CALL TO ORDER
A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Black at
7:32 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling Hills, California.
ROLL CALL
Councilmembers Present: Heinsheimer, Mayor Pro Tem Hill and Mayor Black.
Councilmembers Absent: Lay and Pernell.
Others Present: Anton Dahlerbruch, City Manager.
Mike Jenkins, City Attorney.
Yolanta Schwartz, Planning Director.
Heidi Luce, Deputy City Clerk.

CONSENT CALENDAR
A. Payment of Bills.
RECOMMENDATION: Approve as presented.
B. Review of the Planning Commissioner and Traffic Commissioner appointment schedule
for terms expiring in January 2013.
RECOMMENDATION: Receive and file.
C. County of Los Angeles Department of Agricultural Commissioner/Weights and Measures
FY 2012/13 Agreement for pest control services.
RECOMMENDATION: Approve as presented.
Councilmember Heinsheimer moved that the City Council approve the items on the consent calendar.
Mayor Pro Tem Hill seconded the motion, which carried without objection.
COMMISSION ITEMS
A. RESOLUTION NO. 2012-16 - A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF ROLLING HILLS GRANTING A VARIANCE TO CONSTRUCT A
BARBEQUE, A PORTION OF WHICH WOULD ENCROACH INTO THE SIDE
YARD SETBACK AT 8 MAVERICK LANE, IN ZONING CASE NO. 826, ON A
PROPERTY WITH A CONDITION THAT ANY FURTHER DEVELOPMENT
REQUIRES PLANNING COMMISSION APPROVAL. LOT 26 -A -SK, ROLLING
HILLS, CA., (KARPF). PROJECT HAS BEEN DETERMINED TO BE EXEMPT
FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).
Planning Director Schwartz reviewed the applicant's request and Planning Commission's action in
Zoning Case No. 826 at 8 Maverick Lane. She stated that the applicant is requesting a Variance to
construct a 43 sq. ft. barbeque of which approximately 3011q. ft. would encroach into the side yard
setback and the Planning Commission approved the request on a 5-0 vote. Following brief discussion,
Councilmember Heinsheimer moved that to City Council receive and file Planning Commission
Resolution No. 2012-16 granting approval sof the applicant's request A Zoning Case No. 826 at 8
Maverick Lane. Mayor Pro Tem Hill seconded the motion which carried without objection.

OPEN AGENDA - APPROXIMATELY 8:00 P.M. - PUBLIC COMMENT WELCOME
Spencer Karpf, 14 Caballeros Road addressed the City Council to ask for clarification in regard to the
City's interpretation of the City's lighting ordinance; specifically related to the phrase "temporary
lighting for special occasions." Mayor Black reviewed the history of the Dark Sky Initiative and the
City's adoption of the current ordinance. City Attorney Jenkins reviewed the intent of the term
"temporary lighting" and equated it to being similar to Christmas or other holiday lights. Mr. Karpf
clarified that his intent was to gain understanding as to what is considered allowable outdoor lighting,
specifically related to up lighting. City Attorney Jenkins responded that landscape up lighting is not
permitted and subject to enforcement under the City's ordinance.

SCHEDULING OF UPCOMING MEETINGS.
Following staff's comments and brief discussion, the City Council directed staff to proceed with the
meetings as currently scheduled with no adjourned or special meetings.

The City Council finds, based on advice from legal counsel, that discussion in open session will
prejudice the position of the local agency in the litigation.

Hearing no further business before the City Council, Mayor Black adjourned the meeting at 7:58 p.m.

beginning at 7:30 p.m. in the City Council Chambers at City Hall, 2 Portuguese Bend Road, Rolling
Hills, California.
