CALL TO ORDER
An adjourned regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor
Black at 7:30 p.m. in the City Council Chamber at City Hall, 2 Portuguese Bend Road, Rolling Hills,
California.
ROLL CALL
Councilmembers Present: Heinsheimer, Lay, Pernell, Mayor Pro Tem Hill and Mayor Black.
Councilmembers Absent: None.
Others Present: Anton Dahlerbruch, City Manager/City Clerk.
Yolanta Schwartz, Planning Director.
Bea Dieringer, Councilmember-Elect
Jeff Pieper, Councilmember-Elect.
Heidi Luce, Deputy City Clerk.
Judith Hassoldt, 10 Pine Tree Lane
CONSENT CALENDAR
None.
RECOGNITION OF RETIRING COUNCILMEMBERS
Councilmember Heinsheimer and Councilmember Pernell were recognized and commended by Mayor
Black, Mayor Pro Tem Hill and Councilmember Lay, and were presented with a "Golden Gavel" in
recognition of their 79 combined years of service to the community. Mayor Black also presented
Councilmember Heinsheimer and Councilmember Pernell with a Commendation from Los Angeles County
Supervisor Don Knabe in recognition of their dedicated service to the community. Councilmember
Heinsheimer's grandson, Max, read the Commendation from Supervisor Knabe.
Councilmember Pernell thanked the other Councilmembers for their support and friendship during his time
on the City Council.
Councilmember Heinsheimer thanked the other Councilmembers for their leadership and support during the
time he served on the City Council.
DECLARATION OF MARCH 5, 2013 GENERAL MUNICIPAL ELECTION RESULTS
RESOLUTION NO. 1140 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS, CALIFORNIA RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD ON MARCH 5, 2013 DECLARING THE RESULT AND SUCH OTHER
MATTERS AS PROVIDED BY LAW.
Mayor Black introduced the item and asked for staff s comments. City Clerk Dahlerbruch presented the
election results for the City of Rolling Hills General Municipal Election held on March 5, 2013 at which Bea
Dieringer and Jeff Pieper received the highest number of votes; and at which Measure A failed and Measure
B passed.
Mayor Black called for public comment. Hearing none, he called for a motion.
Councilmember Heinsheimer moved that the City Council adopt Resolution No. 1140 declaring the results of
the Municipal Election held in the City of Rolling Hills on March 5, 2013. Councilmember Pernell seconded
the motion which carried by the following roll call vote:

Councilmembers Heinsheimer, Lay, Pernell, Hill and Mayor Black.
NOES:
None.

ADMINISTRATION OF OATH OF OFFICE & PRESENTATION OF CERTIFICATES OF
ELECTION TO CITY COUNCIL MEMBERS ELECT
City Clerk Dahlerbruch presented the Certificate of Election and administered the Oath of Office to the
newly elected Councilmembers Bea Dieringer and Jeff Pieper. Councilmembers Dieringer and Pieper took a
seat at the dais.
COMMENTS FROM NEW COUNCIL MEMBERS
Councilmember Dieringer addressed those present thanking her husband Mike and several others that
supported her during her candidacy including: Steve Cooley; Marcia Schoettle; Richard Colyear; Lynn Gill;
Norm and Carole LaCaze; Bob and Linda Cigliano; Jan Janura and Carol Anderson; Bill and Judy Hassoldt
and Spencer Karpf. She also thanked and congratulated Councilmembers Heinsheimer and Pernell for their
service to the Community. She further commented that she is excited for this opportunity and it is an honor
and privilege to serve the community and she will strive to serve to the best of her ability, fairly and equally,
considering the views of everyone and respecting everyone in the process.
Councilmember Pieper addressed the audience thanking the community for their support and commending
the community for achieving 53% voter turnout in this election. He commented that his objective is to
maintain what the City has so that when looking back it is still the place everyone loves and wants to be.
CITY COUNCIL REORGANIZATION
Mayor Black nominated Mayor Pro Tem Hill to serve as Mayor for the 2013-2014 term. Councilmember
Lay seconded the nomination, which carried without objection. Mayor Hill then nominated Councilmember
Lay to serve as Mayor Pro Tem for the 2013-2014 term. Councilmember Dieringer seconded the motion
which carried without objection.
PRESENTATION TO MAYOR JAMES BLACK, M.D. IN RECOGNITION OF SERVICE DURING
HIS 2012-2013 TERM AS MAYOR
Mayor Hill recognized the outgoing Mayor for his contributions to the City over the past year and presented
him with a plaque in recognition of his service as Mayor during the 2012-2013 term.
COMMENTS FROM 2013-2014 MAYOR
Mayor Hill stated that it is his pleasure to serve the community and he looks forward to working with the
City Council and staff over the next year.
OPEN AGENDA - PUBLIC COMMENT WELCOME
None.
ADJOURNMENT TO RECEPTION
Hearing no further business before the City Council, Mayor Hill adjourned the meeting at 8:02 p.m. in honor
of Councilmember Heinsheimer and Councilmember Pernell recognizing their service and commitment to
the City of Rolling Hills. The next regular meeting of the City Council is scheduled to be held on Monday,
April 8, 2013.
