CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pro Tem
Black at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills,
California.

F. Poppy Trail striping and signage plan.

G. Striping and signage for roadway 'horse -crossings on Middleridge Lane for the
Blackwater Canyon trail crossing.

Councilmember Heinsheimer moved that the City Council approve the items on the consent calendar.
Councilmember Hill seconded the motion, which carried without objection.

SCHEDULE A PUBLIC HEARING AND FIELD TRIP CONCERNING AN APPEAL OF A
DECISION OF THE COMMITTEE ON TREES AND VIEWS IN A VIEW IMPAIRMENT
CASE FILED BY MS. OKSANA BIHUN, 49 SADDLEBACK ROAD, AGAINST TREES
LOCATED ON A PROPERTY AT 48 SADDLEBACK ROAD OWNED BY MR. HOWARD
HALL. THE APPEAL WAS FILED BY MR. HALL.
Following discussion, the City Council scheduled the Public Hearing to be held on Monday, February
27, 2012 beginning at 8:30 a.m. to take place at 49 Saddleback Road, Rolling Hills, California. It was
noted that if any Councilmember is unable to make the field trip in the morning, staff would provide a
second opportunity for a visit to the site at 4:00 p.m. on February 27`".
OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Laura Walters, Community Services Representative, Los Angeles County Fire Dept. addressed the City
Council to provide information regarding a pest that is invading oak trees. She stated that the
Goldspotted Oak Borer is invading oak trees in San Diego and is being transported in firewood. She
suggested that residents be cautious when purchasing firewood.
MATTERS FROM MEMBERS OF THE CITY COUNCIL

MATTERS FROM STAFF
UPDATE ON THE POPPY TRAIL LANDSLIDE REMEDIATION PROJECT (ORAL).
City Manager Dahlerbruch provided an update regarding the Poppy Trail landslide remediation project.
He stated that project is progressing and the Project Manager, Andy Lazzaretto will be at the Rolling
Hills Community Association meeting on Thursday. He stated that weather permitting work on the road
will begin on Tuesday and the project should be complete in the next month or so. No action was taken.
MATTERS FROM THE CITY ATTORNEY
CLOSED SESSION
The City Council finds, based on advice from legal counsel, that discussion in open session will
prejudice the position of the local agency in the litigation.
No closed session was held.
ADJOURNMENT
Hearing no further business before the City Council, Mayor Pro Tem Black adjourned the meeting at
7:37 p.m. to an adjourned regular meeting of the City Council scheduled for Monday, February 27, 2012
beginning at 8:30 a.m. for the purpose of conducting a public hearing and field trip to 49 Saddleback
Road. The next regular meeting of the City Council is scheduled to be held on Monday, February 27,
2012 beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road,
Rolling Hills, California.
