0043M RESOLUTION NO. 43 A RESOLUTION`OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA PETITIONING CONGRESS TO MORE EQUITABLY APPORTION FUNDS FOR FEDERAL HIGHWAY CONSTRUCTION WHEREAS, under the provisions of Federal Highway Act of 19562 the apportionment of funds to the several states to construct the National System of Interstate and Defense Highways is made as follows: 1/2 in the ratio which the population of each state bears to the total population of all the states as shown by the latest available Federal Census, provided that no state shall receive less than 3/4 of 1 per centum of the money so apportioned, and 1/2 in the manner now provided by law for the apportionment of funds for the Federal -Aid Pr'.imary System which is based 1/3 on area, 1/3 on population and 1/3 on post road or rural de- livery mileage; and WHEREAS, California's gas tax payments.to the Federal Treasury approximate 10% -of the nation's total, but under above formula we receive back .only 5.7%; and WHEREAS, the Federal Highway Act of 1956 provides that apportionment of funds to the several states for the fiscal, year 1960 through 1969 inclusive shall ba in the ratio which the estimated cost of completing the Interstate System in each state bears to the sum of estimated cost of completing the system in all of the States (this formula is referi-ed to as the "Needs Formula"); and AREAS, the Act further provides that the Secretary of Commerce shall submit to the Senate and House.of Repre- sentatives within 10 days subsequent to January 2, 1958 a detailed estimate of the cost of completing Interstate System; and WHEREAS, it is necessary that Congress by concurrent resolution give approval of such estimate of costs before the Secretary of Commerce may make use of the approved needs formula in making apportionment for subsequent years; and WHEREAS, the acute highway problems in California demand a larger allocation of these Federal funds so as to allow freeways to be built mors quickly to handle the greater traffic loads brought on by our tremendous popula- tion increases --constant migrations from other states-- with attendant increase in motor vehicles of 348,254 in 1956 over 1955 --equal to 29,000 additional cars every month on our highways --and to alleviate the presently con- gested freeways and lessen the number of accidents, NOW,,THEREFORE, BE IT RESOLVED, that the City of Rolling Hills hereby petitions Congress to enact at the 1958 session the necessary concurrent resolution authoriz- ing the Secretary of Commerce to apportion funds among -the several states for the construction and completion of the National System of Interstate and Defense Highways in the ratio which the estimated cost of completing the system in each state bears to the sum of the estimated cost of r� completing the system in all of the states as provided in subsection (d) of Section 108 of the Federal -Aid Highway Act of 1956. RESOLVED FURTHER, that copies of this resolution be sent to each Senator and Congressman of California. PASSED, APPROVED AND ADOPTED this 25th day of November, 1957.
