MINUTES OF THE
REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
March 12, 1962
A regular meeting of the City Council of the City
of Rolling Hills was held at 7:30 P.M., Monday, March 12, 1962
in the City Hall.

On motion of Councilman Nielsen, seconded by Council-
man O'Flaherty and unanimously carried', the minutes of the
meeting held February 26, 1962 were approved as written.
SHERIFF REPORT
LIEUTENANT J. N. HAMILTON of the Lennox Station
introduced SERGEANT WATTERSON and stated that they appeared
before the Council, as requested at the February 26, 1962
Council meeting, to give a Statistical Report on the cases
handled in the City of Rolling Hills by the Lennox Sheriff
Station during the fiscal years of 1959-60 and 1960-61. The
report was accepted and ordered filed.
In a discussion which followed, Lieutenant Hamilton
was asked to give an opinion, prior to the preparation of the
City's budget, on what the Council should budget for law
enforcement for the fiscal year 1962-63. Lieutenant Hamilton
stated that he would make a recommendation at that time.
PROPOSED SUBDIVISION NO. 6 TENTATIVE MAP - TRACT NO. 27124
(CLIFTON A. HIX, OWNER)
MR. EDWARD PEARSON, registered civil engineer
No. 9783, appeared before the Council on behalf of
Clifton A. Hix concerning the above entitled matter and
stated to the Council that the Tentative Map -Tract No. 27124
filed with the City represented the proposed subdivision.

The City Clerk read a letter dated March 12, 1962
from= t°he- °Planning' -Commission of the City of Rolling Hills
recommending to the City Council that Subdivision No. 6, as
set forth on Tentative Map -Tract No. 27124, be approved subject
to the conditions set forth in that certain letter dated
February 20., 1962 from the Los Angeles County Subdivision
Committee, excepting Item -No. 2 -which should be corrected to
read "gross area" instead of "net area" and to delete Item
No. 14 from said letter in re street trees; and in accordance
with Tentative Map -Tract No. 27124, which map is marked
Exhibit B and made a part of Subdivision File No. 6.
The City Clerk then read a letter from Mr. Hix dated
February 7, 1962 addressed to the City Council, and thereafter,
the letter was -received and ordered filed.
Mr. Pearson stated to the Council that he had met all
the requirements and -conditions of the letter dated February 20,
1962 from the Los -Angeles County Subdivision Committee and that
'he would provide a geological report as requested by the County
Subdivision Committee.
There followed a general discussion concerning the
proposed subdivision by all the Councilmen.
Thereafter, Councilman O'Flaherty made a motion to
approve Subdivision No. 6 as set forth on Tentative Map -Tract
No. 27124, subject to the conditions and recommendations set
forth in the.letter of February 20, 1962 from the Los Angeles
County Subdivision Committee. The motion was seconded by
Councilman Nielsen and unanimously carried.
GUARD STATIONED ON BOWIE ROAD
As directed at the February 26, 1962 Council meeting,
the City Clerk reported that a guard had been stationed at the
driveway entrance to the Arthur Pinner property, Lot 12-
Chesterfield Ranchos -A, the cost of -which was being added to
the cost of:the operation of the gates.
She then reada letter dated March 12, 1962 from
the Board of Directors of the Rolling Hills Community Association,
stating that at the March 7, 1962 meeting the Board considered
the matter of the damaged house under construction at the end
of Bowie Road and the stationing of a guard there to protect
residents of the area and others from possible injury. The
letter further stated that the Board recommended to the _.._
City Council that a guard be posted at the driveway entrance of
the subject property from 3 P.M. until dusk Monday through
Friday, and during the daylight hours on Saturdays and Sundays.
Thereafter, a motion was made by Councilman O'Flaherty
that the Guard be stationed as recommended by the Association
Board from 3 P.M. until dusk Monday through Friday, and during
the daylight hours on Saturdays and Sundays, and -that in the
event of heavy rains the City Manager should have the authority
to change the schedule. The motion was seconded by Councilman
Nielsen and unanimously carried.

CORRESPONDENCE
The City Clerk called the attention of the Council-
men to copies of a letter dated February 24, 1962 from
Richard.A. Friend, 4 Eucalyptus Lane, expressing opposition
to the order of the Community Association, prohibiting the
press from entering the area and taking photographs of
the Pinner property on Bowie Road. The letter was received
and ordered filed.
SECOND READING OF ORDINANCE NO. 42
Councilman O'Flaherty read in full the title of
the proposed Ordinance No. 42 entitled "An Ordinance of the
City of Rolling Hills, Amending Ordinance No. 9 Entitled
'An Ordinance of the City of Rolling Hills, Amending Ordinance
No. 6, the Building Code"' and moved that the reading in full
of the proposed ordinance be waived. The motion was seconded
by Councilman Nielsen and unanimously carried.
Thereupon, on motion of Councilman O'Flaherty,
seconded by Councilman Nielsen, Ordinance No. 42 was adopted

SECOND READING OF ORDINANCE NO. 43
Councilman Nielsen read in full the title 'of the
proposed Ordinance No. 43 entitled "An Ordinance of the City
of Rolling Hills, Amending Ordinance No. 12 Entitled 'An
Ordinance Amending Ordinance No.6 of the City of Rolling Hills
with Respect to Excavations and Gradings"' and moved that the
reading in full of the proposed ordinance be waived. The
motion was seconded by Councilman O'Flaherty and unanimously
carried.
Thereupon, on motion of Councilman Nielsen, seconded
by Councilman O'Flaherty, Ordinance No. 43 was adopted by the
following vote:
AYES: Councilmen Nielsen, O'Flaherty and Mayor Roach

Councilman O'Flaherty read in full the title of the
proposed Ordinance No,. 44 entitled "An Ordinance of the City
of Rolling Hills, Amending Ordinance No. 10 Entitled 'An
Ordinance of the City of Rolling Hills, Amending Ordinance
No. 5, the Electrical Code"' and moved that the reading in
full of the proposed ordinance be waived. The motion was
seconded by Councilman Nielsen and unanimously carried.
Thereupon, on motion�of.C.ouncilman O'Flaherty,
seconded by Councilman Nielsen, Ordinance No. 44 was adopted
by the following vote:

INTRODUCTION AND FIRST READING OF ORDINANCE NO. 45
Councilman Nielsen read in full the title of the
proposed Ordinance No. 45 entitled "An Ordinance of the City..
of Rolling Hills, California, Amending Ordinance No. 7
Entitled 'An Ordinance Adopting a Plumbing Code to Regulate
Sanitary Plumbing and Drainage Systems, House .Sewers, Private
Sewage. Disposal Systems in the City of Rolling Hills, California"'
and moved that the reading in full of the proposed ordinance be
waived.
The motion was seconded by Councilman O'Flaherty and
carried by the following vote:
AYES: Councilmen Nielsen, O'Flaherty and Mayor;4Roach
NOES: None
ABSENT: Councilmen Horn and Tourtelot
COMPACTION REGULATIONS
Mr. Kinley reported that,he had spoken to Mr. R. M. Moller,
District Engineer of the County Engineer's office in Lomita, who
advised him that an extensive study is being made by both the
County of Los Angeles and the City of Los Angeles Building Depts.
regarding grading and drainage, and that any recommendations or
changes in the existing County ordinances in relation to grading
and compaction, would be made in the form of a report later in i
the year, a copy of which would be sent to the City of Rolling Hills.
Thereafter, the Mayor ordered the matter tabled and
directed the City Clerk to include the matter on -the agenda at
the first meeting of the new City Council in April.
CITY TREASURER'S REPORT
The report of the City Treasurer was submitted for the
month of November, 1961, which stated that as of November 30, 1961
the balance in the General Fund was $26,556.35, including $24,848.75
in U. S. Treasury Bills; and in the In Lieu Fund the balance was
$14,172.16, including $12,000.00 face value U. S. Treasury Bills.
On motion made by Councilman O'Flaherty, seconded by Councilman
Nielsen and unanimously carried, the report was acdepted and ordered filed.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills
to be allowed for payment. It was moved by Councilman
Nielsen that Demands 1047.through 1060 be approved for.
payment from the General Fund. The motion was seconded
by Councilman O'Flaherty and carried by the following vote:

TRAFFIC ACCIDENT SUMMARY - JANUARY 1962
The City Clerk submitted the Traffic Accident
Summary Report for the month of January, 1962. The report
was ordered referred to the Traffic Commission.
BRIDLE TRAIL REPAIRS
The Councilmen reported several trails which are
hazardous and in need of repair. Thereafter, it was moved
by Councilman Nielsen that the Manager be authorized to
spend a sum not to exceed $500.00 for the repair of the
trails. The motion was seconded by Councilman O'Flaherty
and carried by the following vote:
AYES: Councilmen Nielsen, O'Flaherty and Mayor Roach
NOES: None
ABSENT: Councilmen Horn and Tourtelot
TREE PROBLEM
The Manager reported a complaint about a eucalyptus
tree on Eastfield Drive which is about to fall over. The
Mayor directed that the matter be referred to the Traffic
Commission.

There being no further business tocome before the
meeting, it was moved by Councilman,Nie_,lsen,. seconded by
Councilman WFlaherty and unanimously carried that the meeting
be adjourned at 8:15 P..,M.
