tl� of the City Council of the City of Rolling Hills Amending
Ordinance No. U-8 Providing fora Poundmaster for the
wLicensing of Dogs and for the Impounding of Dogs and Other
Animals" was read in full by the City Clerk. Thereupon,
it was moved by Councilman Tourtelot that Ordinance No. U-27
be adopted. The motion was seconded -by Councilman O'Flaherty
and carried by the following vote:
AYES: Councilmen Nielsen, O'Flaherty, Tourtelot and Mayor Roach
NOES: None
ABSENT: Councilman Horn
SECOND READING OF ORDINANCE NO. 41
Councilman Tourtelot read in full the title of
the proposed Ordinance No. 41 entitled "An Ordinance of the
City.Council of the City of Rolling Hills, California,
Prohibiting Rodent or Pest Harborage" and moved that the
reading in full,of the proposed ordinance be waived.- The
motion was seconded by Councilman Nielsen.and unanimously
carried.
Thereupon, on motion of Councilman Tourtelot,
seconded by Councilman Nielsen Ordinance No. 41 was adopted
by the following vote:
AYES: Councilmen Nielsen, O'Flaherty, Tourtelot .and.Ma yor Roach
NOES: None
ABSENT: Councilman Horn
ADOPTION OF ORDINANCE NO. U-28
Pro posed Ordinance No. U-28 entitled "An Ordinance
of the City Council of the City of Rolling Hills Amending
Ordinance No. 32 (Subdivision Ordinance) of the City of
Rolling Hills" was read in full by the City Clerk. Thereupon,
it was moved by Councilman Tourtelot that Ordinance No. U-28
be adopted. The motion was seconded by Councilman O'Flaherty
and carried by the following vote:

RESOLUTION NO. 137
Thereafter, on motion made by Councilman Tour-
telot and seconded by Councilman O'Flaherty, Resolution No. 137
entitled "A Resolution of the City Council of the City of Rolling
Hills, California, Fixing and Establishing the Fees to be
Charged for Filing and Processing Tentative Map and for Plan
Checking a Final Map as Required by Sections 4.07 and 10.06 of
Ordinance No. 32 of the City of.Rolling Hills" was adopted by
the following vote:
AYES: Councilmen Nielsen, O'Flaherty, Tourtelot and Mayor Roach
NOES: None
ABSENT: Councilman Horn
PAYMENT OF CITY BILLS
.The City Clerk presented the register of bills
to be allowed for payment. It was moved by Councilman O'Flaherty
that Demands 1029 through 1040 be approved for payment from the
General Fund. The motion was seconded by Councilman Nielsen
and carried by the following vote:
AYES: Councilmen Nielsen, O'Flaherty, Tourtelot and Mayor Roach

SECURED PROPERTY TAX ROLL 1962-63
A motion was made by Councilman Nielsen that the
City Clerk be'instructed to make application to the County
Assessor pursuant to Section 646 et seq. of the Revenue and
Taxation Code for two certified copies of the.portion,of the
secured property roll pertaining to property within its
limits for the year 1962-63. The motion was seconded by
Councilman O'Flaherty and unanimously carried.
ADJOURNMENT
There being no further business to come before
the meeting, it was moved by Councilman Nielsen, seconded
by Councilman O'Flaherty and unanimously carried that the
meeting be adjourned at 8:35 P.M.
