00244 RESOLUTION NO. 24 A RESOLUTION -'0PNVHE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CAEIFORNIA, REQUESTING ENACTMENT OF LEGISLATION AUTHORIZING LOCAL AUTHORITIES TO REGULATE TRAFFIC ON PRIVATE ROADS. WHEREAS, the City of Rolling Hills was incorpo- rated as a general law city under and pursuant to the laws of the State of California on January 24, 1957; and WHEREAS, all streets and roads within said City always have been and now are private roads, as defined in Section 82 of the Vehicle Code of the State of California, owned and maintained by the residents of the City of Rolling Hills, without the expenditure of public funds for that purpose; and WHEREAS, with minor exceptions, the Vehicle Code of the. State of California does not provide for, or authorize, local regulation of traffic on private roads as defined in said Section 82; and WHEREAS, it is necessary, for the protection of the health, safety and public welfare for the residents of the City of Rolling Hills that ordinances be adopted -regulating the regular traffic within said City; NOW; THEREFORE, BE IT RESOLVED that the State Senator from Los Angeles County and the Member of the California Legislature from the 46th Assembly District, within which District the City of Rolling Hills is located, be and they hereby are requested to introduce and support emergency legislation in the current session of the Legislature of, the State of California to amend the Vehicle Code of the State of California by adding thereto a section or sections providing substantially as follows: "The provisions of this Code shall not prevent any local authority within the.reasonable exercise of its police powers from. adopting rules and regulations by ordinance or resolution, regulating vehicular traffic° on privately owned and maintained roads located within the boundary of said local authority, provided no such ordinance or resolution be effective until signs giving notice thereof are posted along the roads affected." AND BE IT run-in= RESOLVED that certified copies of this resolution be forwarded to the Honorable Richard Richards, State Senator from Los Angeles County, and to the Honorable Charles Edward Chapel, Member of the California Legislature from the 46th Assembly District; and r•U-nvnzh.. that the Mayor shall sign this resolution, and the City Clerk shall attest and certify to the passage and adoption thereof.
