2/26/1962MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA February 26, 1962 A regular meeting of the City Council of the City of Rolling Hills was held at 7:30 P.M., Monday, February 26, 1962 in the City Hall. Hamilton and Sergeant Katz of the Lennox Sheriff Station Mrs. Victor.White On motion of Councilman Tourtelot, seconded by Councilman O'Flaherty and unanimously carried, the minutes of the meeting held February 15, 1962 were approved as written. PERSONAL APPEARANCES MRS. VICTOR WHITE appeared before the Council on behalf of the League of Women Voters of the Palos Verdes Peninsula and showed a draft of the booklet entitled "KNOW YOUR PENINSULA" which the League proposes to publish, and requested financial support from the City of Rolling Hills in the amount.of $300.00. A motion was made by Councilman Nielsen that the City Council authorize the expenditure of $300.00 towards the cost of publication. The motion was seconded by Council- man Tourtelot and carried by the following vote: AYES: Councilmen Horn, Nielsen, O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None LIEUTENANT J. N. HAMILTON of the Lennox Station introduced SERGEANT KATZ.and stated that they appeared before the Council to discuss the City of Rolling Hills Statistical Report for the Calendar Year 1961,.dated February 26, 1962, showing the classification and number of cases handled in the City of Rolling Hills by the Lennox Sheriff Station during that period. Lieutenant Hamilton recommended that the City officials encourage citizens to make reports to officers of violations even though the citizens might consider them unimportant. L i 1 February 26, 1962 Councilman Horn recommended that the Manager include a note in the NEWSLETTER urging the residents to report parked automobiles which look suspicious. When asked if a statistical report was made for the calendar year 1960, Lieutenant Hamilton stated such reports are usually made for a fiscal year period, but he would try to get a report for the calendar year 1960 in order to make a comparison of the two years. Councilman O'Flaherty suggested that the matter beheld over until the next meeting. The Mayor, with the approval of the Council, directed the Manager to include the item on the next agenda. CORRESPONDENCE The City Clerk read the following: a) Letter dated February 14, 1962 from the '"q City of Gardena, enclosing a resolution of that City urging the County Board of Super- visors to give consideration to the matter of a county -wide community fallout shelter program. No action was taken on the letter. b) Letter dated February 26, 1962 from the Rolling Hills Community Association stating that since Monday, February 19, 1962 the Association has stationed a guard at the end of Bowie Road adjacent to Lot 12 of Tract 22750 for the protection of residents who might wish to.en.ter the lot to view the damaged home under construction there. The letter further stated that the Sheriff's Department had assisted by.patrolling the area, and that the Association would continue to furnish a guard until instructions were received from the City Council. Thereafter, it was moved by Councilman O'Flaherty that the Association -continue to station a guard at the,end of Bowie Road for the next two weeks, the cost of which should be added to the contract price for the operation of the gates.. - The motion was seconded by Councilman Horn and carried by the following vote: AYES: Councilmen Horn, Nielsen, O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None The Mayor ordered the matter placed on the agenda of the next meeting. February 26, 1962 Lieutenant Hamilton stated that the Sheriff's Department would have a member of the Sheriff's Posse stationed on Bowie Road again on Saturdays and Sundays for the next two weeks, as they had done over the past week -end. c). Sheriff's Department Memorandum dated February 19.1 1962 showing Law Enforcement Cost per Capita for'Contract vs Non -Contract Cities for 1961-62. The report showed the average non -contract city cost per capital to be $15.89; the law enforcement cost -per -capita for the City of Rollirg Hills was $5.994 d) Letter dated February 22, 1962 from the South Bay Daily Breeze requesting the City of Rolling Hills toadvertisein the Progress Edition to be published on June 29, 1962. It was the decision of the Council that no advertising.space would be purchased in the .Progress Edition by the City of Rolling Hills. e) Letter dated February 26, 1962 from the Rolling Hills Community Association stating that in - view of the increased interest in subdivisions in the City of Rolling Hills, the Board requests that the City Council review its compaction regulations. Mr. Kinley reported that he had called the County Engineer's office and was told that such a study is being made by the City of Los Angeles as a result of the Bel -Air disaster. Mr. Kinley stated that he would get the data and make a report at the next meeting. RESOLUTION NO. 138 On motion made by Councilman Horn and seconded by Councilman Tourtel6t, Resolution No. 138 entitled "A Resolution of the City Council of the City of Rolling Hills, California, Amending Resolution No. 135, Entitled 'A Resolution of the City Council of the City of Rolling Hills, California, Ordering, Calling,and Providing for the General Municipal Election to be Held on the 10th day of April, 1962"' was adopted by the following vote: AYES: Councilmen Horn Nielsen, O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None Resolution No, 138 is set forth in full in .the Book of Resolutions. February 26, 1962 INCREASED.COST OF BUILDING PERMITS The Manager read a letter dated February 1, 1962 from the Los Angeles County Engineer stating that due to the increased cost of inspections, the County of Los Angeles adopted ordinances on January 16, 1962 increasing the fees for Building, Electrical and Plumbing Permits, and requesting that the City of Rolling Hills consider similar amendments to the Building, Electrical and Plumbing Ordinances in order to agree with those of the County.- The letter further stated that the increase in fees would be about 20%. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 42 Councilman Tourtelot read in full the title of the proposed Ordinance No. 42 entitled "An Ordinance of the City of Rolling Hills, Amending Ordinance No. 9 Entitled 'An Ordinance of the City of Rolling Hills, Amending Ordinance No. 6,. Building Code"' and moved that the reading in full of the proposed ordinance be waived. 1r The motion was seconded by Councilman Horn and carried by the following vote: AYES:. Councilmen Horn, Nielsen,'O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None INTRODUCTION AND FIRST READING OF ORDINANCE NO. 43 . Councilman Tourtelot read in full the title of the proposed Ordinance No. 43 entitled "An Ordinance of the City of Rolling Hills,,Amending Ordinance No. 12 Entitled 'An Ordinance Amending Ordinance No. 6 of the City of Rolling Hills with Respect to Excavations and Gradings"' and moved that the reading in full of the proposed ordinance be waived. The motion was seconded by Councilman Nielsen and carried by the following vote: AYES: Councilmen Horn, Nielsen, O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None INTRODUCTION AND FIRST READING OF ORDINANCE NO. 44 Councilman Horn read in full the title of .the proposed Ordinance No. 44 entitled "An Ordinance of the City of Rolling Hills, Amending Ordinance No. 10 Entitled 'An Ordinance of the City of Rolling Hills, Amending Ordinance No. 5, Electrical Code"' and moved that the reading in full of the proposed ordinance be waived. February 26, 1962 The motion was seconded by°Councilman Nielsen and carried by the following vote.- AYES: ote: AYES: Councilmen Horn, Nidsen, O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None AGREEMENT FOR PURCHASE OF MAIN GATE PROPERTY A motion was made by Councilman Tourtelot that a special meeting of the City Council be held on Monday, March 5, 1962 in order to have more time to consider the purchase of the Main Gate Property. The motion was seconded .by Councilman O'Flaherty and lost by the following vote: AYES: Councilmen O'Flaherty and Tourtelot NOES: Councilmen Horn, Nielsen and Mayor Roach ABSENT: None Thereafter, it was moved by Councilman Horn that the City Council of the City of Rolling Hills approve and authorize the execution of the Agreement for the Purchase of the Main Gate Property dated January 15, 1962 and authorize the expenditure of funds to make the purchase. The motion was seconded by Councilman Nielsen and carriedoby the following vote: AYES: lCouncilmen Horn, Nielsen and Mayor Roach NOES: Councilmen O'Flaherty and Tourtelot ABSENT: None ZONING CASE NO. 4255-(4) As requested at the February 15, 1962 meeting of the City Council, Mr. Kinley submitted data on Zoning Case No. 4255-(4) regarding a request for a change of zone from R -A-7,000 to R-4 for an irregularly shaped 0.3 acre parcel situated on the westerly side of Hawthorne Blvd. beginning 1,590 feet northerly of its junction with Crest Road and extending north on a frontage of 100 feet with a depth of 200 feet in the Palos Verdes Peninsula Zoned District. A copy of an area map was also submitted which showed that the property is on a ridge and is bordered northerly and southerly by, natural drainage courses, thereby establishing a natural boundary between the R-4 and k -A-7,000 zones. The report was received and ordered filed. 1 1 1 February 26, 1962 PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Tourtelot that Demands 1041 through 1046 be approved for payment from the General Fund. The motion was seconded by Councilman Horn and carried by the following vote: AYES: Councilmen Horn, Nielsen, O'Flaherty, Tourtelot and Mayor Roach NOES: None ABSENT: None The demands approved for payment are as follows: Demand No. 1041 Palos Verdes Water Co. $ 9.50 Demand No. 1042 L.
