RESOLUTION NO. 13
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS, CALIFORNIA, AUTHORIZING EXECUTION OF AN AGREE
MENT WITH THE COUNTY OF LOS ANGELES.FOR ENFORCEMENT BY
THE SHERIFF OF THE COUNTY OF LOS ANGELES OF CI'T'Y ORDIN-
ANCES OF THE CITY OF ROLLING HILLS.
WHEREAS, the obligation of the County of Los
Angeles to provide police protection within the City
of Rolling Hills through June 30, 1957, without cost
to the City.of Rolling Hills relates only to the en-
forcement of laws of the State of California; and
WHEREAS, this Council intends from time to time,
to adopt ordinances providing criminal penalties, for
their violation; and
WHEREAS, this Council desires to provide for the
enforcement of such ordinances; and
WHEREAS, the County of Los Angeles has submitted
tt: to this Council a form of agreement under which it
will undertake to enforce City ordinances of the City
of Rolling Hills until June 30, 1957, for the considera-
tion in said form of agreement stated; and
WHEREAS, the Council of the City of Rolling Hills
desires to enter into an agreement°in the form submitted;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and
the City Clerk of the City of Rolling Hills, be and
they are hereby authorized, empowered and directed,
for and on behalf of the City of Rolling Hills, to
enter into an agreement in the form submitted to this
Council with the County of Los Angeles for the enforce -
went of City ordinances of the City of Rolling Hills;
THAT the Mayor shall sign this resolution and the
City Clerk shall attest and certify to the passage and
adoption thereof and that there shall be attached to
the permanent file copy of this resolution a copy of
the form of agreement above referred to.
The City Clerk is directed to forward a certified
copy of this resolution to the Clerk of the Board of
Supervisors.

AGREEMENT -- ENFORCEMENT OF CITY ORDINANCES,
CITY OF ROLLING HILLS
THIS AGREEMENT, made and entered into this 2,4th day of
January 1957, by and between the COUNTY OF LOS ANGELES, here-
inafter refsrred to as "County', and the CITY OF ROLLING HILLS,
hereinafter referred to as "City",
WITNESSETH:
WHEREAS, City was incorporated on January 24, 1957, and
has requested that the Sheriff of the County of Los Angeles
continue to provide law enforcement services in the enforce-
ment of state laws within the area of the City until June
309 1957', and
11HEREAS, City is desirous of contracting,with the County
for the enforcement by the Sheriff of City police ordinances
within the area of the -City until June 30,,1957, and
WHEREAS 'such contracts are authorized and provided for
by Section 542 of the Charter of the County of Los Angeles
and Article I. Chapter 1, Part 24 Division 1, Title 5 of
the Government Code.
NOW THEREFORE, it is agreed as follows:
1. The County agrees, through the Sheriff of the
County of Los Angeles, to enforce City police ordinances
within the corporate limits of City to the extent and in
the manner hereinafter set forth.
The City police ordinances which are to be enforced
shall be -the same type or nature as the ordinances of the
County enforced by the Sheriff within the unincorporated
area of the. County.
The enforcement of such municipal police ordinances
shall be enforced l -n connection with and as an incident
to the performance of the 'Sheriff ' s law enforcement func-
tions within the area of the City.
The level of enforcement services shall be that same
basic level of service that is and shall be hereafter,,-dur-
ing
ereafter,-dur-
ing the term of>this agreement, provided for the unincor-
porated area of the County by said Sheriff.
'The rendition of such service, the standards of per-
formance, the -discipline of officers, and other matters
incident'to the performance of such services and the con-
trol of personnel so employed, shall remain in the County.
In event of dispute between the parties as to the extent
of the. duties .and functions to be rendered hereunder, or
.
the level or manner of performance of such service, the
determination thereof made by.the Sheriff of the County
shall be final and conclusive as between the parties hereto.
Services performed hereunder shall not include traffic
enforcement or the supplying of crossing guards. It is
understood that the Sheriff may, in his discretion, enforce
traffic laws only where violations thereof occur in his
presence, and that there shall be imposed no duty on the
Sheriff hereunder to affirmatively,seek out such violators.
2. To facilitate the performance of said functions,
it is hereby agreed -that the County shall have"full
cooperation and assistance from the City, its officers,
agents and employees.
3. • For the purpose of performing said functions,
County shall furnish and supply all necessary labor,
supervision, equipment, communication facilities,and
supplies necessary to maintain the level of service
to be rendered hereunder.
Notwithstanding anything hereinbefore contained, it
is agreed that in all instances where special supplies,
stationery, notices, forms, and the like must be issued
In the name of said City, the same shall be supplied by
said City at its own cost and expense.
4. All persons employed in the performance of ,such
services and functions for said City shall be County em-
ployees, and no City employee as such shall be taken over
by said County, and no person employed hereunder shall
have,any City pension, civil service, or any status or
right.

For the purpose of performing such services and
functions, and for the purpose of giving official status
to the performance thereof, every County officer and
employee engaged in performing any such service and
function shall be deemed to be an officer or employee
of said City while performing service for said City,
while service is within the scope of this agreement and
is a municipal function,
5. City shall not be called upon to
assume any
liability for the direct payment of any salaries, wages,
or other compensation to any County personnel performing
services hereunder for said City, or any liability other
than that provided for in this agreement.
Except as herein otherwise specified, the City shall
not be liable for compensation or indemnity to any County
employee for injury or sickness arising out of his employ-
ment.
6. County, its officers and employees, shall not
be deemed to assume any liability for intentional or
negligent acts of said City or of any officer or em-
ployee thereof, and said City shall hold said County
and its officers and employees harmless from and shall
defend said County and its officers and employees
against, any claim for damages resulting therefrom,
City shall hold the County of Los Angeles and the
Sheriff thereof harmless from liability of any nature
whatsoever arising out of or in any way connected with
the`acts or omissions of any of his deputies committed
while in the scope of the duties provided for under this
agreement.
7. This agreement shall be effective from the date
of the incorporation of City and shall continue in effect
until June 30, 1957.
8. For an in consideration of the rendition of the
aforedescribed services, City agrees that it will pay to
the County of Los Angeles, during the term of this agree-
ment, and amount equal to the amount of all fines and

forefeitures attributable to and payable to the City under
all laws of this state as the sane now exist or may be
hereafter amended resulting from the enforcement of munici-
pal ordinances.
All payments to the County necessitated by the Pro-
visions of,the next preceding paragraph shall be made by
the city in -the month next succeeding the date of the
receipt by the city of such.fin'es and forfeitures.
IN WITNESS WHEREOF the City of Rolling Hills, by resolu-
tibn duly adopted by Its City Council's caused this agreement
to be signed by its Mayor and attested by its Clerks and the
County of Los Angeles, by order of its Board -of Supervisors,
hascausedthese presents to be subscribed',,.*by the Chairman
of said Board and -the seal 'of said Board to be affixed there-
to and attested by the Clerkofsaid Board., all on*the day
and year first above written.
