0021RESOLUTION N0, 21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA, PROTESTING THE INCREASE IN THE ASSESSED VALUATION OF REAL PROPERTY IN THE CITY OF ROLLING HILLS. , . WHEREAS, the City of Rolling Hills is a residential community of families, where -taxable property consists of 365 homes and 232 home sites, all under deed restrictions for one -family occupancy; and WHEREAS, the said resident families were attracted to the area by its dedication to exclusive residential develop- ment at moderate land prices; and WHEREAS, during the past five years, 1952 to 1956 inclusive, while the number of homes in the district has increased by 58% and the,..population by 53°x, property taxes have increased 177% and now impose an excessive and unequal burden upon residents of the City and their property; and WHEREAS, the said excessive and unequal tax burden is due primarily to the increased assessment of homesites, which appear to be valued by some yardstick,other that that of use and occupation by families which created the -community, as, for examples the assessed value of one-fourth the smaller homesites are valued higher than the improvements, thus adding greatly to the -estimated annual tax burden of such families; and WHEREAS, the excessive valuation of this residential community - and the Palos Verdes School District - deprives the district of the State Apportionment of School Funds, the current rate being only $140 per pupil, even though the District is almost exclusively residential in character, and; WHERE,A.S, the current burden of general and district taxes is to be augmented by an increase of improvement valuations by a 15% average for fiscal�1957=58, thereby increasing the average home assessment by $930, so that State Apportionment for the Palos Verdes School.District will be further diminished and property taxes automatically increased; and WHEREAS, a diligent study of the current assessment of other residential property in Los Angeles County, of corres- ponding market value, has been made in behalf of the people of Rolling Hills to a conclusion that both the current and proposed assessment of Rolling Hills property is higher by at least 25% than such other residential property; now, THEREFORE BE IT RESOLVED by the City Council of Rolling Hills that the said increased assessments of Rolling Hills homesites, and the improvements thereon, is a most serious threat to the peace and economic security of this community and should be remedied for the tax year commencing March 4. 1957; and. BE IT FURTHER RESOLVED THAT; (1) a copy of this Resolution be entered in the records of this Council for continued attention; and (2) that. a copy be delivered to John R, Quinn, County Assessor of Los Angeles County. 1957.
