The .regular meeting of the City Council of the City
of Rolling Hills was called to order by Mayor:O-gkjaherty at

APEROVAL OF MINUTES
On motion of Councilman Goodman, seconded by Councilman
Tourtelot.anad unanimously carried, the minutes of the meeting
held July 23, 1962 were tabled until the next meeting.

The.Deputy City Clerk read the following,
a) Copy of letter dated July 15, 1962 from Mr. -Murray
Beebe, 1 Spur Lane, to County Fire Chief Keith
Klinger, objecting to the Weed Abatement Program
on his property.
b) Copy of letter dated August 1,. 1,962 from Chief
Klinger, replying to Mro.Beebe's letter -of
July 15, 19620
c) Letter dated.August 1, 1962 from Chief Klinger
to the City Manager, explaining the complaint
of Mro. Beebe in connection with the Weed Abate-
ment work.
The Council took no.action.on the above letters.

it -does not -comply with..the .requirements of. Section 5..04 (a)
of .the Subdivision. Ordinnan.ce,_ as advised .by the .City Engineer
in.a letter. -dated July 24, 1962.
.Thereafter, it was moved.by Councilman Goodman,
seconded.by.Counci.Iman Amberg and unanimously carried that
the -Council reject the tentative map of the proposed subdivision
.of _ Lot 14,,. Rolling Hills- tract,. on, -the grounds specified in
"the -report of the Planning Commission.

seconded by Councilman. Tourtelot and unanimously
carried that;the:matter be referred to the Planning
Commission for.study,:and recommendation that they
pass- a resolution of intention to amend Sec..3..02

DEVELOPMENT OF MAIN GATE PROPERTY
AND SWAFFIELD PARK AREA
The Deputy City Clerk read a letter from the Planning
Commission dated August 13, 1962 in response to the request
of the City Council, concerning a study for the purpose of
formulating a plan, for the development of.Swaffield Park and
the properties adjoining Portuguese Bend Road at the Main
Gate, in which. the Commission requested funds to employ
professional advice and assistance.
The matter was ordered tabled.

The Deputy City Clerk read an undated notice from .
C the Regional Planning Commission stating thata public hearing
in the matter of a request for a change of zone from S®R®D,.Cm4.

R®4 and R®3-7,000 to C-4, R-4 and:R®17,000 for.an irregularly
®0 shaped 270 acres generally situated on.the northerly side of
Crest Road between Hawthorne and Crenshaw Boulevards and with a
maximum northerly depth of 3,700 feet, in the Palos Verdes Zoned
District, will be held on. Tuesday,.August 14, 1962.at 9-630 A.M.

Mrs. Worth and Dra,Saffo expressed their opposition
to the proposed zone change.
.After a discussion of the matter, it was moved by
Councilman Amberg,. seconded by Councilman Tourtelot and unanimously
carried that Councilman Goodman represent the Council..at the
August 14, 1962 hearing and express its opposition to the plan
proposed in Zoning Case No. 4345-'(4) for the rezoning of
areas of the Palos Verdes Peninsula as being inconsistent
with existing_ and planned development of. adjoining areas,. and
suggest that as ..a compromise, the area...proposed for Zoning
R®17,000 be zoned R®A-20.,000 and that the Land .along the
.westerly boundary of the area affected..by said Zoning Case
proposed.to be zoned R-4 and C®4 be zoned Rm3e
