MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA April 23, 1962 The regular meeting of the City Council of the City,of Rolling Hills was called to order at 7:30 P.M., Monday,.April 23, 1962 in the City Hall by Mayor O'Flaherty. ROLL CALL 11 Present: Councilmen Amberg, Goodman, Tourtelot, Van Note and Mayor O'Flaherty I Absent: Others Present: APPROVAL OF MINUTES None City Attorney William Kinley City Clerk Phyllis Stockdale Deputy City Clerk Mary Louise Powers City Treasurer Marion Welch Robert Y. Young Charles Aylesbury On motion of Councilman Tourtelot, seconded by Councilman Amberg and unanimously carried, the minutes of the meeting held April 17, 1962 were approved as corrected. PERSONAL APPEARANCES CAPTAIN MAX KRUKOW of the Lennox Sheriff Station was introduced by Lieutenant J. N. Hamilton as Captain James Gilman's replacement. Mayor O'Flaherty welcomed Captain Krukow on behalf of the City and the Council. WILLIAM G. HORN, retiring Councilman, appeared to wish success to the new Council. DR. ROBERT P. McCORMICK, 4 Outrider Road, appeared before the Council regarding the construction of a cabana within ten feet of the easement line on�his property. Mr. Kinley advised Dr. McCormick that it would be necessary for him to apply to the City Planning Commission for the zone variance according to the requirements of Ordinance No. 33 of the City of Rolling Hills. r April 23, 1962 MR. AND MRS. RICHARD HALL, 16 Outrider Road, ,appeared before the Council concerning the unsafe condition of Outrider Road. Because of overgrowth of trees and shrubs, ,pedestrians and horseback riders must travel the roadway, and -visibility,is obstructed... TRAFFIC COMMISSION REPORT Mr. Robert Irwin, Chairman of the Traffic,Commission, _submitted to the Council a written report dated April 23, 1962 concerning traffic safety in the City of Rolling Hills, said report being on file in the City records. The report was accepted by the Council and the Mayor suggested that each member of the Council make a physical examination of the points covered in the report, and the matter was then ordered to be placed on the agenda for action at the next regular meeting. C� PROPOSED AMENDMENT TO POUND ORDINANCE C LIMITING NUMBER.OF DOGS CIC Mr. Kinley reported that the,Board of Directors of the -Rolling Hills Community Association agreed to permit a - "reasonable" number of dogs to be housed on Lot 125, Rolling Hills, in an accessory building which meets the requirements of the Architectural Committee as to design, construction and location, and provided that the hobby of breeding dogs does not become a commercial enterprise, and therefore the immediate problem had been solved. Thereafter, the Mayor ordered the matter removed from the agenda. FIRE DEPARTMENT ACTIVITY REPORT -,MARCH 1962 The City Clerk submitted the Fire Department Activity Report for the month of March, 1962. The report was received and ordered filed. PAYMENT OF CITY BILLS The City Clerk presented the register of bills to be allowed for payment. It was moved by Councilman Tourtelot that Demands 1079 through 1094 be approved for payment from the General Fund. The City Clerk reported that she had contacted Mr. R. M. Moller, District Engineer of the Los Angeles County Engineer's office in Lomita, and requested him to give written notice under the existing.Building Code to Mr. Arthur Pinner, ordering him to remove the unsafe portion of his damaged residence. Mr. Moller advised.Mrs. Stockdale that the matter was referred to Mr. John Lewis of the County Engineer's Office, who would write the letter to.Mr. Pinner, a copy of which would be mailed to the City of Rolling Hills. The Mayor ordered the matter of the Proposed Demolition Ordinance removed from the agenda. GUARD STATIONED ON BOWIE ROAD Mrs. Stockdale stated that she understood that the Pinner house had stopped moving, and,she therefore recommended that the Guard be withdrawn. Lieutenant Hamilton stated that the Deputy Sheriff Reserves who have been stationed there during the daylight hours on Saturdays and Sundays since February 24 are of.the opinion that it is no longer necessary for them to be stationed at the driveway entrance to the Pinner property, but that his officers working in the area would check the same during day- light hours. Thereafter, it was moved by Councilman Tourtelot, seconded by Councilman Amberg and unanimously carried that the City no longer station a Guard at the driveway entrance to Lot 12, Chesterfield Ranchos -A. The City Clerk was directed to advise Mr. Pinner of the Council's action. CITY CLERKS INSTITUTE The City Clerk requested the Council's permission to attend the City Clerks Institute to be held in Santa Barbara on April 26 and 27, 1962. It was moved by Councilman Goodman, seconded by Councilman Amberg and unanimously carried that Mrs.,Stockdale be,authorized to attend the City -Clerks Institute at a cost to,the City of not more than $50.00.
