REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
June 11, 1962
The regular meeting of the City Council of the City
of Rolling Hills was called to order by Mayor O'Flaherty at
7:30 P.M., Monday, June 11, 1962 in the City Hall.

APPROVAL OF MINUTES
On motion of Councilman Amberg, seconded by Council-
man Van Note and unanimously carried, the minutes of the
meeting held May 28, 1962 were approved as written.
PRESENTATION OF RESOLUTIONS COMMENDING
WILLIAM G. HORN, V. G. NIELSEN AND T. B. ROACH, JR. AND
CAPTAIN R. SWENDER OF THE LOS ANGELES COUNTY SHERIFF'S RESERVE
Mayor O'Flaherty presented to each of the retiring
councilmen, William G. Horn, V. G. Nielsen and T. B. Roach, Jr.,
and to.Captain R. Swender of the Los Angeles County Sheriff's
Reserve a framed resolution of appreciation for services rendered
to the City. Said resolutions were adopted at the City Council
meeting held May 14, 1962.
PRELIMINARY PLANS -ACCESS ROAD TO PALOS VERDES PENINSULA
UNIFIED SCHOOL DISTRICT ADMINISTRATION CENTER
The City Clerk read a letter dated June 11, 1962 from
the Palos Verdes Peninsula Unified School District requesting
permission for access to the City through the Crenshaw gate
during constructionaof the new access road to the Administration
Center.
Mr. Robert J. Lueck, Coordinator of School Planning,
appeared before the Council and submitted a plan of the proposed
access road from -Crest -Road -outside the Crenshaw Gate entrance
to the City of Rolling Hills to the Administration Center.
The Mayor advised Mr. Lueck that the request for
permission to.*use the Crenshaw Gate entrance to the City during
construction of the new road should be made to the Board of
Directors of the Rolling Hills Community Association, and the
plan for the proposed access road should be referred to the
City Planning Commission.

CORRESPONDENCE
The City Clerk read the following:
a) Letter dated May 25, 1962 from the Salk
Institute Building Fund requesting the City
of Rolling Hills to adopt a proclamation in
support of the fund raising campaign.
No action was taken.
b) Copy of a resolution adopted by the Los Angeles
County Board of Supervisors on May 29, 1962
affirming its approval and support of the
Federal -aid Highway Act of 1962, which relates
to the extension of the Federal -aid Secondary
System in the urban areas.
No action was taken.
c) Notice dated June 6, 1962 from the Los Angeles
County Boundary Commission re proposed Lomita
Addition No. 8 to the City of Los Angeles;
copy of description of the territory proposed
to be annexed was enclosed. The City Clerk
reported that the area proposed to be annexed
was.near 19th Street in San Pedro.
No action was taken.
d) Letter from the City of Irwindale, enclosing a
copy of_a resolution adopted by said city, urging
the County Board of Supervisors to place on
the November 1962 ballot a proposition to
prohibit commercialized poker in the County of
Los Angeles.
No action was taken.
e) Revised tentative map of Proposed Subdivision
Tract No. 27220 showing the division of ten
acres into 22 building sites on Via Canada in
Miraleste. The map submitted to the Council on
May 14, 1962 showed 23 building sites.
The map was received and filed.
MASTER PLAN OF HIGHWAYS - CREST ROAD
The City Clerk read a letter dated May 28, 1962
from the Los Angeles County Regional Planning Commission
advising the Council that the Regional Planning District ...
would hold a public hearing at 9:00 A.M. on June 13, 1962 on
Highway Amendment No. 508 regarding the widening'of the.
easterly portion of Crest Road extending from Crenshaw Boulevard
to the boundary of the City of Rolling Hills.
Each of the Councilmen present stated that in their
opinion that portion of Crest Road should be removed from the
Los Angeles County Master Plan of Highways as a major highway.
Councilman Goodman stated that he would represent
the City at the hearing and make a report to the Council at
the next meeting.

WATER LINE TO RIDING RING
The City Clerk.read a letter dated May 24, 1962 from
the Palos Verdes Water Company stating that the Title Insurance
and Trust Company notified them that the City of Rolling Hills
could grant the easement for the water line installation to the
riding ring from Portuguese Bend Road.
Thereafter, the following resolution was adopted.
RESOLUTION NO. 145
On motion made b.y.Councilman Goodman and seconded by
Councilman Van Note, Resolution No. 145 entitled "A Resolution
of the City Council of the City of Rolling Hills, California,,
Authorizing the Granting of Easements to the Palos Verdes Water
Company for Utility Purposes" was adopted by the following vote:
AYES: Councilmen Amberg, Goodman, Van Note and Mayor O'Flaherty
NOES: None
ABSENT: Councilman Tourtelot
Resol-Vti_ on' No',. 145 is set forth in full in the Book of
Resolutions.
SECOND READING -AND ADOPTION OF ORDINANCE NO. 46
Councilman Van Note read -in full the titles, -sof the
proposed Ordinance No. 46'entit.led "An'Ordinance of the City
Council of the City of Rolling Hills, California,, -Amending
Ordinance No. 32,Entitled 'An Ordinance of the City of Rolling
Hills Regulating and Controlling the Design and Improvement_
of Subdivisions and Other -Divisions of Property"' and moved
that the reading in full of the proposed ordinance be waived.
The motion was seconded by Councilman Goodman and unanimously
carried.
Thereupon, on motion of Councilman Van Note, seconded
by Councilman Goodman, Ordinance No. 46 was adopted by the
following vote:
AYES: Councilmen Amberg, Goodman, Van Note and Mayor O'Flaherty
NOES: None
ABSENT: Councilman Tourtelot
Ordinance No. 46 is set forth in full in 'the Book of
Ordinances.
PAYMENT OF CITY BILLS
The City Clerk presented the register of bills to be
allowed for payment. It was moved by Councilman Van Note that
Demands 1. 111-9 through 1127 be approved for payment from the
General Fund, and that Demand 1128 be approved for payment from
the In Lieu Fund. The motion was seconded.by Councilman Goodman
and carried by the following vote:
AYES: Councilmen Amberg, Goodman, Van'Note and Mayor O'Flaherty
NOES: None

TRAFFIC ACCIDENT SUMMARY - APRIL 1962
�. The City Clerk submitted the Traffic Accident Summary
Report for the month of April, 1962. The report was referred
O to the Traffic Commission.

HOUSE NUMBERING
The City Clerk reported thatl,she had contacted the
Mapping Division of the Los Angeles County Department of County
Engineer regarding a house number map for the City of Rolling
Hills, and further reported that in -order to authorize the
County to revise and maintain the master house numbering map
for the City, it would be necessary to adopt a specific
resolution requesting the County to furnish such a service.
The.City Clerk read a letter dated April 10, 1962
from the Los Angeles County Department of County Engineer
which gave an estimate of the cost of a completed set of
house numbering maps for the City to be approximately $510.00.

The City Clerk explained that certain areas in the
City would have to have new house numbers assigned as properties
were subdivided, and that it had been suggested that this
re -numbering should be done professionally by the County
Engineer's office.

As a result of the discussion which followed, the
City Clerk was directed to refer the matter to the City
Planning Commission and suggest that they check with the
County Fire Department to ascertain if the master house numbering
map would assist them.
TRAFFIC COMMISSION REPORT
LETTERS REGARDING ROADSIDE TREES
As requested by the Council at its meeting held
May 14, 1962 the City Attorney submitted a series of three
suggested letters to be sent to property owners whose road-
side trees are obstructing visibility and creating a hazard.
The Council agreed that the first letter should be signed by
the City Clerk, the second letter by the Mayor and the third
by the City Attorney.
It was moved by Councilman Van Note, seconded by
Councilman Goodman and unanimously carried that Letter No. 1
should be revised by the City Clerk and the City Attorney and
approved by the Mayor before being sent to all the residents on
Outrider Road and Pine Tree Lane where the roadside trees are
obstructing visibility and creating a hazard.

PURCHASE OF LAND ADJACENT TO GATEHOUSES
The matter was ordered tabled.
BUDGET 1962-63
Councilman Amberg, Finance Officer, stated that he is
working -on the budget for the fiscal year 1962-63 and recommends
that the City fix the tax rate at $1.00 per One Hundred ($100.00)
Dollars assessed valuation, upon the condition that the Association
holds its tax rate to -a minimum.
Councilman Amberg reported that the Association is
considering manning Eastfield and Crenshaw Gates 24 hours and
is also considering closing -the South Gate. Councilman Goodman
stated that he is in favor of the increased manning at the
Eastfield Gate now and at the Crenshaw Gate in the near future.
The matter was ordered tabled.
ADJOURNMENT
There being no further business to come before the
meeting, it was moved by Councilman Goodman, seconded by
Councilman Van Note and unanimously carried that the meeting
be adjourned at 9:10 P.M.
