5/23/2012MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA MONDAY, MAY 2 3� 2012 CALL TO ORDER An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Black at 4:30 p.m. in the filed at the corner of Johns Canyon Road and Chestnut Lane, Rolling Hills, California. ROLL CALL Councilmembers Present: Lay, Pernell, Mayor Pro Tem Hill and Mayor Black. Councilmembers Absent: Heinsheimer (recused). Others Present: Anton Dahlerbruch, City Manager. Yolanta Schwartz, Planning Director. Mr. and Mrs. Bill Wingerning, neighbors. APPLICATION FOR SEWER LINE EXTENSION: CONSIDERATION OF A PROPOSED SANITARY SEWER LINE ALONG CHESTNUT LANE Field Trip to the following site: Consideration of a proposed Sanitary Sewer Line along Chestnut Lane. Applicants: Mr. Richard Colyear and Mrs. Regina Cole. City Manager Dahlerbruch provided background information on the request and pointed out the existing manhole at the corner of Chestnut and Johns Canyon and the direction of the proposed sewer line extension along Chestnut Lane. He explained the study that was done in 2009 and the several options the study describes for sewer extension to serve different properties in the neighborhood. He stated that there is correspondence from the County Sewer Division, which indicates that in order to promote orderly development of the area, the County will not permit 2 Johns Canyon Road to be connected across another property to a sewer line along Chestnut Lane, because the parcel has a frontage along Johns Canyon Road. Planning Director Schwartz provided the memo to all present, as well as additional correspondence and reply from Mr. Colyear. In response to Councilmember Lay regarding the mechanisms for forming a sewer district, City Manager Dahlerbruch explained that there are several options to accomplish the construction of sewer line. Councilmember Lay requested that staff contact the Sanitation District to inquire if, in their experience, they have come across other mechanisms for development of sewer lines that serve larger areas and how much it costs property owners annually for maintenance. He also inquired if there is information on the cost of construction of a lateral line from the property to the mainline. City Manager Dahlerbruch stated that all the adjacent property owners and the applicants were informed of this meeting. Mayor Black asked for public comments and Mr. Wingerning stated that allowing for piece meal development of sewer line diminishes the possibility of majority neighbors' participation. Mrs. Wingerning stated that they have functional septic system and would not consider a sewer line, unless it is economically feasible. Mayor Black stated that the Council should continue the conversation to the next meeting, when the applicants are present There being no further questions or comments, Council members continued the meeting. ADJOURNMENT Minutes City Council Meeting 05/23/12 -I- Hearing no further business before the City Council, Mayor Black adjourned the meeting at 4:55 p.m., to a regular meeting of the City Council scheduled to be held on Monday, June 11, 2012 beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
